6 The Roadmap, tagged the Technical Framework (TF) developed for the implementation of the national NP programme was formally approved by the Government in February of 2007; The TF is a three-phase plan, and is aimed at positioning Nigeria to generate electricity from NPPs in 10 to 12 years with considerable national participation. At least 1000MWe of NP capacity by 2020 and up to 4000MWe in another ten years. The various phases are: Manpower training, capacity building and infrastructure development; Design certification, regulatory and licensing approvals; and Construction and start-up. 8 3.1 Stakeholders Involvement in Building of National NPI and Preparations for INIR Mission for Phase 2 In preparing for the INIR mission, a Committee drawn from all the stakeholder agencies was constituted to carryout the activities involved. These stakeholder agencies are: Nigeria Atomic Energy Commission Nigerian Nuclear Regulatory Authority Ministry of Justice Ministry of Finance Nigerian Metrological Agency Transmission Company of Nigeria Ministry of Foreign Affairs Office of the Surveyor General National Emergency Agency FE Osaisai and SP Mallam: Update on Status of NPI Development in Nigeria February

9 3.2 Mission and National Workshop to Assess Self- Evaluation Process for Phase 2 The Pre-INIR Mission and Workshop was conducted from March 11-14, 2013 with the following main Objectives: i. To discuss and assist the self-evaluation of the status of the nuclear power infrastructure development in Nigeria, including the regulatory infrastructure for nuclear safety; ii. To discuss and advise on the Integrated Work Plan for the introduction of nuclear power, and identify further IAEA support to the national programme (Review and updating of the Integrated Work Plan) Members of the IAEA Team include: Mr. Masa Aoki (IAEA) - Team Leader; others are Mr. Claudio Carmago (Brazil), Mr. Jin Kwang Lee (IAEA) and Ms. Abida Khatoon (IAEA) FE Osaisai and SP Mallam: Update on Status of NPI Development in Nigeria February

12 4. Developments and Follow-up Actions to Comments and Observations from the pre-inr Mission Evaluation Visit. The IAEA/Nigerian teams noted the following: Progress so far made in Education and Training, particularly in the implementation of the national Masters Degree programmes in Nuclear Science and Nuclear Engineering since February 2012; Recently, 13 M.Eng student in Nuclear Engineering have graduated while 11 more will graduate in Nuclear Science by end of March 2014; and new set of students is being recruited; being implemented as a partnership programme with IAEA assistance; Based on the results of preliminary siting activities, two preferred sites at Geregu and Itu have been recommended for detailed evaluation and characterization; Government approval and handover of sites still being awaited. 13 NNRA has completed preparation of the draft siting criteria, and expected to be approved later in 2013 It has been reviewed by all relevant stakeholders and approval by Government is still being awaited NAEC and ROSATOM signed an broad framework agreement in June 2012 for the Design, Construction, Operation and Decommissioning of Nuclear Power Plant(s) in Nigeria. The broad framework agreement has been ratified by both countries and instruments of ratification being exchanged. Consequently, elements of the national NPI development efforts would now reflect the requisite objects of a specific IGA to be negotiated within the next four months FE Osaisai and SP Mallam: Update on Status of NPI Development in Nigeria February

14 The process for the update of the 2009 National Strategic Plan for NPP implementation has been initiated; Review has been completed but some elements might change depending on the negotiated IGA Nigeria has proposed the modality and initiated the process of the creation of an SPV as the new NP Owner/Operator Organization; The preferred financing structure is through a BOO(T) arrangement with advance PPAs guaranteed by Federal Government of Nigeria; This has received the preliminary endorsement of the Federal Government as specific details are being worked out; These will form part of a negotiated IGA between Government of Nigeria and Technical partner (Vendor) country; and Implementation of some projects is being sped-up to strengthen and upgrade the national electricity grid (transmission network) to facilitate the BOO(T) arrangement. 15 In the area of HRD, Workforce Planning activities have been initiated since Other activities HRD include: the Education and Training programmes in the implementation of the technical, undergraduate and graduate programmes; Undergraduate programme has now been approved in one university senate and others to follow within the year the procurement of the Full Scope NPP Simulator system The simulator system has been successfully install and training to start soon In the development of the Regulatory Framework, national capacity building had commenced since FE Osaisai and SP Mallam: Update on Status of NPI Development in Nigeria February

16 It is noted that although some modest achievements have been recorded, some work still remains to be done (especially in aligning the elements of an IGA with the requirement of the Milestone approach (Bidding, etc) to accomplish Phase 2. This required appropriate revisions in the National Action Plans and National Strategic Plan for NPP implementation to reflect achievements as well as address gaps identified by the self-evaluation exercise In utilizing IGA and the attendant bilateral cooperation for NP implementation, Nigeria is strengthening its NP programme management structure and the requisite HR base to be a Knowledgeable Customer, as well as strengthen cooperation among the respective Regulatory Bodies. There is evidence of stronger government commitment to the NPP programme: i. Setting up a Presidential Technical Committee on the Atomic Energy Sector; and ii. Evaluation of strategies for the funding and financing of the NPP programme by the National Economic Management Team to enable a decision on some of the outstanding issues FE Osaisai and SP Mallam: Update on Status of NPI Development in Nigeria February

17 It is expected that structure and modality of owner/operator will be properly defined and the national HRD Strategy aligned with appropriate objects of IGA to achieve needed vendor input for industry and technology specific training. Similarly, appropriate elements of the IGA will be used to: Develop National Emergency Plan for NPP Strengthen National Stakeholders Relations Enthrone Systems for Metrology and Certification in NPI development Put in place requisite National Systems of Physical Protection, Safeguards, Security, etc. It is planned that the INIR Mission will come up in Q4 of this year as national self-evaluation report will be sent to IAEA by the end of March FE Osaisai and SP Mallam: Update on Status of NPI Development in Nigeria February
