To ensure self-sufficiency of petroleum products in Nigeria within a strong framework in the shortest possible time. Conduct a high-level assessment of Port Harcourt, Warri and Kaduna Refineries, review all past reports and assessments and produce a Diagnostic Report complete with a Change Journey Map; To review the operations of Port Harcourt, Warri and Kaduna Refineries, with a view to improving efficiency and commercial viability. The findings of this review should be part of the Diagnostic Report; To work with a world-class firm to audit the finances of Port Harcourt, Warri and Kaduna Refineries, and produce audited accounts over the past 2 years ending 31st December, 2011 and: Design investment models and a road map to selfsufficiency in local production of petroleum products in Nigeria; and produce a report, complete with timelines and milestones within the next 60 working days. To work with consultants and experts to determine and verify all petroleum upstream and downstream revenues - taxes, royalties, etc - due and payable to the federal government and to take all necessary steps to collect all debts due and owing, as well as to obtain agreements and enforce payment terms by all oil industry operators. To design a cross-debt matrix between all agencies and parastatals of the ministry of petroleum resources, develop an automated platform to enable effective May 30, Report submitted on. To approve the annual work plans and cash budgets of the various Project Implementation Units (PIUs) within the Ministries, Departments and Agencies (MDAs) and ensure orderly disbursement of funds by the PIUs in order to certify and execute projects. To monitor and evaluate execution of the funded projects, including periodic Poverty and Social Impact Analyses (PSIA). To update the president regularly on the programme. To periodically brief the Executive Council of the Federation on the progress of the programme.
