The Ohio Department of Job and Family Services Office of Workforce Development requested that the state and DOL officials spend a day talking with Stark Tuscarawas Workforce Development Board Executive Director Jennifer Meek Eells and other local representatives from Area 6 to share innovative practices the Area has initiated through the implementation of WIOA. Programs highlighted included a new partnership with the United Way of Greater and OhioMeansJobs to offer a Financial Prosperity Center to the community, offering an array of financial literacy programs and Volunteer Income Tax Assistance (VITA). Other best practices shared were the Business Resource Network workforce and economic development business service model, and the integration of WIOA Youth and Temporary Assistance for Needy Families (TANF) funding to serve year olds in Ohio through the Comprehensive Case Management and Employment Program (CCMEP ). The OWD and DOL representatives were very pleased with the local Workforce Board's implementation of WIOA and the opportunities put into action to better serve job seekers and businesses in Stark and Tuscarawas Counties. Thank you to OWD and DOL officials for visiting and spending the day in Area 6. Special thanks to STWDB Chair David Wheeler for participating in the BRN discussion. Thank you also to Maria Heege and United Way staff, Deborah Forkas, Susan Lenigar, and Danelle Lightner from Stark JFS, and the representatives and youth from Goodwill, JOGS, and Next Level Employment for participating in some great discussion. 3 OBRN Selected to Present at Economic Conference The Ohio Business Resource Network (OBRN) has been selected to present at the Ohio Economic Development Association s annual conference that will be held October 18-20, 2017 in downtown Columbus, Ohio. The session titled Better Together - Supporting Regional Businesses through Powerful Partnerships, will be a panel discussion on how the OBRN model can help local economic development professionals partner more closely with local workforce development boards to implement an effective and proven regional business service delivery strategy. Along with providing a perspective from a private business owner and network partners, the panel will also discuss key findings from the independent evaluation conducted on the OBRN that was completed in June 2016, as well as how effective employer engagement requires placing a priority on and demonstrating an ability to meet employer needs. Participating in the panel discussion will be Matt Falter, OBRN Project Director, Workforce Initiative Association- Rich Delisio, PTAC Procurement Specialist, Ohio University- Ken Timmings, Owner and President, KTSDI, LLC., North Lima, Ohio and Dave Wheeler, Director, External Affairs at American Electric Power & Chair of the Stark Tuscarawas Workforce Development Board. 4 Page 4 Safety Presentations - Dealing with Threatening Individuals The second quarter safety presentation in Stark and Tuscarawas Counties focused on threatening customers or co-workers. Presentations were made at each office by local law enforcement officers. On Tuesday, June 13th, 2017, OhioMeansJobs Tuscarawas County welcomed Detective Captain Shawn Nelson, and Detective Chaz Willett of New Philadelphia s Police Department L.E.A.D. Task Force to speak to Tuscarawas county staff. Detective Nelson opened the presentation asking staff for examples of situations where verbal and physical threats might occur. After a few examples were given, Det. Nelson spoke about procedure, noting that any agency communicating with the public should already have a plan of action in place to aid staff with how to handle any threatening situation. He suggested knowing the plan and even practicing it as an agency. If the plan in place does not seem to be appropriate for a given situation, Detective Willett suggested knowing the Police Department s number and using it often, even if the situation doesn t pose immediate danger to person or property. Det. Nelson went on to say, any threat can be charged as Disorderly Conduct if there isn t any danger to staff or property up to Aggravated Menacing if there is, or perceived to be. The main point the detectives wished to impress on the group is to use local authorities as a resource as often as possible, regardless of the severity of the situation, and to be aware, observant, and know the fundamentals of Fight, Flight or Posture as an alternative option in dealing with threatening situations. On June 29th OhioMeansJobs welcomed Sgt. Jeremy Novelli of the Sheriff s Department. Sergeant Novelli covered parking lot safety, shared a video on run, hide, fight and discussed de-escalation techniques. Sgt. Novelli explained the importance of looking for nonverbal cues that could signify a customer is becoming agitated. He said to look for things like clenching fists, walking fast, and getting flushed. Novelli advised the two most critical things to remember when dealing with a customer that is becoming verbally aggressive is time and distance. He mentioned to maintain at least one arm s length distance, so that if a customer were to try to become physical the distance maintained between you and the customer would give you enough time to escape. Sgt. Novelli also said that if a customer is becoming loud it helps to lower your voice, this will usually illicit an automatic response from the customer to lower their voice. Sgt. Novelli also spoke on parking lot safety. Novelli said the important things to remember when walking to your car are to walk in groups if possible, to walk with purpose paying attention to your surroundings, and to maintain a safe distance from other cars in the parking lot. Novelli played a video on parking lot safety and the video also mentioned if possible park close to the building you will be entering and exiting from. Novelli reminded attendees to always make sure their car doors are locked. The safety day event was well attended by OhioMeansJobs staff and partners. Attendees were able to walk away with additional safety information that they will be able to utilize in their work and personal environment.
