4 Leadership Statement 3 INTRODUCTION Founded in 1891, North Carolina Agricultural and Technical State University (A&T) is a public, doctoral/high research activity land-grant university located in Greensboro, North Carolina. In the fall of 2008, A&T enrolled 10,388 students from across the United States and 26 foreign countries. The University has approximately 1,760 faculty and staff positions, and its annual budget exceeds $363 million. A&T is a member of the University of North Carolina System and it is the largest historically black college or university (HBCU) in North Carolina. North Carolina A&T State University is one of the 16 campuses of the University of North Carolina, administered by President Erskine Bowles and overseen by The UNC Board of Governors. Each campus is headed by its own chancellor, who is chosen by the Board of Governors on the president s nomination and is responsible to the president. Each institution has a Board of Trustees, consisting of eight members elected by the Board of Governors, four appointed by the governor, and the president of the student body, who serves ex-officio. The Board of Trustees holds extensive powers over academic and other operations of its institution on delegation from the Board of Governors. A&T is currently the nation s leading producer of African American engineers with both B.S. and Ph.D. degrees. The University is the nation s number one producer of minorities with degrees (as a whole) in science, technology, engineering and mathematics (STEM), and it also is the leading producer of African American graduates with a B.S. in psychology, and minority certified public accountants and landscape architects. The University is accredited by the Southern Association of Colleges and Schools (SACS). Its strategic vision emphasizes interdisciplinary programs and scholarly activities in a learner-centered community promoting collaborative learning, discovery and engagement. Academic programs are offered through the Colleges of Engineering, and Arts and Sciences, and the Schools of Agriculture and Environmental Sciences, Business and Economics, Education, Nursing, Technology, and Graduate Studies. The College of Engineering is fully accredited by the Accreditation Board for Engineering and Technology (ABET), the nation s foremost engineering accrediting body. The School of Business and Economics is fully accredited in all undergraduate accounting and business programs by the Association to Advance Collegiate Schools of Business (AACSB) International. A&T has five Ph.D. programs: electrical, industrial and mechanical engineering, energy and environmental sciences, and leadership studies. The University is one of only three schools in North Carolina with an Accrediting Council on Education in Journalism and Mass Communications (ACEJMC) accredited program in journalism and mass communication. In addition, the computational sciences and engineering (CSE) program is the only stand-alone CSE graduate degree program in the UNC System and the first among HBCUs in the country. Last year, the College of Engineering was awarded a grant for an Engineering Research Center (ERC) from the National Science Foundation (NSF). ERC grants are among the most prestigious NSF awards, representing major investments by NSF in partnership with industry to transform engineering research and education. The ERC aims to produce innovative technologies and engineering graduates to significantly enhance the competitiveness of the U.S. economy. The ERC program has granted 49 awards since its initiation in 1985, including five new awards in The award to A&T marks the first time that an HBCU is the lead institution of an ERC. The award funding has been approved at $18 million for the initial five years, with a potential duration of 10 years.

5 Leadership Statement 4 INTRODUCTION, continued The NSF ERC for Revolutionizing Metallic Biomaterials at A&T, in partnership with the Universities of Cincinnati and Pi sburgh, will conduct research in the areas of biomedical engineering and nano-bio applications. It also has a global technical partner in Germany s Hannover School of Medicine and a global cultural and outreach partner at the Indian Institute of Technology Madras (India). The Joint School of Nanoscience and Nanoengineering (JSNN) was created by A&T and the University of North Carolina at Greensboro with the support of the North Carolina General Assembly and the Piedmont Triad community. Its goals include becoming a world leader in nano-related research, education and outreach with a particular focus on nanobio-related areas. The fields of nanoscience and nanoengineering are devoted to the investigation and fabrication of structures below 100 nanometers in size in order to build systems with unique properties. Nanotechnology is currently used in many fields such as electronics, communications, medical and pharmaceutical applications, sporting goods, defense, textiles, automobiles and cosmetics. A&T is also one of the partner universities at the North Carolina Research Campus (NCRC) www. ncresearchcampus.net in Kannapolis, N.C. The NCRC is a generational opportunity that is certain to be one of the most advanced nutrition-related biotechnology facilities of its type in the world. The $1 billion facility officially opened in October 2008, and is being built on a 350-acre campus where the former Cannon Mills Plant once stood. The NCRC combines the research power of universities in the UNC system and Duke University; cu ing-edge training from community colleges, and the know-how of private enterprises to create an exceptional biotech hub. A&T s Center of Excellence for Post Harvest Technologies (COEPHT) will conduct cu ing-edge research in post harvest technologies and food science. Post harvest technologies focus on improving the quality and safety of food a er it has le the farm. COEPHT s goal will be the development of multidisciplinary programs focused on post harvest technologies including research pertaining to processing, preservation, consumer research, recovery of health promoting food components, food safety issues, storage stability and quality, and value-added product development for food and non-food uses. In September 2004, the United States Department of Agriculture s Natural Resources Conservation Service (NRCS) and A&T signed a historic and very significant partnership agreement. This partnership relocated NRCS s East National Technology Support Center and East Remote Sensing Laboratory to Greensboro (Gateway University Research Park-South Campus). This partnership allows A&T to continue its mission to serve as an engine for economic and intellectual development and to provide research and technology transfer opportunities for students, faculty and other stakeholders. The East National Technology Support Center, which is the only site connected to a university, serves 24 states and the Caribbean. It has brought more than 80 new, high-tech jobs to the Piedmont Triad. VISION North Carolina Agricultural and Technical State University is a learner-centered community that develops and preserves intellectual capital through indisciplinary learning, discovery, engagement and operational excellence.

6 Leadership Statement 5 MISSION North Carolina Agricultural and Technical State University is a high research activity land-grant university commi ed to learners by offering access and opportunity for exemplary instruction, creative research and responsive public service. A&T offers undergraduate and graduate students the best interdisciplinary education possible to prepare informed and productive global citizens, particularly in the areas of agriculture, engineering, technology, business and economics. Additionally, A&T exemplifies strengths in education, nursing and the arts and sciences, as well as provides service through social welfare and economic development initiatives that respond to community needs. HISTORY OF THE UNIVERSITY The North Carolina Agricultural and Technical State University was established under the Second Morrill Act, which was passed by Congress on August 30, 1890, and by an act of the General Assembly of North Carolina. Ratification occurred on March 9, The college was named the A and M College for the Colored Race. Following the language of the first Morrill Act (1862), the state law specifically declared that the leading objective of the college shall be to teach practical agriculture and the mechanic arts and such learning as related thereto, not excluding academic and classical instruction. The A&M College for the Colored Race was located on the campus of Shaw University in Raleigh, N.C., for three years ( ) and was known as Shaw Annex Program. The College had a student body of 37 students and four faculty members. The original course of study included mathematics, shop work, horticulture, agriculture and English. In 1891, the board of trustees made it known that it was in search of a suitable site for the new college. Six cities in North Carolina applied for the permanent site before Greensboro was selected. Female students were a part of the College from 1893 until 1901, but were not enrolled again until The College had numerous name changes: Negro Agricultural and Technical College of North Carolina ( ), North Carolina Agricultural and Technical College ( ) and North Carolina A and T State University (1967-present). Presidents and chancellors of A&T have been Dr. John O. Crosby, ; Dr. James B. Dudley, ; Dr. Ferdinand D. Bluford, ; Dr. Warmoth T. Gibbs, ; Dr. Samuel D. Proctor, ; Dr. Lewis C. Dowdy, ; Dr. Cleon F. Thompson Jr., interim, ; Dr. Edward B. Fort, ; Dr. James C. Renick, ; Dr. Lloyd V. Hackley, interim, ; and Dr. Stanley F. Ba le, A&T is an HBCU and is a constituent institution of the University of North Carolina System. The school colors are blue and gold, and the athletic teams are called the Aggies. On the University s seal are the words mens et manus (minds and hands), reflecting A&T s early focus on agriculture and technical skills. The University is located on the site of approximately 200 acres in southeast Greensboro and has a total land holding of nearly 800 acres.

8 Leadership Statement 7 POSITION The Chancellor of North Carolina Agricultural and Technical State University (A&T) reports to the President of the University of North Carolina System, Erskine Bowles, and through President Bowles to its Board of Governors, whose members are appointed by the North Carolina Legislature and the Governor of North Carolina. Members of A&T s Board of Trustees are fiduciaries for the University s mission and resources. A&T is becoming one of America s leading universities, with continued solid leadership and adequate resources. The responsibilities of the Chancellor include, but are not limited to the following: Provide visionary leadership enabling A&T to establish long range strategic plans in consultation with its various constituencies; Assert strategic leadership enabling A&T to (a) develop innovative approaches for expansion of resources and (b) ensure the fiscal and academic vitality of all colleges and schools; Facilitate collaborative relationships between A&T, the community, media, businesses, corporations, government, alumni, donors, the University of North Carolina System, and the University of North Carolina at Greensboro and other educational institutions; Demonstrate a high level of campus visibility, political savvy, civic and community involvement, and cultivation of diverse internal and external publics; Respect and value students, faculty, staff and alumni; Provide leadership to take A&T to the next level of excellence in delivering the highest quality of education and life preparation possible, ensuring that students are prepared to become competitive global citizens; Provide fiscal management for a multi-million dollar budget; and Demonstrate a high level of commitment to all aspects of A&T s culture, while motivating others to do likewise.

13 Leadership Statement 12 PROFILE OF GREENSBORO, NORTH CAROLINA Greensboro is a city in North Carolina located at the intersection of two interstate highways (I-85 and I-40) in the state s central Piedmont foot of the mountains region. In 1808, Greensborough (as was the spelling prior to 1895) was planned around a central courthouse square to succeed the nearby town of Guilford Court House as the county seat. This act moved the county courts closer to the geographical center of the county, a location more easily reached by the majority of the county s citizens. As of 2008, the city had a total population of 258,671, making it the third most populous city in North Carolina. It is the largest city in the Piedmont Triad region and the largest city in Guilford County. The Greensboro/Winston-Salem/High Point Combined Statistical Area (CSA), popularly referred to as the Piedmont Triad, had an estimated population of 1,786,976 in 2007, making it the 30th largest metropolitan area in the U.S.A. Several universities and colleges call Greensboro home: North Carolina Agricultural and Technical State University, The University of North Carolina at Greensboro, Benne College, Greensboro College and Guilford College. In addition, the state community college system has several campuses of Guilford Technical Community College. In 2006, Elon University opened a law school in the center city. The city is the home of the Greensboro Grasshoppers baseball club of the South Atlantic League and the Carolina Dynamo soccer club of the United Soccer Leagues (USL) Premier Development League. Additionally, the Professional Golfers Association (PGA) Tour Wyndham Championship is the tournament traditionally known as the Greater Greensboro Open or Chrysler Classic of Greensboro. It has been played in Greensboro for its entire history. In 2007, the name changed to Wyndham Championship and the tournament serves as the last regular season event on the FedEx Cup schedule. The 2009 tournament is scheduled for August at Sedgefield Country Club.
