1 UNESCO Chair training grants in collaboration with the Basque Antitrust Authority Call With the desire to consolidate and project into the future, the historical links between the University of Deusto, the AUSJAL universities and other universities affiliated to the project of the UNESCO Chair and other cooperation projects. With the firm decision to strengthen the social and cultural ties that link them. With the conviction that the principle of solidarity should be the spirit which animates and guides the relations between peoples and institutions. Sharing the common values of respect for the principles of democracy, the defence of fundamental rights and citizen participation, as fundamental to necessary economic and social progress. Determined to promote human education and social organization as the engines of a decent, equitable and sustained development, the UNESCO Chair at the University of Deusto, in collaboration with the Basque Antitrust Authority, announces grants to carry out research in the field of competition. First article In the context of the objectives of the UNESCO Chair in Human Resources Training for Latin America and the Vicerectorate for International Relations of the University of Deusto, and as a response to the agreements signed by this University, the AUSJAL and other Latin American universities, we nnounce the call for the present programme of fellowships for pre- or post-doctoral research at the University of Deusto. Candidates should meet the following requirements: 1 Be a teacher or researcher at any Latin American University or organisation that has signed a bilateral cooperation agreement with the University of Deusto or the Basque Antitrust Authority or is formally linked to either. 2 Hold the title of Bachelor, Master or Doctor in law, economics or an area which enable them to carry out research in the field of competition. Second article The research grants will be paid by the University of Deusto from the contract signed between the University and the Basque authority on competition day. These scholarships do not imply any contractual relationship with the University of Deusto or the Basque Antitrust Authority. Third article Features of grants: types, object and duration Two types of grants are announced: Category A: Grants for conducting research on issues related to competition, which are of common interest for the Basque Autonomous Community (CAV) and for Latin America. Category B: scholarships for post-doctoral research on issues similar to those mentioned in category A. Category A These scholarships are intended to support the phase of development, presentation and defense of a piece of pre-doctoral research in the field of law and economics of competition in areas that are of interest to Basque society (transport, port infrastructures, services of general economic interest,

2 commercial schedules, tourist accommodation...). The research can be a doctoral thesis that has been completed thanks to the grant, a part of the thesis of enough scope to be published, or a independent piece of research. Researchers will collaborate with some of the University's research teams and carry out their research in collaboration with them. This type of scholarship also involves a collaboration of two hours a day to support the management of the UNESCO Chair and/or Basque Antitrust Authority (AVC), particularly academic communication and integration as well as the management of the AVC library. The duration of these grants is one semester. Research submitted must be sufficiently advanced to be able to be finished within the term of the grant. The candidates commit themselves to present the results of their research, at the end of their stay, which results must be able to be used by the team to which the candidate is attached. The Basque Antitrust Authority will have the preferential right to publish the work, without prejudice to the rights of third parties who might be affected. Category B These scholarships are intended to support the phase of development and presentation of a piece of post-doctoral research in the field of law and economics of competition, in areas that are of interest to Basque society (transport, port infrastructures, services of general economic interest, commercial schedules, tourist accommodation...). Researchers will collaborate with one of the University's research teams and carry out their research in collaboration with them. The duration of these grants is one semester. Research submitted must be sufficiently advanced to be able to be finished within the term of the grant. The candidates commit themselves to present the results of their research, at the end of their stay, which results must be able to be used by the team to which the candidate is attached. The research may consist of an adaptation for publication of the grantee's doctoral thesis, or a part of it, or of an original article for publication. The Basque Antitrust Authority will have the preferential right to publish the work, without prejudice to the rights of third parties who might be affected. Article four a) Endowment The endowment of grants in Category A will be 1,200 euros per month in respect of accommodation, living expenses and collaboration with the Chair or the AVC. The endowment of grants in Category B will be 1,200 euros per month in respect of accommodation and living expenses. In both cases, the amount of the grant is gross, from which will be deducted the applicable amounts of tax. The monthly economic allowance shall cover the period between the months of March and July The scholarships also include health insurance for time spent at the University of Deusto and a travel insurance policy which must be requested before such travel, at the following address: seguros@deusto.es b) Payments Payments, which shall be made by bank transfer, will be monthly at the end of the month for which the grant is issued. c) Individual character of grants Due to the individual nature of the grants, the University of Deusto may not assume any expense incurred by dependents of the grantee(s).

3 Fifth article 1. APPLICATION PROCEDURE Applicants must provide the following documentation: 1. The completed application form. 2. Legalized or notarized copy of Bachelor's, Master's, or Doctoral degree centificate required. If the degree giving access has been issued by a foreign institution, the applicant must also submit an original certificate issued by the same, or by a competent body, proving that this degree gives access to the studies requested in the issuing country (RD 99, 2011, January 28) 3. Original full academic record of university studies (academic transcript). 4. Photocopy of passport. 5 Curriculum Vitae in the regularized form attached. 6. A proposal of 1000 words paximum. The proposal must include the following sections: title, introduction, development, methodology, schedule, and bibliography. It will also include the title of the doctoral program that the applicant wishes to attend and a justification of the appropriateness of the research project for said program, although the Chair does not decide on the acceptance (or otherwise) of the applicant to said program 7. Two letters of recommendation from academics of recognized prestige, in a sealed envelope. 8 A letter from the Dean of their faculty (or institution) confirming its their teaching position and endorsing the nomination. 2. Curso Article six Evaluation and selection procedure: The evaluation and selection of candidates will be conducted by a Tribunal appointed by the Vice- Rector for International Relations, which will include the Director of the UNESCO Chair, two members appointed by the Vice-Chancellor from among members of the University staff, and two others appointed by the Basque Antitrust Authority, who may seek external advice they deem it necessary. The resolution will be published within a maximum period of one month from the close of the call and will be communicated to each applicant. There will be no appeal against this decision. Article seven

4 Obligations of the grantee 1. To communicate their express acceptance in writing to the Vice Rectorate for International Relations at the University of Deusto, Bilbao campus, during the 10 days following notification of the decision. 2. To supply along with their acceptance, an original certificate of fiscal residence issued by the tax authorities of their country of habitual residence, which makes it explicit that the grantee is a taxpayer in that country and which invokes the agreements between Spain and that country to avoid double taxation. On arrival in the Basque Autonomous Community, they should apply to the Spanish national police for a "foreigners' identification number" (NIE) 1 which may be incorporated in the student card. This number shall be supplied to the Vice-Rectorate of International Relations. 3. The grantee must supply the Vice-Rectorate of International Relations with the IBAN of their bank account. 4. Be present at the University of Deusto on the first day of the scholarship. Failing to contact the Director of the Chair within 10 days from the beginning of the grant, will lead to forfeiting the first monthly fee, and the first month passes without the grantee presenting themselves or justifying their absence, the scholarship will be definitely forfeited. 5. Reside in the locality where he the studies are carried out (Bilbao or San Sebastian) during the period of the Fellowship, and not leaving the Basque Autonomous Community without authorization sought in writing from the Director of the UNESCO Chair, indicating the exceptional grounds justifying the absence and the period covered, in which case the Director of the Chair will decide, depending on the circumstances, the possible reduction, revocation or repayment of the grant. 6. Grantees will submit to actions for checking and monitoring the application of the grant set out in the present call. 7. Holiday periods will be those set out in each year's academic calendar as regards Easter. To leave the Basque Autonomous Community for longer periods than this, see paragraph 6 of this article. 8. Declare to the Director of the UNESCO Chair any other scholarship or grant for studies held or pending, in case of possible incompatibilities. 9. Provide all relevant information at the request of the Vice-Rectorate of International Relations, especially: Residence and changes of address. Academic documentation. 10. Commit themselves to returning to their institution and country of origin or continue working with links to or for the benefit of their country after the end of the grant. 11. Applicants for grant A: commit themselves to collaborating in academic tasks during their stay at the University of Deusto, giving their services to the Chair, the AVC or the Department assigned following the instructions of the director for 2 hours daily. Breach of any of the clauses contained in the present Call Resolution will result in the loss of the grant and a consequent requirement for repayment of aid received. 1 The NIE (foreigners' identification number) is important in order to comply with the tax legislation and avoid the payment of taxes in Spain for the grants paid, therefore it is necessary to supply it at the moment of their arrival at the University of Deusto or within the shortest possible time. In the case that it's not possible to process the document, in compliance with Spanish fiscal regulations, we will be required to withhold the corresponding percentage of the grant. 5 Article eight 1. Presentation of the application implies acceptance, in all respects, of the bases of the present call, as well as the decision of the Tribunal of Evaluation and Selection. 2. All references to students, fees, academic categories, posts or people within this call should be understood as applicable, without distinction, to men and women. 3. The Tribunal shall resolve all those issues which arise and which are not covered in this call.
