6 6 Project Rationale Colombo is a growing city: Population increasing Economic growth Consequence: increased demand in transportation, increased congestion and air pollution Problem: modal shift towards private modes of transportation, Poor public transportation system Countermeasure: Connecting East and West Colombo with more public transport modes (where public transport is lacking)

9 9 Inland Water Transport Project: Objectives To introduce a feasible and a comfortable transportation facility through an inland water based passenger ferry service as proposed by the Megapolis Transport Master Plan:

12 12 Vision for Inland Water Based Transportation Project Delivering the service of a ferry between assigned stations: reduced travel time given a certain demand bandwidth; capacity to handle projected passenger demand minimum service level: comfortable travel follow reliable schedule

13 13 Rationale for a PPP 1. Efficiency gains from private sector management; better service for the public 2. Private financing for infrastructure project = acceleration of infrastructure development 3. Benefits of running competitive tender process - good governance, fairness & transparency = international best practice.

17 17 Expression of Interest Criteria Applications will be considered based on the following parameters: 1. Responsiveness general applicant information, company registration, legal documents, financial statements 2. Financial capacity share capital and annual turnover minimum requirements 3. Operational experience ranking based on evidence of involvement in previous passenger transportation projects

19 19 Award criteria (RFP-stage) The award will be selected based on the following broad criteria: Price Adaptation to demand Level of service Headway Environmental friendliness Ticketing solution in consideration Detailed criteria will be specified at the RFP stage.

20 20 Project finance Preliminary assessment: Interaction with private sector Reference model to calculate IRR Conclusion: The reference model shows that this is a financially viable project
