1 Minutes of Shelter/CCCM/NFI Adhoc Meeting Venue: UNHCR Office, Sana'a. Date/Time: Wednesday, January 15, 2015 at 10:00. Participants: ADRA, EXU, ICRC, IOM, IRY, NRC, Qatar Charity, Sama Al-Yemen Foundation, SHS, UNHCR, YFCA, YRC Agenda Issues discussed Action required The Coordinator highlighted the importance of coordinating partner s responses within the platform. The partners are advised to discuss their planned response activities with the before moving to the implementation phase. Responsible Agency Deadline Emergency Responses to Marib, AlBayda and Shabwah Marib: ICRC: have managed to provide assistance for 1,800 households (1,500 households in Majzar and 300 households in AlBaten area). ICRC advised humanitarian partners in Marib to pay close attention to some families who have received humanitarian assistance and currently sending their women back to register again as new displaced families, claiming that they are widows and demanding for assistance. Team: provided a briefing about the one-day observation mission to Marib which was led by THFY. The objective of this mission was to observe the situation on the ground where conflicting information have been reported regarding the displacement of families and the need for further humanitarian assistance. THFY will share Marib assessment final report. THFY Next week Yemen Shelter/NFI/CCCM 1
2 Wethaq: have received information from their volunteers confirming that most of the displaced families in Marib have returned to their area of origin. YRC: is joining the observation assessment lead by THFY and they noted that there is no current information available with regards to gaps in assistance in Marib. IOM to share report of their recent activities in Shabwah IOM Next week AlBayda: YRC: are following up with the needs in AlBayda conflict affected areas and the organization have identified around 300 households who are in need for food and health assistance. YRC have confirmed that there are no NFI/Shelter needs identified in AlBayda till date. YRC was advised to present the food and health needs identified to the relevant clusters. List of beneficiaries provided by THFY will be cross-checked by IOM and SHS for any duplication. Team to follow up Next week Shabwah: IOM: is preparing a report which would present their recent activities including NFIs response activities in Shabwah. This report will be shared with the. Proposition of return package NRC: is demanding for more clarity on the issues of landmines in the areas of return in Sa ada, the agreed content of the return package, preparedness of partners and the 3Ws of the durable solutions planned pilot project. Coordinator: clarified that the first phase of the Durable Solutions pilot project plan will be targeting districts which have been evaluated to be safe and cleared from landmines as well as some 17 settlements in and around Haradh partners to be provided with more information about the Durable Solutions pilot project plan. 3 IRY: indicated that the returnees will be de-registered from the IDPs list once they have received assistance. This was in response to some concern raised by members whether IDPs will return to their places of origin after receiving their return packages. ExU: raised the previous experience of return where IDPs in the camp in Sa ada have settled outside the camp after the collection of their return packages instead of returning to their homes or identified places of origin agreed upon prior to the distribution Share the survey of voluntary return with partners Team Next week YRC: emphasized on importance of the preparation of long-term solutions for the returnees in their area of return especially with early recovery projects. Durable Solution activity matrix Partners were reminded to share their plans for durable solutions in the matrix shared by the cluster team to ensure coordinated efforts on the field. Since this was identified as a gap in the workshop held on 20 th November, the gathered samples of assessment forms which helped in developing the first version of the form. This version was discussed in two meetings organized by the Technical Working Group. 4 IOM: briefed about their preparation for ERF project proposal which includes WASH and Shelter activities in Al Jawf and their current work on the adaption of the clusters feedback. IOM is asking the cluster to raise the issue of the delay on establishing the new ERF system that was indicated by OCHA last year. OCHA to update the on the new ERF system and the plan of uploading projects on OPS. OCHA Next Meeting ERF Update YRC: developed an ERF proposal which aims to conduct an assessment for damaged house to rehabilitate 300 affected houses by previous conflicts in Amran. The team advised YRC to coordinate the needs with the Sub- and the humanitarian partners in the field especially NRC and DRC, share the lists of families for cross-checking and clarify on the urgency of this project at this stage. Wethaq: in connection with their project in Arhab district, they are preparing a questionnaire forthe IDPs with the aim to investigate the reason preventing those IDPs from returning to their areas of origin. The project s warehouse has been allocated and currently the organization is procuring the None-Food Items. The distribution is estimated to start on early February. Sama AlYaman: is conducting a verification exercise of the beneficiaries list and working on procuring the non-food items in Al Jawf. Yemen Shelter/NFI/CCCM 4
