1 Kloshe CIHR-IAPH Aboriginal Health Research Awards* 2011 NEW INVESTIGATOR AWARDS: POST-DOCTORAL FELLOWSHIP & TEACHING RELEASE CALL FOR APPLICATIONS February 2011 BACKGROUND Kloshe, one of nine (NEAHR) in Canada was developed through the Canadian Institutes of Health Research Institute of Aboriginal Peoples Health (CIHR-IAPH) network initiative to improve health for all Aboriginal peoples. By creating gathering spaces for researchers and communities, building community capacity for Aboriginal health research, as well as providing Aboriginal health research scholarships to students, Kloshe is working towards this goal. The 4 R s of Aboriginal Health Research Kirkness and Barnhardt s, First Nations and Higher Education: The Four R s Respect, Relevance, Reciprocity, and Responsibility (1991) provides us with a useful framework for developing academic initiatives and student services. At Kloshe we extend this model as a framework for the relationship between Aboriginal communities and university health research: Respect is demonstrated toward Aboriginal Peoples cultures, communities and wellness by valuing diverse indigenous knowledges of health matters and by inclusion of appropriate contributing health science. Relevance is demonstrated by health training and research that is meaningful to indigenous peoples rather than the researcher(s) and academic research process. Reciprocity is accomplished through a two-way process of learning and research exchange. Both community and university benefit from effective training and research relationships. Responsibility is accomplished by active and rigorous self-reflection, engagement and consultation with community and an ongoing emphasis on roles and research ethics. Purpose To meet its goal of recruiting and improving access to Aboriginal health research training and promoting and supporting health research careers, Kloshe offers an annual postdoctoral fellowship as well as course releases for new investigators. These awards are intended to support and increase the number of health professionals with Aboriginal health research skills and experience. *KLOSHE TILLICUM Awards are funded by the Canadian Institutes of Health Research-Institute of Aboriginal Peoples Health (CIHR-IAPH). 2 TYPES OF NEW INVESTIGATOR AWARDS Kloshe offers two types of funding for new investigators. The number and amounts in each category may vary. 1. Post-Doctoral Fellowship Kloshe will award one Post-Doctoral (Post-Doc) Fellowship in Aboriginal Health Research in the amount of 37, The applicant will have an association with an appropriate academic faculty/department. Applications are sought from exceptional scholars who are near completion or recently completed a PhD study of high calibre, involving Aboriginal health research. Applicants with a proven record of cultural involvement, who are interested in teaching and mentoring, and who are positive role models for other Aboriginal health graduate students are invited to apply. 2. Teaching Release Up to two opportunities are available for applicants, with an appointment at an institution, who are conducting independent research and require additional time to actively engage in their research. Each release is in the amount of 7,000 to release the applicant from teaching one course. Applications are sought from exceptional scholars in Aboriginal health research who can demonstrate the potential benefit of their work to improve the health of Aboriginal peoples in BC and YT. Applicants with a proven record of cultural involvement, whose study includes increasing community capacity to participate in high level research and who are positive role models for Aboriginal graduate students are invited to apply. Awards are non-renewable. Disbursement of Funds & Term of Awards The term of the Post-Doctoral Fellowship and Teaching Release awards will be determined in consultation with the successful applicants. Funds will be disbursed: Post-Doc: 50% upon approval of application (including proof of acceptance into the academic program or mentorship program, letters of reference, etc.) and signed consent form; 40% upon receipt/review of a mid-term Progress Report; and 10% upon successful completion of fellowship term and Final Report. Teaching Release: immediately upon approval of application and receipt of departmental approvals, signed consent form and all relevant documentation. General Eligibilty ELIGIBILITY AND CONDITIONS All candidates are expected to have an exceptionally high potential for future Aboriginal health research achievement and productivity. Priority will be given to Aboriginal applicants. This award is open to new investigators who: Are affiliated with a supervisor and/or post-secondary institution in British Columbia (BC) or the Yukon Territory (YT); 2011 Fellowship Application Guidelines Page 2 of 9
3 Are conducting Aboriginal health research with a potential benefit of improving the health of Aboriginal peoples in BC or YT; Can demonstrate partnership with an aboriginal community or agency which the applicant will collaborate with, mentor, build capacity, and/or participate in knowledge translation; Meet and adhere to CIHR Award conditions and guidelines. See Applications focusing on any of Kloshe s theme priorities are encouraged: Indigenous Knowledge including Traditional Medicine; Public Health and Public Health Promotion; Aboriginal Research Ethics; Complex Interactions of Factors which Determine the Health of Populations. Kloshe does not normally provide funding beyond: 2 years for a Master s degree; 3 years for a PhD degree; and 1 year for a Post-Doctorate Fellowship 1 year for Teaching Releases. Specific Eligibility Requirements for Post-Doctoral Fellowship Applicants: Be exceptional scholars who are near completion or recently completed a PhD study of high calibre, involving Aboriginal health research Have not more than three years of post-phd cumulative research experience Develop independent research. Applicants must propose a research environment that is different from the one in which they completed their PhD (if applicable). Individuals wishing to undertake post-phd research training in the same research environment (e.g., same department, supervisor or co-supervisor) in which they received their PhD are NOT eligible for an award Conduct research studies with a BC or YT based supervisor Have a written commitment from the Institution, via letter from the Dean of Faculty or Research Director supporting the research project Support the development of research tools and resources including knowledge translation and indigenous community capacity building Publish research findings Develop teaching skills and increase experience Have a proven record of cultural involvement, be interested in mentoring and being a positive role model for other Aboriginal graduate students Develop and expand personal research networks Gain experience and involvement in national and international Aboriginal research initiatives and networking Specific Eligibility Requirements for Teaching Release Applicants: Be exceptional scholars with a professional degree or a PhD degree who have completed an Aboriginal health research study of high calibre Have five years or less post-phd cumulative research experienece Not registered for a higher degree during the tenure of the award Be actively engaged in independent research as a new investigator 2011 Fellowship Application Guidelines Page 3 of 9
4 Support the development of research tools and resources including knowledge translation and indigenous community capacity building Have a proven record of cultural involvement, of interest in teaching and mentoring, and being a positive role model for Aboriginal graduate students Hold or have a formal commitment to, an appointment in an institution in BC or YT at the time of application Have a teaching load that limits research engagement Have a written commitment from the Institution, via letter from the Dean of Faculty or appropriate administrator supporting the course release Conditions The applicant agrees to participate as a presenter in at least one of Kloshe s research gatherings within 2 years of receipt of the grant. The applicant agrees to have their names, titles of their research and their findings available on Kloshe public materials including but not limited to the website, newsletters, published materials, gatherings, etc. The applicant agrees to have all ethical and consentual requirements The applicant agrees to have all relevant requirements in place including consents for photos and ethics review requirements. Kloshe reserves the right to request proof of these. Adjudication Applications are reviewed by a panel of peer reviewers who are active Aboriginal Health researchers. Decisions will be announced upon approval. Applicants may request a review of a decision. APPLICATION PROCEDURES: Please submit an application containing the following: 1) A completed APPLICATION FORM (attached). Incomplete forms will not be processed. 2) An APPLICATION PROPOSAL describing the applicant s research project, integrating the 4 R s of Aboriginal Health Research (see page 1), and outlining the stage of research, methodologies as well as Aboriginal community or agency involvement. The proposal must also include: a) For Post Doctoral Fellows: (maximum six pages) i) the potential benefit of the research to Aboriginal Peoples health in BC & YT ii) the applicant s plan for developing a teaching portfolio which includes the mentoring of graduate students iii) the applicant s plan for collaboration and networking in national and international research initiatives iv) the applicant s plans for knowledge translation and capacity building, if applicable v) the applicant s plans for publication 2011 Fellowship Application Guidelines Page 4 of 9
5 b) For Teaching Release Applicants: (maximum three pages) i) the potential benefit of the research to Aboriginal Peoples health in BC & YT ii) the stages of research that will be accomplished with the funding iii) the applicant s plans for knowledge translation and capacity building, if applicable 3) A two-page CAREER STATEMENT describing the applicant s potential for a research career in Aboriginal health including career goals, research/academic program and activities that support Kloshe s Aboriginal health research goals. 4) A CURRICULUM VITAE emphasizing experience in Aboriginal health research. 5) Three sealed LETTERS OF REFERENCE with the referee s signature on the envelope seal. All letters must be received at the Kloshe office by the application deadline of 4:30 pm on 31 March a) One reference must be from the applicant s research supervisor or dean demonstrating institutional support for the proposed activity: For Post-Docs: (1) An appointment or pending appointment for the candidate; (2) Details of the appointment, including teaching load, clinical and administrative duties, lab/office space, start up funds, etc; (3) A commitment to protect a minimum of 75% of the candidate's time for research for the duration of the award. For Teaching Releases: (4) The course to be released (dates and cost); (5) Commitment of the department to the release. b) One reference must be from an Aboriginal community or organization which can clearly demonstrate the applicant s commitment to Aboriginal health and if possible, community support for the research being carried out. (Attached form may be used instead of a letter.) c) One reference must be from an instructor/supervisor/colleague who is familiar with the applicant s research and abilities. 6) CONSENT FORM (attached) in which the applicant agrees to allow Kloshe to include their name, research project title, abstract and final findings in its public activities. 7) For Post-Docs only: OFFICIAL TRANSCRIPTS (must be original no photocopies accepted). Please indicate if the institution will be sending the transcript directly to the Kloshe office on the application checklist. 8 Kloshe CIHR-IAPH Aboriginal Health Research Awards 2011 CONSENT FORM Use and disclosure of Personal Information in Peer-Reviewed Processes All information submitted by applicants to Kloshe competitions is used for the following purposes: 1) to review applications and administer awards; 2) to promote and support Aboriginal health research in British Columbia; 3) to plan future Kloshe awards activity. 1. For review purposes, applications are available to: a. Kloshe Advisory Bodies and Staff who are directly and/or indirectly involved with the review and award administration process. b. External Referees who may be invited in certain circumstances to participate in the review. Kloshe informs all reviewers of their obligations to maintain confidentiality. The comments of the review committee about an application are provided to the applicant and review committee only. c. Funding Partners who may increase the total numbers of applications funded (if and when applicable). d. Observers who may be funding partners, staff in training, conflict of interest specialists and review specialists. 2. For the purposes of public information, Kloshe routinely publishes and disseminates certain details about funding decisions including the name of the successful applicant, the institution, the research location, the project title and a summary of the research proposed. For student awards: the supervisor s name, institution, department and faculty will also be published. This information is normally posted to the Kloshe website, upon award approval. At the end of research projects, Kloshe may publish summary findings. In addition, Kloshe routinely uses non-identifying information to compile statistics about Aboriginal health research being conducted in BC. 3. For administrative and planning purposes, Kloshe uses all information submitted by applicants for program planning, evaluation, review and audits, and for generating statistics for these activities. This information is also used to generate mailing lists for dissemination of Kloshe publications and other information to the research community.
