10 Regulatory Changes in the Corridor The City is in the third year of a three-year effort to completely modernize its land use rules the Comprehensive Plan and all zoning. This effort is called ABC to Z and is a collaborative effort between the City of Albuquerque and Bernalillo County that began in February It is intended to: Update the Albuquerque/Bernalillo County Comprehensive Plan (Comp Plan) to plan for growth over the next 20 years, create better places and streets, and protect and enhance our distinct neighborhoods. Overhaul the City s Zoning Code to implement the Comp Plan, guide development to match the community vision, and simplify our regulatory framework with an Integrated Development Ordinance (IDO). Update technical and engineering standards in the Development Process Manual to support complete streets and to coordinate with updated policies in the Comp Plan and new regulations in the IDO. ABC Comp Plan The City Council adopted the Comprehensive Plan in March 2017, and it became effective in the City in April. The adopted plan is available at abc-zone.com. Integrated Development Ordinance (IDO) The IDO will replace the City s zoning code, subdivision ordinance, and other land use regulations to better implement the updated vision of the Comp Plan. The Environmental Planning Commission voted to recommend adoption of the IDO in May The IDO now heads to the City Council s Land Use, Planning, and Zoning Committee in August 2017 for consideration. The LUPZ Draft, including new zone categories, land
11 uses, and dimensional standards (building heights, setbacks, landscaping, parking requirements, etc.) is posted on abc-zone.com for review. Zoning Conversion Map: Existing zoning and proposed IDO zoning can be compared by individual parcel at LUPZ is scheduled to hear the IDO on August 16, ABC-Z and Transit Oriented Development Both the Comp Plan and the IDO intend to better coordinate land use and transportation planning and development, now and into the future. The Comp Plan outlines a backbone grid of Premium Transit Corridors along Central Avenue (east-west, river crossing), University Boulevard (north-south, east side of river), Paseo del Norte (east-west, river crossing), and Coors Boulevard (north-south, west side of river). The proposed IDO zoning reflects increased opportunities for mixed-use development and residential densities, especially along Premium Transit corridors, Major Transit corridors, and within Activity Centers as designated by the Comp Plan. Rapid transit, coupled with complementary, higher-density development, is seen as a viable strategy to help address future population growth and demand for infill redevelopment. Different height and density allowances (not as a bonus but by right ), and decreased parking requirements are proposed for areas around transit stations (BRT on Central Avenue), along main streets, and within designated Centers. An expanded list of allowable uses for areas with transit accessibility will encourage development that allows residents to live, work and play without having to drive. Diversification of the economy to encourage entrepreneurism and small business creation is a desired outcome of the synergy associated with TOD. Coordination of walking and bicycling routes with transit service and convenient access to jobs and services will help enhance the visibility, vitality, and viability of neighborhoods especially along BRT corridors. 12 Central Avenue Program Dashboard Last Update: 7/6/2017 Starting with a listing from a national real estate database of 1,150 registered businesses located along Central Ave., from Coors Blvd. to Louisiana Blvd., approximately 400 were identified as businesses which are most vulnerable to the A.R.T. construction process. Businesses that were identified as most vulnerable by the SBRC meet the following criteria which are derived from national best practices on similar projects: the business is locally owned, it conducts less than 2 million in annual sales, and the business type relies heavily on walk-in customer traffic (as opposed to appointment-based business). The total number of vulnerable businesses will slightly fluctuate in response to businesses closing, moving location, or opening along Central Ave in the time since the original dataset was captured in December of SBRC Program Stats 337 Nice to Meet You! We have a pop-up event with a local band called ART Beat on the Street at a business on Central almost every week during the construction period. The more people you reach, the more who can attend and get excited about your business. 2. "We have an e-newsletter we send on the first of each month. In the newsletter we noticed all the recipients of the event. On the Monday before the event, we sent an invitation to the event to that newsletter list. In the invitation we offered a store purchase discount and a restaurant special if they showed the coupon from the newsletter. "
