5 President s Welcome Message Dear Members and Friends, The quarter has been a very eventful one. We started on a positive note where we partnered with the Singapore Red Cross to organise a Blood Donation Drive in mid-april at SCAL Construction House. It was encouraging to see over 136 donors comprising staff of SCAL members and secretariat signing up to support this lifesaving cause. To meet the growing needs, SCAL will continue to organise such blood donation drives on an annual basis. In the month of June, our CSR efforts continued with the SCAL Charity Golf Tournament 2016 held at the Seletar Country Club. With the generous support from our members and various sponsors, SCAL succeeded in raising some $1.9 million for the new SCAL-NKF Dialysis Centre at Yishun Street 81. The Centre is scheduled to open on 31 July 2016 and will be the first to adopt a new concept of doubling up as an education and outreach centre. On a more sober note, the first half of 2016 saw a spike of construction fatalities at worksites. To arrest the decline in workplace safety and health (WSH) performance, MOM imposed stiffer enforcement penalties, balanced with enhanced support programmes to help employers take greater ownership on WSH. In response, SCAL has initiated proposals to work with industry stakeholders at the Construction Industry Joint Committee (CIJC) and the government to review the approach taken for construction safety. In collaboration with Real Estate Developers Association of Singapore (REDAS) and WSH Council, SCAL will release a set of Safety Induction Training materials for construction workers by third quarter this year. I would also like to encourage companies to sign up for the Safety Compliance Assistance Visits Plus (SCAV+) to re-evaluate your safety approach and processes. SCAL launched its inaugural annual Construction Safety Promotion Month at the start of June to urge contractors to place safety as their top priority. A total of 26 companies participated in the campaign with various activities conducted at over 70 construction worksites throughout the month of June. Culminating the campaign was the SCAL Construction Safety, Health and Security Seminar to promote greater awareness for occupational safety and health. Safety is of paramount importance in the construction industry and over the years, SCAL has been engaging the government for Environmental, Health and Safety (EHS) workers to be recognised as R1, higher skilled workers. I am pleased to announce that starting 1 October 2016, the government will be extending its Multiskilling scheme to more experienced workers specialised in safety-related works on site. SCAL will step up our efforts to work with industry stakeholders at the CIJC and government to address safety in construction. Construction safety starts with the top leadership of the company. I would like to urge all member firms to review their safety procedures at work to ensure that all control measures are in place. With a tight labour market, the construction industry faces daunting challenges in human resource (HR) management. As such, SCAL organised the 2nd HR Forum with the objective to equip HR managers and practitioners on the good and sustainable HR practices for the built environment sector. This quarter also saw SCAL participating in the 41st ASEAN Constructors Federation (ACF) council meeting in Bangkok, hosted by the Thai Contractors Association. I am delighted to share that after two years of progressive planning, SCAL will be launching the ACF Contractor s Directory to provide a greater platform of business network for all. To wrap things up for the quarter, our Annual General Meeting was held towards the end of June. It was timely to have a good catch-up session with members and friends. On behalf of SCAL, I would like to thank all members for their fervent support towards the Association and for their enthusiasm in the participation of all our events. I wish all members a safe and productivity year ahead. May we achieve much more in the next half of 2016! Thank you. 6 SCAL Blood Donation Drive April 2016 (Standing from left) SCAL Executive Director, Mr Lam Kong Hong, Council Member, Mr Jeffrey Yu & SCAL General Manager, Mr Tan Kok Chuan together with the blood donors The Singapore Contractors Association Ltd (SCAL), in collaboration with Singapore Red Cross (SRC), organised the SCAL Blood Donation Drive 2016 at the SCAL multipurpose hall at Construction House on 13 April It was the second time that SCAL is organising the drive to support this life-saving cause. According to the SRC, more than 100,000 units of blood are required by patients in Singapore every year. In addition to the ageing population, more advanced life-saving medical procedures and new hospitals being established meant more blood will be needed every year. Playing its part to ensure that patients in Singapore will always have access to blood for transfusion, SCAL appealed to healthy individuals to come forward to donate blood, and give the gift of life at the Donation Drive. Over 136 donors comprising staff of SCAL members and SCAL secretariat signed up for the event. Among the donors was Council Member Mr Johnny Lim. Corporate Social Responsibility (CSR) Sub-committee Chairman Mr Eugene Yong, Second Vice President Mr Dominic Choy and Council 4 The Contractor Apr-Jun 2016 Member Mr Jeffrey Yu were also present to lend support to the event. Some members of the public who were attracted by the banner outside Construction House also walked in to donate their blood. In all, a total of 70 units of blood were collected. During the drive, SCAL secretariat staff provided assistance to ensure the smooth flow of operations at various stations such as the pre-screening, form filling and goodie bag distribution. After the pre-screening stage, suitable donors went through a medical screening and had their haemoglobin and blood pressure levels tested. Thereafter, one unit of blood (450 millilitres) was drawn from each donor. It was heart-warming to see donors coming forward to make a difference in the lives of many patients. These donors have also provided positive feedback and commended that the donation processes were efficient. To express our appreciation, SCAL distributed a goodie bag that included a nutritional bar, essence of chicken and a commemorative donor badge. SCAL hopes to attract more donors in the next Blood Donation Drive to save more lives and contribute to a stronger community. 8 National Workplace Safety and Health Campaign Launch and Fun Walk April 2016 Participants embarking on the journey for Vision Zero The National Workplace Safety and Health (WSH) Campaign, organised by the WSH Council, and supported by MOM and WSH Institute was launched on 17 April 2016, at Gardens by the Bay East. Yearly, the National WSH Campaign is held to bring national attention to increase safety awareness across all industries. More than 1,500 CEOs, managers, WSH professionals, union leaders, industry partners, workers and their family members attended the launch. The event kicked off with participants embarking on the 3.5 km fun walk which symbolises the start of the Vision Zero journey. To educate participants on the six steps of Vision Zero, the WSH council integrated interactive elements such as engaging participants to identify the WSH hazards and incorporating photo booths. The Guest-of-Honour, Minister for Manpower, Mr Lim Swee Say added in his opening address that Vision Zero is not a new target, but a new mindset that all injuries and ill health could be prevented. He urged management at the company level to strengthen the WSH culture in their organisations, and implement WSH management systems to protect, promote and monitor safety and health. You should also communicate your WSH goal to your staff, contractors and subcontractors so that everyone is clear and comply with the same high WSH standards, he said. In a welcome speech, WSH Council Chairman, Mr Heng Chiang Gnee announced this year s Campaign message Prevent all injuries. Go home safe and healthy. He recapped on the various initiatives by the WSH Council to push for greater commitment and collective efforts towards Vision Zero. Each individual must also play his or her part to commit and act on this commitment, he said. 12 SCAL Cricket Challenge Cup 2016 for Migrant Workers 2 May 2016 The Singapore Contractors Association (SCAL) hosted a two-day cricket tournament on 1-2 May 2016 to celebrate Labour Day with migrant workers at the SCAL Recreation Centre. Now in its seventh consecutive year, the annual sporting event was organised in recognition of the contributions of migrant workers. It was also part of SCAL s commitment to enhance the welfare and well-being of migrant workers in the built environment sector. The event saw the participation of 23 teams comprising some 322 migrant workers from SCAL member construction firms battling out for top honours in 22 rounds of tightly fought matches. Mr Yeo Guat Kwang, Chairman, Migrant Workers Centre was present as the guest-of-honour for the event. Joining him at the finals were other distinguished guests from the High Commission of Bangladesh and Sri Lanka, Philippines Embassy, Ministry of Manpower, Building & Construction Authority and the Singapore Police Force. SCAL would like to congratulate Dragages Team 2 for clinching the Championship title, with Teambuild taking the runnerup spot. Both teams received individual trophies and cash prizes of $2,000 and $1,000 respectively. The other two semifinalists, Dragages Team 1 and Tiong Seng Team 3, were also awarded with individual trophies and cash prizes of $500 each. 14 Sixth BCA-SMU-WDA Advanced Management Programme on Productivity & Leadership Development Graduation Ceremony 6 May 2016 (5th from left) BCA Academy Managing Director, Mr William Tan, BCA Deputy Chairman, Mr Norman Ip, SMU Associate Prof, Ms Annie Koh & Senior Manager, WDA Training Partners Development Division, Mr Tay Luc Hwa together with the graduants Fourteen students received their graduation certificates having completed the BCA- SMU-WDA Advanced Management Programme on Productivity & Leadership Development at BCA Academy. This is the sixth cohort that graduated from the programme. In his opening address, Mr Norman Yip, Deputy Chairman of BCA congratulated the graduands and emphasised the need for more forward-looking leaders in the built environment industry. The BCA-SMU-WDA Advanced Management Programme on Productivity and Leadership Development is tailormade for the built environment industry. Launch in 2008, the programme aims to provide practitioners with broader strategic vision to deal with growing business complexities and increased competition confronting the industry. The 12-day intensive course generates a deeper understanding of the complex market and process-oriented issues that drives the built environment industry. The topics covered include Growth and Internationalisation, Driving Change, Cross Cultural Management, Risk and Crisis Management and Opportunities in Building Innovations and Productivity. Facilitated by SMU in partnership with industry practitioners, the programme focuses on learning through industryspecific case studies shared by top management in the industry. To-date, more than 150 industry professionals have attended this programme, and many of them have since assumed higher leadership roles in their organisations. Following the ceremony, participants joined the Productivity Gallery Tour conducted by BCA which featured game-changing technology. 16 SCAL HR Forum 19 May 2016 Senior Minister of State, Mr Desmond Lee (3rd from left), SCAL Council Member, Mr Quek Hong Peng (4th from left), SCAL President, Mr Kenneth Loo (5th from left) together with representatives for the HR Pledge The SCAL HR Forum 2016 is an annual event organised by SCAL and SCAL Academy to promote the importance of good and sustainable human resource (HR) practices for the built environment sector. About 160 HR practitioners, executives and managers from 60 construction firms attended the forum, which this year adopted the theme The evolving HR Practices in a changing built environment landscape. In his welcome speech, SCAL President, Mr Kenneth Loo shared the ongoing initiatives SCAL has taken to nurture the future generation. Some of these include supporting the Enhanced Internship Programme by partnering with SCAL members to deploy the first batch of 60 Civil Engineering students from the Singapore Polytechnic, establishing the Nanyang Technological University (NTU) SCAL Scholarship and collaborating with the Building Construction Authority (BCA) to offer the BCA-SCAL Built Environment Undergraduate Scholarship/Sponsorship programmes. Mr Loo also encouraged all member firms to focus on the three main areas of HR: acquiring, developing and retaining talent. Senior Minister of State for Home Affairs and National Development, Mr Desmond Lee in his opening address reiterated that good HR management is important for firms to attract and retain talents in the build environment sector. He praised SCAL s ongoing efforts to transform the sector. We have been consulting SCAL, and we will work closely with SCAL to address the various concern raised, he said. 17 SCAL has also been actively supporting BCA s initiative to transform the Built Environment Sector into a workplace of choice. An example would be the implementation of the BCA HR Pledge to rebrand the industry. The forum saw an additional 7 member companies committing to establish good HR practices within their firms. Till date, about 160 construction companies have pledged to adopt better HR practices, up from the initial pioneer batch of 19 at SCAL Annual Dinner in Q&A session with our speakers The presentations by our professional speakers provided attendees with practical and useful insights on a wide range of topics including sustainable HR practices, HR management for internationalisation, relationship between HR and operations, and creating winning SMEs with lean manpower. An engaging panel discussion moderated by SCAL Executive Director Mr Lam Kong Hong also brought out issues on how respective organisations can spur HR engagement and the various challenges to be addressed, including the expectations and drivers of the younger generation in the workforce. 18 41st ASEAN Constructors Federation Council Meeting 3 June 2016 Delegates from each association member SCAL President, Mr Kenneth Loo presenting the country report The 41st ASEAN Constructors Federation (ACF) Council meeting was held on 3 June 2016 at the InterContinental Hotel in Bangkok. Hosted by the Thai Contractors Association which is the current chair of ACF, the meeting was attended by the following members: Cambodia Constructors Association Indonesian Contractors Association Master Builders Association Malaysia Philippines Constructors Association Singapore Contractors Association Vietnam Association of Construction Contractors exchange of information and know-how for improvement of construction technology and management. Among the projects discussed at the Bangkok meeting were a Train-the-Trainers programme for ASEAN Construction Standards Trade Skill Training, and a proposed Directory of ACF constituents. The meeting also admitted the Myanmar Construction Entr epreneurs Association (MCEA) as a member of ACF. The next ACF meeting would be hosted by MCEA in November SCAL was represented by Mr Kenneth Loo, Mr Ng Yek Meng, Dr Ho Nyok Yong, Mr Lam Kong Hong and Ms Esther Heng. The objective of ACF was to foster closer cooperation among the construction contractors in the ASEAN region and to offer business networking opportunities for construction firms and stakeholders. 23 SCAL 14th Safety Site Visit to Woodlands South MRT Project 10 June 2016 Group photo of the participants D wall construction (Trench excavation) A plaque was presented to Mr Thiru, T205 project manager A group of 24 participants from 16 companies participated in a safety site visit at the T205 Woodlands South MRT Station project site on 10 June 2016 hosted by Woh Hup (Pte) Ltd. The visit is the 14th in the series of safety site visits organised by SCAL s Workplace Safety and Health Subcommittee. Through such visits, participants have the opportunity to gain insights and share experiences on the most effective ways and means of improving safety performance. Upon arrival at the site, Mr Yong Mee Him, Executive Director of Woh Hup (Pte) Ltd provided an introduction to the site and an overview of the safety policies implemented. He emphasised that Woh Hup has been working closely with the Land Transport Authority (LTA) to improve various safety aspects of the project. Project Manager Mr Shanmugam Thiru Moorthy gave a brief introduction on the Woh Hup s personnel briefing the participants T205 project, and highlighted that since its commencement in August 2013, the project has achieved 1.5 million accident free man-hours. WSHE Manager Mr Don Wilson Paua also highlighted that the construction site has no records of mosquito breeding during the vector inspections conducted by NEA from the period of August 2013 to May The participants then witnessed the safety provisions for D Wall construction (Trench excavation) which was barricaded at all 4 sites. The site visit concluded with a plaque presented by SCAL in appreciation to Woh Hup. SCAL would like to encourage more members to participate for our upcoming safety site visits to increase the health and safety knowledge of safety personnel through toolbox talks and discussions on health and safety working practices. 24 SCAL Construction Safety, Health and Security Seminar 22 June 2016 SCAL President, Mr Kenneth Loo delivering his welcome speech SCAL held its 33rd Annual Construction Safety, Health & Security Seminar on 22 June this year in collaboration with the Employment and Employability Institute (e2i). Over 200 participants attended the seminar, which adopted the theme: Safety starts with me Prevent all injuries. Go home safe and healthy. Besides promoting greater awareness for occupational safety and health, the seminar aims to engage safety personnel in the construction industry with in-depth knowledge of the latest development on safety management systems, worksite safety practices and up-to-date issues. In his welcome speech, SCAL President, Mr Kenneth Loo shared on SCAL s inaugural annual Construction Safety Promotion Month launched on 1 June 2016, with the key message to leadership in construction firms that safety must be their top priority. As part of the campaign, a series of CEO Site Safety Awareness activities was also rolled out. The campaign saw the participation of some 26 companies engaged in various safety activities conducted at over 70 construction worksites throughout the month. In his opening address, Minister of State for Manpower, Mr Sam Tan emphasised the need for concerted and urgent action to be taken to improve workplace safety in the construction sector. He reiterated that employers have a duty to protect workers and promote safe and healthy workplaces. MOM and the WSH Council will also step up outreach, advertising and publicity efforts to raise safety awareness among our workers. Posters of pictograms showing simple and practical steps that workers can take to prevent injuries will be distributed to all construction worksites and foreign worker dormitories. We have produced decals showing the Do s and Don ts in common work situations with high incidences of injuries, he said. Mr Tan also announced that from October 2016, basic skilled R2 workers engaged in environmental, health and safety could be upgraded to higher skilled R1 workers (see box story on Pg 23). This was announced by MOS Sam Tan at the SCAL Construction Safety, Health and Security Seminar 2016, in recognition of the importance of EHS workers to ensure appropriate safety and health measures at work. Over the years, SCAL has raised the importance of recognising Environment, Health and Safety (EHS) trained work permit holders as Higher Skilled R1 workers. 28 SCAL Charity Golf Tournament at Seletar Country Club 24 June 2016 (From left) Mr Jason Tay, Dr Ho Nyok Yong & Mr Yam Ah Mee Our golfer in his professional swing In aid of a new SCAL-NKF Dialysis Centre, more than $1.8 million was raised at the SCAL Charity Golf Tournament 2016 organised in partnership with the NKF on Friday, 24 June 2016 at Seletar Country Club. Scheduled to open on 31 July 2016, the SCAL-NKF Dialysis Centre, located at Yishun Street 81 will ease the crunch at NKF s existing facilities, which are operating at near to full capacity. With a total of 14 dialysis stations, the Centre will enable the effective treatment and care of up to 84 patients per week. The new centre is the second being sponsored by SCAL. The first SCAL-NKF Dialysis Centre was located at Henderson Road. Opened in October 1994, it had to make way for en bloc redevelopment plans in Bukit Merah at that time and ceased operations in July In recognition of SCAL s contributions, the NKF Woodlands Dialysis Centre will be renamed SCAL-NKF Dialysis Centre (Woodlands Branch). He said that SCAL will continue to work closely with government agencies and nongovernmental organisations (NGOs) to serve our community. Mr Loo accompanied by SCAL CSR Chairman, Mr Eugene Yong and Minister Lim presented a cheque of $964,500 to NKF Chairman, Mr Koh Poh Tiong. The amount was made up from $364,500 raised through the SCAL Charity Golf Tournaments in 2015 and 2016, SCAL s outright contribution of $600,000 and government s dollar-for-dollar matching grant. Secretary-General, Mr Wilson Wong gave a presentation on the overview of the construction industry for In his report, he shared that the total construction demand fell 30% from $38.8 billion in 2014 to $27.2 billion in 2015 due to the moderation of public and private sector contracts. Mr Wong also reported that based on the Building & Construction Authority s Development Plans Survey, total construction demand for 2016 is likely to be between $27 million to $34 billion. With the economic slowdown, tightening labour market and uncertain operating conditions, Mr Wong highlighted that the construction industry will continue to face challenges such as escalating cost, manpower and safety issues. After the presentation, Assistant Treasurer, Mr Quek Hong Peng reported that the financial status of the SCAL Group for 2015 financial year as positive on the whole. Council members approved the Annual Report for 2015, including the annual and consolidated financial statements. In his address, SCAL President, Mr Kenneth Loo underlined the achievements SCAL has made in the past one year. In particular he singled out the recent announcement by government to provide environmental, health and safety (EHS) workers a pathway to be classified as higher skilled R1 workers. SCAL has previously requested for workers engaged in EHS to be recognised and classified as R1. This was an idea suggested by our council a few years back. Since then, SCAL has taken on this suggestion and A total of 45 members attended the SCAL 38th Annual General Meeting started lobbying with MOM and BCA for the change in the upgrading scheme, he said. The meeting concluded with Mr Loo thanking the council, secretariat and SCAL members for their endless efforts and dedication to drive the progress of the association. Mr Loo encouraged members to stay positive to embrace the challenges ahead.
