TRANSFORMING PUBLIC SERVICE THROUGH E-GOVERNMENT - A MYTH OR REALITY? PETER KAHIIGI, CISM, CISSP DIRECTOR E-GOVERNMENT SERVICES
Outline I. Introduction of egovernment II. Some egovernment Success stories III. What else can we improve? IV. Next Steps? V. Conclusion NITA-U e-government
e-government is the use of information and communication technologies (ICTs) to deliver public services in a convenient, efficient customer-oriented, and cost-effective way
Some egovernment success stories..in Uganda
National Backbone Fully Operational Key Phase I (completed) Phase II (completed) Phase III (Dec 2016) Phase IV (July 2018) Phase V feasibility study to end in June MDAs connected to the NBI and consuming internet, IFMS and leased lines so far 100 more connections planned for this FY leading to cumulative savings of UGX 23Bn recurrent expenditure so far from operation of the NBI Microsoft and Oracle licensing consolidated across Government leading to savings of UGX 28 Bn per annum Implementation of the NBI has lowered the cost of Internet bandwidth from USD 1,200 per mb/s per month to USD 300 per mb/s per month. Cost is expected to drop below USD 200 per mb/s per month after the implementation of Phase III 5
etax - URA Register for and pay taxes online. View and manage all transactions related to a tax payer (TIN application, tax payer profile, taxes due, etc) Motor vehicle verification (owner, number plate, etc)
KCCA Licensing Apply for a City Operator Identification Number (COIN) Trading licence application and issuance Track progress of application for a service Report delays in delivery of service
Visa applications Visa application/rene wal and issuance Residence permits application/rene wal and issuance Track progress of application for a service Report delays in delivery of service
Investor care All investment related licensing applications processed in a single One Stop Centre Investment licensing turn around time to drop from 6 months to 5 days by December 2016 Report delays in delivery of service
What else can we improve?
Take all Government services online! To quicken service delivery To limit human contact To improve investor confidence in Uganda To improve Government transparency and accountability The photograph above was taken three weeks ago when hundreds of citizens were inconvenienced to line up for days to apply for driving permit renewals.
Remove duplication The One Stop Centre for investors and the National ID project are good examples of Government delivery to her stakeholders through collaboration of various agencies Agencies delivering services facing the same group of stakeholders must work together to deliver a unified product to those stakeholders. Citizens, Businesses, Investors, etc must have a single view of the Government and not be bothered by multiple views of different MDAs which causes delays
Integrate Government IT Systems National ID data is key for identification of individuals across different systems (land titles, law enforcement, payroll, security, tax, etc) Improved ability to make meaning out of data held in different IT systems. e.g integration between the Integrated Financial Management System and the etax system can increase tax compliance
OUR NEXT STEPS 14
Next steps Infrastructure 900 Kilometres expansion of the National Backbone to West Nile and Moroto to achieve high speed access to the internet in those underserved areas. Installation of equipment to implement high capacity and low cost internet bandwidth across the Country. e-government Services Inter-ministerial committee on egovernment services Official implementation for all MDAs and LGs to remove usage of public s eprocurement implementation in MDAs and LGs to take the entire procurement process online and prepare for further roll out. Identification and development of priority eservices in the Agriculture, Education, Health and Justice Law and Order sectors. RCIP Presentation to Minister 15
Conclusion 21 public services can be accessed online at Duplication of ICT systems has stopped Integration of existing systems is ongoing. Inter-ministerial committee on egovernment services
