5 Main Education Highway The successful completion of the main education highway means eliminating drop-outs in the different stages by strengthening the retention rates and improving achievement through the different levels and enabling graduates to be able to enter a productive job. 5

8 Post Secondary Education: Looking at the demand side A major consideration for the post-secondary level is the responsiveness of their courses and curricula to the needs of the business, agriculture and entrepreneurship sectors. 8

16 Continuing Initiative: Connecting with HEIs BPA/P (Business Processing Association, Philippines) is connecting with the educational sector to ensure that we can meet the targeted number of jobs to achieve the forecasted growth in BPOs for 2010 and beyond. 16

17 Continuing Initiative: Connecting with HEIs COCOPEA, PACU and the BPA/P piloted the ADEPT* Program in several schools to prepare graduates who can communicate with the world. *Advanced English Proficiency Training Contact centers & service centers require proficiency in English 17

18 Industry-Academe Linkage: The ADEPT Pilot Program Launched during the 2nd semester of Involved pilot partnerships (school + contact center). The ADEPT class was offered as a free-elective to graduating students. 18

23 Short-Term Interventions to Shortage of Workers: Training of Near Hires To address the current shortage of qualified labor in the BPO market, TESDA is working closely with the BPA/P in co-managing the P350 million* subsidy for training near-hires that are identified by BPO companies. *(Part of a P1 Billion PGMA-Training for Work Scholarship Program) 23

24 Short-Term Interventions to Shortage of Workers: Training of Near Hires The training vouchers will benefit some 50,000 trainees in 2008, mainly for call centers (voice), software applications, animation and medical transcription. 24

25 TESDA and other Industries TESDA is also providing the PGMA-TWSP vouchers to schools and training institutions to develop skills required by other industries: - hotel and restaurant operations, - welding, - construction, and - caregiving, among others. 25

26 On Academe-Industry Linkages: Recent developments / Things to do BPA/P research on the next wave cities will be done by October This will be published to guide prospective investors / locators. Included will be information about the city, manpower availability, wage levels, connectivity, cost of utilities, etc. 26

27 On Academe-Industry Linkages: Recent developments / Things to do The expanded ADEPT Program will be rolled out in September. The courseware modules are being finalized. The program will be launched in Training on course content is scheduled in September Target implementation is the 2nd semester of Training on teaching and assessment methods may be replicated after improving the modules. 27

28 Ladderized Education There is a need to equip students with skills that can land them jobs even as undergraduates. With this in mind, the ladderization of degree courses was proposed by CHED and TESDA. 28

29 Building S&T-Based Industries We often speak of India as a model. We see the Indian Institutes of Technology and the Tata Institutes. The IT revolution in India started because Indian scientists and engineers in the U.S. saw an opportunity in the growing software development needs of US companies. They connected technology capability in India to markets in the U.S. (From UP Centennial Lecture July 31, 2008) 29

30 Businessweek: Success Factors for Silicon Valley The success of Silicon Valley owed not just to the techies, but to the seamless structure between the technology innovators, the venture capitalists and the legal and regulatory framework that distributed both profit and risk. This allowed innovators to fail and remain standing so they could try again. 30

31 Bringing Us to the Next Level Individuals and groups who make it their task to bring us to this next level. Including alumni and friends abroad. UP s distinguished alumni abroad could do what the Indians in the U.S. did many years ago and what recent Chinese migrants are doing: create opportunities abroad for the Philippines. 31

32 Taking the Lead in S&T-Based Industries If the UP is to take the lead in S&T based industry development, it is equally important that individuals and groups emerge who will bring the different pieces together: technology innovators, business, legal and regulatory framework, Filipinos and friends abroad who will create opportunities and markets for us. 32
