3 2014 ASCE Upstate New York Region Student Conference IMPORTANT NOTICES IMPORTANT NOTICES FOR ALL CONFERENCE PARTICIPANTS Alcoholic beverages are not permitted at any conference/competition event. All conference participants are expected to be respectful of the guests and property of the motels/hotels where they are staying. For the extra mystery event, schools will need to bring a digital camera and a small school mascot (a stuffed animal). Parking on campus is tight, and arrangements are being negotiated. Some parking will be available in the Teaching and Research Barns (TRB) Lot. See attached map. It may be necessary to park large trucks and some vehicles at the hotel during the day Thursday and Friday. IMPORTANCE NOTICES FOR ALL CONCRETE CANOE AND STEEL BRIDGE TEAM MEMBERS Each concrete canoe and steel bridge team member must complete and sign a release agreement form for participation in the concrete canoe and steel bridge competitions, respectively, in order to participate in these activities. The completed and signed form must be turned in when the student checks in at the conference registration desk on Thursday, April 24 th, otherwise participation in those events will not be permitted. If team members are participating in both events, they must sign both waivers in order to participate. Release agreement forms should be copied and given to each canoe and bridge team member to complete. Each team should submit at registration a package with the forms for all their members. Any schools wishing to compete in the AutoCAD competition on Thursday night may designate up to two competitors. Detailed instructions will be available in the registration packet. IMPORTANT NOTICE FOR ALL CONCRETE CANOE TEAMS The following minimum PPE (personal protective equipment) is required for the swamp test, concrete canoe races, and related water activities at the 2014 ASCE Student Conference: o Minimum Type II PRDs or Type V (auto inflation if applicable) o Wet or dry suit, legs and torso, arms may be open o Foot protection should protect sole from punctures and cuts, and encompass foot to provide ankle support; no sandals allowed Treman Park, where the concrete canoe races will be held on Saturday, April 26 th, is approximately 3 miles (10 minutes) from the Cornell University campus. 7 2014 ASCE Upstate New York Region Student Conference Competition Rules Event Concrete Canoe Competition Steel Bridge Competition Mead Paper Competition Mystery Event Competition I Mystery Event Competition II Steel bridge oral presentation* Governing Rules National Concrete Canoe Rules National Steel Bridge Rules Attached Topic Sheet and Scoring Sheet Cornell University Rules Cornell University Rules Attached Scoring Sheet *Notes concerning steel bridge oral presentations: The steel bridge oral presentations will be judged and points will be awarded to schools as follows: 1 st place 6 pts, 2 nd place 4 pts, 3 rd place 3 pts, participating 1 pt. The steel bridge oral presentation points will only be used, along with points awarded from other events, to determine the overall conference champion. The steel bridge oral presentation for a school can be given by any undergraduate student who is a registered conference participant from that school. It is the decision of the school as to whether the presentation is given by an official bridge team member or another registered student. A school can participate in the conference steel bridge competition (and therefore be potentially eligible for the national competition) even if they do not participate in the steel bridge oral presentations. As stated above, the oral presentations will only be used to award points used to help to determine the overall conference champion.
8 2014 ASCE Upstate New York Region Student Conference Technical (Mead) Paper Presentation Competition TOPIC: "Natural Disasters What are the Civil Engineer s Responsibilities?" The following can be used to stimulate, but should in no way limit, the discussion: In the built environment, there has been and will continue to be ongoing development in areas that are prone to natural disasters. From floods and storms to earthquakes and forest fires, natural disasters are costly both in terms of human suffering and financial resources. Despite the risks associate with building in such areas, demand for public and private development in them continues to grow. As stewards of the built environment, what responsibility do civil engineers have in this continued growth? Consider the following ethical questions. What are the ethical responsibilities for planning future civil engineering projects in natural disaster prone areas? What are the potential ethical issues in determining design codes, recommendations and parameters to prevent damage in natural disasters? What are the ethical issues involved when attempting to predict natural disaster frequency or return periods? What are the ethical obligations of civil engineers when advising clients engaged in development in natural disaster prone areas? RULES: 1. Papers are not to exceed 2,000 words in length, must be by only one person, and should not have appeared in any publications other than in school or chapter publications. Reference citations of the papers should conform to official ASCE Journal Submission Guidelines, which can be found on the ASCE Publications website: 2. Authors must be undergraduate students and both ASCE Student Organization members and ASCE national student members in good standing at the time of submission to be considered. 3. One electronic copy of the paper should be submitted by to Miriam Asher at mna34@cornell.edu. Papers must be received by Cornell University by March 29 th, This submission is not for the national Mead paper competition. 4. Each author will be expected to make a 5-minute* oral presentation on the paper. Up to five minutes of questioning by the judges will be allotted following each presentation. (*Allowance of + or 5 seconds without penalty.) 5. The paper portion of the competition constitutes 67% of the final score, while the oral presentation accounts for the remaining 33% of the score. A detailed breakdown of the scoring procedure is outlined on the scoring summary sheet. SELECTION: Winners will be selected by a panel of at least three (3) judges to be identified by the host school. Prizes for winners are as follows: 1 st prize: $100 2 nd prize: $75 3 rd prize: $50 Note: Submission for the Upstate NY Region Conference Technical Paper Competition does not constitute an entry for the National Daniel W. Mead Student Contest. While the paper topic is the same and the same paper may be submitted for both contests they are two separate events and require two separate submissions. 17 CORNELL UNIVERSITY RELEASE AGREEMENT I,, wish to participate in the ASCE NY Conference: Steel Bridge Competition and Lunch (the Activity) offered by Cornell University. As a precondition to participating in the Activity, I have read the following Release Agreement (the Agreement ) and agree to its terms. 1. Assumption of Risk. I understand that participating in the Activity entails inherent risks including, but not limited to, the risks described in this Activity Detail Form on the reverse side of this Release Agreement. I have been given the chance to ask questions concerning this Activity Detail Form and all such questions have been answered to my satisfaction. Having read this form, I am fully aware of the risks and hazards associated with the Activity, and hereby elect to voluntarily participate in the Activity. I voluntarily assume full responsibility for any risks of loss, property damage or personal injury, including death, that may be sustained by me as a result of participating in the Activity, unless caused by the gross negligence or wilful misconduct of RIT, its officers, trustees, agents, employees or volunteers (the Releasees ). 2. I maintain medical insurance that covers me for accidents and illnesses while I am participating in this Activity. I understand the Releasees have not made, nor will make, any investigation into my physical fitness or ability to participate in the Activity and Releasees are relying on my warranty of my physical condition. I assume full responsibility for payment of medical expenses not covered by this insurance incurred as a result of my participation in the Activity. 5. Emergency Medical Treatment. I grant the Releasees permission to authorize emergency medical treatment as they deem appropriate, and agree that such action by the Releasees shall be subject to the terms of this Agreement.
