6 INTRODUCTION S A N L E A N D R O As one of the older suburban towns of Alameda County, increased it s population by only 7% in the last decade. The first residents of what is now were Indians. They arrived at least 3,000 years ago as indicated by the age of oyster shell mounds they left behind. The area was explored by the Spanish in 1772 and the first white settlement was established by Don Joaquin Estudillo in In 1842, the Spanish government granted him ownership of Rancho, which included about 6,832 acres. Part of the city area also was included in land granted to Don Luis Marri Peralta in The Gold Rush brought many newcomers to the area. Miners who failed to make their fortunes in the gold fields turned to farming in to provide fruits and vegetables for San Francisco s growing population. served as the seat of government in Alameda County from 1856 until 1868, when a major earthquake knocked down the courthouse. The area recovered from the quake, continued to grow, and incorporated on March 21, Industrialization began in the 1880 s when an early San Leandran, David Best, built an automobile or horseless carriage. Later, he manufactured farm tractors, laying the groundwork for what would become the Caterpillar Tractor Company. As industry flourished, the city grew to a population of 11,455 in The population hit 24,542 in Since that time, it has almost tripled. C A S T R O V A L L E Y Castro Valley, at 16 square miles, is Northern California s largest unincorporated community. While there are many small neighborhood shops, the primary business districts are concentrated on Castro Valley Boulevard and Redwood Road. Costanoan Indians lived in the area before the arrival of Don Guillermo Castro in the 1800 s, from whom the community got its name. Castro was a soldier and surveyor with the Mexican army who received a land grant of 27,000 acres. The grant encompassed what is now Castro Valley and Hayward. Castro, a gambler, was forced to sell his land to pay his debts. Methodist minister Zachariah Hughes and William Mattox were among those who purchased large tracts for Castro. Several families who settled in the area operated huge cattle and poultry ranches. That rural atmosphere remains today. There is a continued interest in horse breeding, showing and riding for fun and profit. Plentiful flower, fruit and vegetable gardens also help retain the ambience of a bygone era. Several neighborhoods still lack sidewalks and boast oversized lots. H A Y W A R D It is clear from earliest Hayward pioneer lore that local settlers survived through hard work and ingenuity. Yet, they also had a creative spark. The name of one of Hayward s main thoroughfares, Hesperian Boulevard, came from the Greek and Latin word hesperia, which refers to western lands. The word was adapted into English, and came to be a poetic terms for any idyllic western locale. When the Spanish padres founded Mission San Jose in 1797, the area that now is Hayward was set aside as the mission s grazing land. By 1838, Don Guillermo Castro has started building his ranch at Mission Boulevard and D Street, later the site of Hayward s first city hall, built in In 1851, William Hayward came to the area and moved to what is now the corner of A and Main Streets where he pitched a tent and opened a merchandise store. He eventually added a hotel and restaurant where mail was delivered. The town commonly became known as Haywards or Haywood. Castro began selling lots around his home in 1852, donating lots for schools and other public uses and plotting the town. The first railroad came to the town in 1865 attracting hundreds of immigrants to the area. Hayward was incorporated in Hayward remained a sleepy farm community, with a population of about 5,000 until the late 1940 s and 1950 s. With World War II over and population increasing in the Bay Area and the state, commercial growth occurred on the Foothill Boulevard strip. Thousands of houses replaced farm and orchard land in Hayward. 6

The qualifying word is almost because there will be extremely hot days, foggy days and rainy days. All in all, these days are few and beautiful days are plentiful. Alameda County holds broad weather patterns. September and October usually bring in winter with several spells of heat. Every few years snow will visit the mountain tops, such as Fremont s own Mission Peak. In the spring and summer the sun moves north creating a mass of ocean air called the Pacific High which blocks storms from the California coast and sends winds to the coast. When the sun moves south in the fall, it takes the Pacific High with it. The winds stay somewhat calm for a short while awaiting the soon-to-come storms. The storms bring to the area most of its 14 to 19 inches of annual rainfall. As spring approaches, the Pacific high settles down and the storms rest. The winds of spring and summer pick up moisture as they speed across the Pacific Ocean and, at the coast, strip the warm water from the surface allowing the cold water to rise. Cold water exposed to warm water creates a thick fog that acts like an air conditioner for the Bay Area. 7

14 AUTOMOBILES DRIVERS LICENSE You are required by California law to obtain a California drivers license within 10 days of establishing residence. You should try to get it as soon as possible, as it is constantly utilized as identification. To obtain a license, you must complete the following: a. Written test on the rules of the road (mandatory) b. Eye test (mandatory) c. Driving test - only is you do not have a valid license in another state or if your license has been revoked or has been expired for more than one year AUTOMOBILE REGISTRATION If you are from out of state, you must register your out of state vehicle upon entry. To avoid penalty, you have 20 days to resolve this matter. Registration costs include: a. Registration fee b. License plate charge c. Sales tax if car was purchased within the last 90 days When registering your out of state vehicle, be sure to have: a. California smog certificate b. Out of state title and registration c. The vehicle you are registering The registration fee depends on the make and year of the car. In general, newer cars and more expensive cars will cost more to register. SMOG CERTIFICATE All cars that you plan to register in California (that are newer than either 1955 for domestic or 1965 for foreign models) must have a smog certificate prior to registration, even if no additional smog device is necessary. Certification charges will vary. A smog inspection can be completed at many convenient locations. You may want to check with a nearby service station or dealer for details. CHILD SAFETY SEATS Effective January 1, 1993, California law requires the driver and all passengers in a passenger vehicle to wear seat belts. 20 PUBLIC SCHOOL INFORMATION WHAT SCHOOL IS THE RIGHT SCHOOL? Almost all public schools have attendance zones, usually the immediate neighborhood. The school comes with the neighborhood; often you have no choice. If you don t know your school, call the school district office. Many parents mix private day care with public education. The day-care center takes the kid to school in the morning and picks them up in the afternoon. Many public schools have installed day-care programs. If you don t like your neighborhood school, you can request a transfer to another school in the district or to a school outside the district. But the school will not provide transportation. Transfers to schools inside the district are easier to obtain than transfers outside the district. New laws supposedly make it easier to transfer children to other districts. In reality, many of the more popular schools, lacking space, turn away outside students. If your child has a special problem that may demand your attention, speak to the school administrator about a transfer to a school close to your job. PUBLIC SCHOOLS REGISTER EARLY First come, first served is not the policy of many school districts in California. Just because your child is enrolled first doesn t necessarily mean that you will get your first choice of schools or teachers. However, in some districts, first come does mean first served. Enrollment and transfer policies change from year to year in some districts depending on the number of children enrolled and the space available. When new schools are opened, attendance boundaries often change. If you are buying a new home or moving into one, call the school district for the latest information or the local school. By giving them your address, they will be able to tell you what school your child will attend. Even if you hear there s plenty of time to register do it as soon as possible. If a dispute over attendance comes up, such as an unexpected influx of new students, early registration may give you the edge in any negotiations. GIFTED PROGRAMS In about the third grade, usually at the teacher s recommendation, the advanced children are given an I.Q. or achievement test. Those who score with an I.Q. of about 132 or are in the top 2% will be admitted to the program. This usually means they spend about 3 hours a week in special projects or in activities with other gifted kids. Programs vary from district to district. UNIFORMS In an effort to discourage gang colors and get kids to pay more attention to school rather than how they look, a new state law gives schools the discretion to require uniforms. Uniforms are generally interpreted to mean modest dress; i.e. dark pants and shirts for boys, plaid skirts and light blouse for girls. Several local schools require uniforms. 20

21 SCHOOL RANKINGS What Do The Numbers Mean? These are percentile rankings, drawn from tests administered by the California Department of Education over 6 years. If a school scores in the 91st percentile, it has done better than 91% of other public schools in the state. If it scores in the 51st percentile, it has done better than 51% of other public schools. If a school scores in the 1st percentile, 99% of the other schools have scored higher. These ranking systems do not recognize overall gains or losses, they only show how one school did against all other schools. If you would like more information about these scores, California School Surveys publishes the scores for every county and every public school in the state. To purchase a survey ($44.95 per book), call SCHOOL ACCOUNTABILITY REPORT CARD Want to know more about a particular school or school district? Every public school and district in the state is required by law to issue an annual School Accountability Report Card. The everyday name is the SARC report or the SARC card. SARCs are supposed to include: -The ethnic make up of the school and school district. -Test results. The results my be presented in several ways but almost without exception the formats follow the presentation methods of the California Dept. of Education. -Dropout rates for high schools -A description of the curriculum and the programs. -Class size and, teacher-pupil ratios. -Description of the teaching staff. How many have teaching credentials. -Description of facilities. No matter how low the scores, the SARCs find the silver lining and ways to praise the school, the district and the teachers. But this is quibbling; in fact, the SARCs contain much useful information. To obtain a SARC, call the school and if the person answering the phone can t help you, ask for the superintendent s secretary or the curriculum department. Some schools want you to pick up the report in person; others will mail it to you. It sometimes helps if you mail the school a stamped, selfaddressed envelop or simply $3 worth of stamps and a cover letter.
