1 l Guidelines on the allocation of scholarships from the Deutschlandstipendium programme by Münster University of Applied Sciences (2017 allocation round). Adopted by the Executive Board of the Qualität in Studium und Lehre foundation at Münster University of Applied Sciences on 19 July 2017 on the basis of the Scholarship Programme Act (StipG) of 21 July 2010 in conjunction with the Scholarship Programme Regulation (StipV) of 20 December Section 1 Purpose of the Scholarship The purpose of the scholarship is to promote students of Münster University of Applied Sciences who are outstanding in that they have achieved excellent grades in their studies, showed commitment to society and demonstrated their readiness to assume responsibility. Section 2 Criteria for Allocating Scholarships (1) A total of 66 academic excellence scholarships and 10 key criteria scholarships (as of: 31 July 2017) are available in winter semester 2017/18. (2) Academic excellence scholarship: Bachelor students (from the second semester onwards) and Master s students (from the first semester onwards) are eligible for funding within the standard period of study. To be able to apply, the average grade of academic achievements to date should be no less than 2.5. In addition, the following criteria shall also be taken into account: 1. Special achievements, awards and prizes, previous employment and internships, 2. Non-university or extra-curricular commitment such as voluntary work, societal, social, higher education policy or political commitment or involvement in religious communities, associations or clubs, 3. Special personal or family circumstances, such as illness or disability, caring for one s own children, particularly as a single parent, caring for close relatives in need of long-term care, 1

2 working in the family business, gainful employment during studies, having an educationally disadvantaged background or a migration background. (3) Key criteria scholarship: (funding priority diversity: students with a child, students with a disability as well as non-eu nationals) Bachelor and Master s students within or up to the second semester after the standard period of study. The following criteria are also taken into account in addition to the (academic) achievements obtained to date: 1. Special achievements, awards and prizes, previous employment and internships, 2. Non-university or extra-curricular commitment such as voluntary work, societal, social, higher education policy or political commitment or involvement in religious communities, associations or clubs. (4) There is no entitlement to a scholarship. Section 3 Scope and Duration of Support (1) The scholarship amount is 300 per month. A higher scholarship may be awarded if the share of private funds raised exceeds 150. (2) As a rule, scholarships are granted for one academic year, up to the end of the standard period of study at the most. It is possible to reapply. Scholarships are allocated starting in the winter semester, or also starting in the summer semester in the case of successor applicants, and then initially for one semester. (3) The scholarship may not be conditional on a service in return for the private financial backer nor on an employer-employee relationship or a declaration of intent with regard to an employer-employee relationship in the future. 2

3 (4) Scholarships are awarded independently of income or BAföG (Federal Training Assistance Act payments). A scholarship amount up to 300 is disregarded as income with regard to social benefits. (5) The scholarship is also paid outside term time and during any period of study abroad related to the area of specialisation. Section 4 Exclusion of double funding A scholarship may not be allocated if the student receives talent- and performance-related material support from organisations that fund young gifted and talented students, the German Academic Exchange Service (DAAD) or any other German or foreign institution. This shall not apply if the amount of this support per semester for which the support was granted averages less than 30 per month. Section 5 The Procedure (1) Scholarships are announced at the start of or during the winter semester. All information and documents required for the application are listed in the announcement. (2) Applicants shall address their scholarship applications to the Scholarship Administration at the Transfer Agency of Münster University of Applied Sciences. (3) A departmental committee consisting of the Dean a professor from the Department Executive Committee a student from the Department Executive Committee a representative from the Departmental Student Organisation s Council or another student body from the school or department or the relevant office-holders at the central scientific units, 3

4 prioritises the scholarship applications it receives from the Scholarship Administration and specifies in a separate statement which criteria were decisive in the prioritisation of the applications. The Executive Board of the Qualität in Studium und Lehre foundation at Münster University of Applied Sciences decides who shall be awarded a scholarship, based on the prioritisation set by the departmental committee. (4) The relevant departmental committee may appoint representatives from the private financial backers onto the committee in an advisory capacity. (5) Applicants who have been allocated a scholarship are notified accordingly in a notice of allocation. (6) Applicants who have not been allocated a scholarship are notified accordingly by . Section 6 Extension of the maximum length of support; leave of absence (1) If the study duration is extended for serious reasons, such as a disability, pregnancy, care of a child or child-rearing, a period abroad related to the area of specialisation, then the maximum length of support may be extended on request. The Executive Board of the Qualität in Studium und Lehre foundation shall rule on the application. (2) The scholarship is not paid for the time when students take leave of absence. When resuming their studies following leave of absence, the duration for which the scholarship has been approved is adapted accordingly following notification by the scholarship holder. Section 7 Termination (1) The scholarship ends at the end of the month in which the scholarship holder 1. took his or her last examination, 2. dropped out of university, 3. changed subjects or 4. was removed from the register of students. 4

5 (2) If the scholarship holder changes universities during the period for which the scholarship has been approved, the scholarship ends at the end of the semester in which he or her changed universities. Section 8 Revocation and Withdrawal (1) Approval can be revoked and amounts already paid out can be claimed back if the conditions linked to the decision on the approval of a scholarship are not met or are not met within the set deadline or if there are any other grounds for the revocation. Section 9 Changes in Circumstances Scholarship holders are required to immediately give notification of any changes in circumstances that could be relevant to the allocation of the scholarship. If scholarship holders fail to meet this requirement, the decision to approve the scholarship may be revoked. 5
