2 POSITION TITLE CLASSIFICATION of Mines and Resident Engineer () MINISTRY AND DIVISION Energy, Mines and Petroleum Resources BRANCH AND SECTION Mineral Resources Branch, Inspection and Engineering Division UNIT OR PROGRAM GEOGRAPHIC LOCATION Fernie SUPERVISOR'S POSITION TITLE Deputy Chief, and Special Services SUPERVISOR'S CLASSIFICATION PROGRAM FUNCTION (Purpose of the program and of the organization in which the position operates) The principal functions of the Inspection and Engineering Division are to protect the health and safety of mine workers and the general public by conducting mine safety inspection and enforcement programs, and to ensure the orderly development of mineral resources in the province, with consideration for both economics and environmental protection. PURPOSE OF POSITION AND SUMMARY OF ITS FUNCTIONS The main purposes of this position are to protect the health and safety of mine workers and the general public in the Fernie district and to promote both the development and conservation of the district's mineral resources (principally coal). Key duties are: to enforce the establishment and maintenance of safe conditions in and around all mining operations; to provide an advisory service regarding resource utilization, engineering and safety practices to mine operators, potential operators, headquarters specialists and the general public; to supervise a district of Mines; to participate with other ministries in regional land use planning; to perform other related duties including the coordination and administration of district office functions. ORGANIZATIONAL STRUCTURE AND WORKING ENVIRONMENT Each of the two branches of the Inspection and Engineering Division is managed by a Deputy Chief. The of Mines and Resident Engineer (), Fernie is one of eight positions reporting to the Deputy Chief, and special Services. Of the other seven positions, one is the of Mines (), Prince George, and the rest are senior inspectors in specialist engineering sections. The of Mines and Resident Engineer (), Fernie, has one subordinate of Mines and one stenographer. The incumbent of the topic position operates with considerable independence in enforcing the Mines Regulation Act and the Mines Regulation Act. However, major decisions, such as, ordering the closure of an entire mine operation, are discussed with the Deputy Chief before action is taken. The incumbent cannot generally authorize exemptions from any section or regulation under these Acts, but makes recommendations on exemptions to the Deputy Chief.

POSITION'S SPECIFIC FUNCTIONS AND HOW THEY ARE PERFORMED Enforces the establishment and maintenance of safe conditions in and around all mining operations in the district (principally coal mining) by: inspecting all mine operations in the district on a regular basis to ensure compliance with the Mines Regulation Act and the Mines Regulation Act on any mater which potentially affects the health and safety of mine employees and the general public (including protection from the dangers of explosion, fire and cave-in; provision for adequate ventilation and dust control, lighting, sanitary facilities, equipment shielding and protective clothing; and minimum safety standards for the construction of underground and open-pit mining sites, waste dumps and tailing ponds); issuing orders to remedy violations of these Acts and, when the situation is dangerous, ordering closure of part of all of a mining operation; recommending to the Chief that an exemption be granted in cases where extenuating circumstances exist; evaluating the safety of specific conditions in a mine, when a dispute exists between mine labour and management; directing mine rescue operations as required. As Resident Engineer, provides an advisory service regarding resource utilization, engineering and safety practices, to mine operators, potential operators, headquarters specialists and the general public, by: overseeing geological engineering planning for mineral development with in the district (advising operators on sound engineering practices in the development and operation of mines); analyzing development proposals and applying knowledge of engineering and of mineral quality, accessibility and markets, to investigate and assess the feasibility of the proposals; providing recommendations to headquarters specialists on major proposals and on road grant applications; providing engineering advice to operators who lack engineering expertise; obtaining advice from specialists and relaying it to developers on problems related to the development of metallic minerals; providing information and advice to concerned groups and individual members of the public regarding mineral development, environmental protection, access to mine property, etc.; assisting the Coordinator - Mine Rescue by promoting mine rescue training. Supervises one District of Mines, whose responsibility is to protect health and safety and to promote mineral development and conservation within the district. Participates with other ministries in regional land use planning, by serving as the Ministry's representative on regional and local planning committees (assessing resource use recommendations and arguing on the Ministry's behalf on land use planning matters within the region). Performs other related duties, such as: 5% coordinating and administering district office functions including budget, supplies, and the supervision of a secretary; invigilating and marking examinations, and making recommendations, as a member of the Board of Examiners, CMRA, re: granting statutory certificates to mine supervisors; representing the ministry on the East Kootenay Community college Mining Advisory Committee (re: manpower training requirements).

QUALIFICATION REQUIREMENTS Education, Experience and Occupational Certification Bachelor's degree in mining engineering, together with ten years of related experience, including several years of practical experience in mining operations and at lease seven years experience in mining engineering and mine management; or an equivalent combination of education and experience. First Class Certificate of Competency in Mining; registration as a Professional Engineer with the Association of Professional Engineers of British Columbia; mine rescue certification. 2. Knowledge, Abilities and Skills Thorough knowledge of coal mining operations. Strong skills in analysis and communication.
