1 2012/13 INTRODUCTION: The National Rowing Centre of Excellence (NRCE) in association with all Sports Institutes and Academies across Australia (AIS/SIS/SAS) has implemented a High Performance Rowing Scholarship framework for 2012/13. This framework also includes the alignment of the national High Performance Development Program (HPDP) to the broad criteria. This information document outlines the agreed minimum performance criteria established for the respective scholarship Tiers for which athletes will be considered, together with the process and timings. CRITERIA: - The table following outlines the minimum performance criteria expected to be met in order for athletes to be considered for the respective scholarships, in each respective Tier. - The NRCE and each Sports Institute or Academy may choose to apply additional criteria * over and above the minimum performance criteria, which may include annual performance improvement, other physical parameters, technical ability, psychological, cultural and behavioural history and expectations. - In special cases athlete s individual circumstances may prevent them from achieving the minimum performance criteria. These athlete s special circumstances can be taken into consideration. - To be considered, athletes are expected to be nominating for Australian representation within the scholarship period, or providing appropriate reasons if not. *Additional ACTAS Selection Criteria 1. Capacity for ACTAS to make a difference to the athlete s ongoing development. 2. Capacity and willingness of the athlete to utilise ACTAS services to enhance their athletic development. 3. Other important criteria against which an application may be assessed include: The athlete s performance and results in previous year. (This can also include Coachability, off water behaviour, disciplinary matters, attendance at school if school age etc) Current / former ACTAS scholarship athlete s usage of ACTAS services and commitment to developing as an elite athlete including their willingness to take direction from ACTAS performance service staff and their coach/es. Communication with ACTAS staff will also be accessed. An interview potential scholarship holders may be requested to present their case for selection to the selection committee. PAGE 1
2 Tiers Team / Age Minimum Performance Criteria Tier 1 World Class Tier 2 International Class Tier 3 Developing International Tier 4 Potential International HP Talent Development 2012 Under 23 & Junior Team Members year old in the year years and older - Current Olympic Games, Paralympic Games or World Championship top 4 in previous 12 months (Olympic or Paralympic boat classes). - Returning Olympic Champion, Paralympic Champion, or World Champion (Olympic/Paralympic boat classes) in previous two years. - Current Olympic or Paralympic boat class team member with World Ranking between Current Non-Olympic boat class World Champion. - Returning Olympic, Paralympic, or World Championship top 4 in last 12 months (Olympic or Paralympic boat classes). - Plus achieving Orange level for 6 km and 2km tests in NRCE Power Profile ergometer monitoring for June-July. - Returning World Champion in non-olympic boat class in the last two years - Plus achieving Orange level for 6 km and 2km tests in NRCE Power Profile ergometer testing June-July. - Returning team member within the last 4 years - Plus achieving Light Green or better for either 6km or 2km test in NRCE Power Profile ergometer testing during June-July. - Current Olympic or Paralympic boat class team member with world ranking above top 8. - Current Non-Olympic boat class team top 8. - Current Under 23 World Championship top 4 - Current Junior World Championship top 4 who is in their final year of Junior age. - Plus achieving a minimum of 1 Light Green and 1 Yellow for 30min fixed rate and 2km tests for your age from the previous three NRCE Power Profile ergometer testing weeks. - completing all HP Development Program Monthly Monitoring and demonstrating improvement. - achieving minimum of 1 Dark Green and 1 Yellow for 30min fixed rate and 2km tests for your age from the previous two NRCE Power Profile ergometer testing weeks. - completing all HP Development Program Monthly Monitoring and demonstrating improvement. Existing HP Talent Development Scholar - To apply must be completing the HP Talent Development monthly monitoring tests and data, and demonstrating on-going improvement. - Achieving a minimum of Yellow scores for 30min fixed rate and 2km tests for your age from the previous two NRCE Power Profile ergometer testing weeks. - Additionally athlete needs to be demonstrating improvement in performance between NRCE Power Profile tests. Entry level minimum - Talent Identification Testing Selection Standards achieve Dark Green on the following test measures Height; Arm Span; Arm Leg Bike; and Leg Pres + Arm Pull Total Dyno score. - Achieving a minimum of Yellow scores for 30min fixed rate and 2km tests for your age from the previous two NRCE Power Profile ergometer testing weeks. Special circumstances (refer below for details) PAGE 2
3 Level Team / Age Minimum Performance Criteria Tier 5 Talent Identification New Coxswains Special Circumstances 16 years and older All Ages For Tiers 1 3 For Tiers 4 and 5 Entry level minimum - Talent Identification Testing Selection Standards achieve Dark Green on the following test measures Height; Arm Span; Arm Leg Bike; and Leg Pres + Arm Pull Total Dyno score. - Have not previously undertaken any formal rowing training. - Must be nominating for selection in the current season. - Must have the approval of the gender specific National Head - Scholarship Tier to be agreed by gender specific National Head - has done something significant in international rowing, or has the potential to do something significant in international rowing. - Be nominating for selection in the current season. - Have the approval of SIS/SAS head coach and gender specific national Head Coach. - Scholarship Tier to be agreed by gender specific National Head - Have exceptional testing results in some of the NRCE Power Profile ergometer testing or TID testing. - Must have the approval of the NRCE HP Development Manager, NRCE TID Manager, and State HP Development Coordinator. TIMING: Date Item 29 August 12 Closing date for all Rowing Scholarship applications 31 August 12 7 September September September 12 Draft proposed scholarships collated and sent to NRCE from SIS/SAS/SSOs Applications discussed and proposed draft scholarships signed off by NRCE Final Scholarships signed off by NRCE and State JMCs and other applicable authorities All Scholarships announced 1 October /13 scholarships commence PAGE 3
