3 Introduction FASP SAFER Grant Annual Report
4 Introduction The Firemen s Association of the State of Pennsylvania applied for and received a Staffing for Adequate Fire & Emergency Response (SAFER) Grant to develop programs and initiatives which can assist fire and emergency medical services in the Commonwealth of Pennsylvania to recruit and retain members. The grant request was based upon the result of 2013 study which resulted in a Recruitment and Retention Strategic Plan to expand current recruitment and retention initiatives while developing and releasing new programs. The program was intended to include the following components: - Development of a Recruitment and Retention website where all materials developed can be domiciled during and beyond the grant period. - Conduct training sessions throughout the state on a variety of related efforts to assist local agencies in implementing recruitment and retention programs. - Recruitment and Retention training would be conducted each year for four years at the annual association conference. - Provide scholarships to Pennsylvania students incenting them to stay in Pennsylvania and continue to volunteer while attending college. - Provide recruitment and retention tools to local agencies through distribution of materials applicable to the initiative or for use. The materials will also be added to the website for permanent availability. - Consulting assistance would be provided to manage the project. Through the first two years, documented results include: 251 Trained persons/agencies in recruitment and retention 3,000 copies of recruitment and retention sample materials released 226 new members documented 64 scholarships provided requiring continued volunteerism No reports of loss of members from reporting agencies This report provides a review and summary of activities completed in the first two years of the project FASP SAFER Grant Annual Report

6 Training was provided at a location in each of the six (6) regions of the Firemen s Association of the State of Pennsylvania. The training included components of: Class conducted at King of Prussia, PA 55 students Class conducted at Bonneauville, PA 31 students Class conducted at Middleburg, PA 33 students Class conducted at Edinboro, PA 30 students Class conducted at Monroeville, PA 30 students Class conducted at Trexlertown, PA 19 students Class conducted at Tunkhannock, PA 18 students Class conducted at Wellsboro, PA 17 students Class conducted at Lock Haven, PA 18 students 236 total students Programs were converted to YouTube videos and made available on the FASP website FASP SAFER Grant Annual Report
7 Training was also conducted as part of the annual Firemen s Association of the State of Pennsylvania annual conference. The sessions included: 2015 Presentation by Abington Township Fire Department on their successful recruitment and retention efforts Lake Harmony, PA 86 attendees 2016 Presentation by Advertising firm (used by Abington Township FD and Bucks County Fire Chiefs Association) to develop marketing materials and review use and successes and challenges. 12 Recruitment and Retention Tools to Use Locally FASP SAFER Grant Annual Report
13 Firemen s Association of the State of Pennsylvania Recruitment and Retention Tools to Use Locally As part of the grant program, tools used throughout the commonwealth were requested by the project team to create a resource archive to use by any and all fire and EMS agencies in Pennsylvania to recruit and retain members. The plan was originally for one release and subsequent posting on the website; domiciled under the resources tab. The first release occurred in 2015 and was released to 2,500 fire and EMS agencies in Pennsylvania, based upon a list provided from the Pennsylvania State Fire Commissioner s office, to any fire or EMS agency registered with them, through their reporting and grant program. 3,000 copies were produced and the remaining were distributed upon request and at the 2015 annual conference of the Firemen s Association of the State of Pennsylvania FASP SAFER Grant Annual Report
14 Within this CD were the following items which will assist in developing a local Recruitment and Retention Plan. 1. CD Contents and Instructions for Use You are reading this first to understand what each file on the CD contains and how to use it locally to help your fire department. 2. Recruitment and Retention Strategic Plan Summary This is a summary of the Project Report. 3. Recruitment and Retention Strategic Plan This is the comprehensive report and strategic plan completed as the first step in determining needs, funding and tools to assist local agencies in improving recruitment and retention. 4. Distance Learning Program Access Information A distance learning program is available that covers the contents of the report and its application opportunities locally. This page provides guidance on how to access the course. The course is free. 5. Recruitment Flyer This document can be used to assist in recruiting members. 6. Recruitment and Retention Poster This poster can be used locally. You can have it printed to poster size and incorporate your name/contact information on the poster. 7. Everyone Get One Program The most effective tool in recruitment is word of mouth. This program is intended to provide guidance for members to understand what to do to reach out in the community and each member get a new member. 8. Exit Questionnaire Why did you leave the organization Use this questionnaire when a member leaves the organization to determine why they left and then determine if something can be done to prevent others from leaving for the same reason. 9. Incentive Questionnaire What incentives would be of benefit to you Use this questionnaire on a periodic basis to determine what members would find useful as benefits/incentives. 10. Why Did You Join Questionnaire Use this questionnaire to better understand why your members joined the organization in order to develop effective recruitment initiatives. 11. Strategic Planning Chart (for local agency use) This chart can be used locally to establish your own plan, implementing whatever components you may find useful.
