The purpse f this dcument is t increase the safety awareness fr students, faculty, staff and visitrs while n the UNLV campus. It is vital that yu evacuate the building every time the alarm sunds; and that yu are aware f evacuatin rutes, exit pints, and the lcatin f yur Emergency Assembly Area. Yu shuld als be cnscius f the lcatins f pull alarms, first aid kits, emergency eye wash statins, and emergency shwers. Additinally, if yu are assigned any respnsibilities in the fllwing dcument yu shuld be aware f what the psitin entails and be ready t assist in emergency situatins. Building Safety Cmmittee Building Safety Crdinatr Department Safety Crdinatr A grup usually cmpsed f members f each Department in the building, generally chaired by the Directr charged with building emergency preparedness and verseeing building safety cncerns. A University emplyee wh has a defined rle in Campus emergency/disaster preparedness: he r she Prepares the BEP and serves as the cmmunicatin liaisn between campus service agencies and building ccupants fr specific circumstances enumerated in the BSC psitin descriptin. A University emplyee wh assists in crdinating, Implementing, and dcumenting the department's Safety prgram. This includes ensuring department Emplyees are trained n their BEP(s). 4

5 Flr Mnitr A building ccupant assigned t assist with a building evacuatin during an emergency by alerting ther ccupants n their way ut f the building. The Flr Mnitr will assist the children t a safe area EAA and supervise children as directed. Flr Mnitrs stay with the grup f children until all have been picked up. Rll Taker Emergency Respnder (s) EAA Emergency Operatins A building ccupant assigned t take rll call at after a building evacuatin. The Rll Taker will assist the First Respnders in ensuring that persnnel will nt enter the building until the building has been determined t be safe t re-enter. Trained persnnel wh prvide assistance in an Emergency. They are nt building ccupants and may be frm the University, University Plice, lcal fire departments, RM&S, Facilities Management, etc. In critical situatins they may take charge f the building and have full authrity ver activities in and arund the building. A pre-designated safe lcatin near a building where building ccupants assemble and reprt t the rll taker(s) after evacuating the building. The headquarters fr designated representatives f campus Center (EOC) Essential services, where campus respnse is crdinated and resurces are allcated during a disaster. 8 INTRODUCTION The intent f this plan is t assist the child care directr and staff in respnding t emergency Situatins, prvide infrmatin that can be used with family members cncerning emergency Planning, and prvide a basis fr restratin f services. The directr and staff f each center are cnsidered respnsible fr the safety f children and will crdinate actins and/r requirements with cmmunity public safety fficials, UNLV security and facilities, and families/guardians. Nte: If lcal licensing regulatins require mre than this Emergency Respnse Plan, the licensing requirements will prevail. In additin, UNLV emergency plans take the place f this plan where applicable. UNIVERSITY OF NEVADA LAS VEGAS EMERGENCY RESPONSE ORGANIZATION Where applicable the Center's Emergency Respnse Plan is integrated int the UNLV Emergency Respnse Plan. Emergency instructins and directins will be taken frm UNLV and/r the lcal emergency agency at event scenes at r near the Center. In the event f an emergency, the Directr will versee the situatin at the Center. In the Directr's absence, the emergency management respnsibilities are Delegated t the next in charge. i.e., Assistant Directr, Prgram Crdinatr, Administrative Assistant III, Flr mnitrs, Office persnnel, etc.. The Emergency Respnse Plan shall be reviewed peridically fr mdificatins t the prcedures, changes f key persnnel r ther resurces, and additins f new emergency management infrmatin. The Emergency Respnse Plan shall be cntrlled by the Center Directr t ensure apprpriate Updates, changes, and reviews are incrprated in all distributed cpies f this plan. In the event that the Directr is nt available, the next persn in authrity shall assume the respnsibilities f the Directr. Ensure supplies and equipment are present and checked at least mnthly. 5. Review each crisis/emergency situatin t ensure that prper reprts are cmpleted and apprpriate actin is taken t prevent repetitin f any ineffective effrts. 6. Act as team leader in a crisis/emergency situatin. Identify the emergency situatin and determine the curse f actin. 7. 10 The respnsibilities f the persn Next in Charge are t assist the Directr/ Assistant Directr during an emergency, and in the absence f the Directr/ Assistant Directr, assume all respnsibilities. 1. Becme familiar with the Crisis/Emergency Respnse Plan 2. Prvide cmplete crisis/emergency respnse training t emplyees n a regular basis and update as necessary. 3. Take the lead in planning, implementing, and tracking all training t update and check the accuracy f current crisis/emergency respnse prcedures. 4. Wrk with the Center Directr t investigate and evaluate each crisis/emergency situatin t prevent repetitin f ineffective effrts. 5. See that all injuries and issues are attended t immediately and refereed t the Center Directr t determine if cntact with Spnsr r ther authrities is necessary. 6. Crdinate a regular plan f inspectin f wrk areas t detect unsafe cnditins and wrk practices. 7. Act as team leader in a crisis/emergency situatin. 13 The emergency shut ff fr the HVAC system, water supply, and electric service supply shall have a sign placed by the cntrl identifying it as the primary discnnecting/shutff means. See abve system. CENTER EVACUATION SITES 1. Immediate Area Threat (i.e.: bmb threat, fire, fld, ther majr building prblems, etc.) r directed by plice r fire dept. Paradise Prfessinal Develpment ( CCSD) Schl-Multi-Purpse Rm (Next Dr) Leave the building and gather in a predetermined lcatin. This shuld be a safe place within walking distance; cnsider whether r nt the area will be safe in all circumstances, e.g., rain, snw, etc. Seek permissin if using a building r area fr emergency use and determine if it is available and suitable fr children. Mre Widespread Threat (i.e.: Spnsr evacuatin, chemical spill, widespread fire, etc.) 2 nd site: McDermtt Physical Educatin Building: Suthwest side f Preschl walking distance frm back f building Leave the building, spnsr campus and/r neighbrhd, per directin f UNLV plice r lcal authrities. Transprtatin will be determined by authrities in an extreme emergency. 4. Mass rdered Evacuatin (i.e.: declared state f emergency) 3 rd evacuatin site: Thmas and Mack Tunnel entrance. Take directin frm UNLV Plice r emergency agencies fr grup transprt. Leave the building and evacuate t a mass shelter as determined by the Red Crss, Emergency persnnel will want t knw if yu need transprtatin. Knw which staff will g with which children t maintain supervisin. Emergency persnnel (lcal plice department) shuld have a cpy f yur evaluatin plan n file. Evacuatin Areas The designated evacuatin areas fr the Center are the farthest pints frm the building within the fenced utside playgrunds and the center parking areas. If the center directr determines that the designated evacuatin areas d nt prvide adequate prtectin fr the children, a previusly determined alternate evacuatin assembly area will be utilized. 13

14 The designated transprtatin will be sent t the Center fr assisting in the transprtatin f the children. Spnsr security r the emergency respnse team will assist in the rderly evacuatin f the children. If an evacuatin is rdered by the City emergency respnse rganizatin, the Incident cmmander f the city will identify the rute and lcatin f the nearest evacuatin shelter. Evacuatin Planning Evacuatin drills (such as fire drills) are set in rder fr children and staff t understand hw t respnd in the event f an emergency. Drills are cnducted mnthly, r mre frequently if required by the state licensing agency. Tw f the drills are held during ff-peak hurs, i.e.,early mrning and/r during afternn pst 2:00 p.m. Sheltering In Areas Shelter (in-place): In the event f a natural emergency, i.e. trnad, severe strms, r hazardus airbrne chemicals incident utside the Center facility, the children and ther ccupants f the building will shelter in place in the prearranged designated areas as necessary. This may be assigned as a lcatin within the classrm behind a wall r in a clsed lcatin away frm glass. Shelter drills are cnducted quarterly. In the event f an emergency requiring an evacuatin away frm the center premises, the center shall crdinate with plice and emergency agency fr necessary prvisins fr the transprtatin and cntinued care f children until parent/guardian r an authrized individual picks up the child. Other shelter areas include: 1. CENTER EVACUATION PROCEDURES The fllwing measures shuld be taken during an evacuatin: Check attendance lg and cmpile an accurate attendance list. Use list during evacuatin and take it alng during transprt t hst facility Accunt fr all children, staff, and visitrs during the evacuatin prcess Transprt all necessary medicatins, supplies, recrds, emergency numbers, and cell phne. Crdinate all actins with cmmunity public safety and/r emergency management fficials. Cnfirm required transprtatin resurces and arrival time. Determine hst facility based n situatin Pre-determined assembly area nearby requiring shrt walk r transprtatin Transprtatin t hst facility sme distance away Cntact hst facility with estimated time fr arrival f children and staff. Ntify families f evacuatin and hst facility infrmatin, if pssible. Make arrangements fr supprt f children at hst facility until reunited with families r return t evacuated facility. Identificatin verified by family pick up member in an rderly fashin. Specific Duties and Respnsibilities fr Evacuatin r Drills Definitins f peple respnsible during an evacuatin: 1. Emergency Assemble Area-An area utside the Center building that is designated fr assembly f the building ccupants in the event f an emergency. 2. Evacuatin Chief (the Directr r Asst. Directr, Prgram Crdinatr)- The persn respnsible fr the evacuatin f Center building ccupants. 3. Mnitrs (Prgram Crdinatrs r Head Teachers, etc. these peple may be designated as Mnitrs and assigned these respnsibilities)- The persns(s) respnsible fr checking that all ccupants have evacuated the Center building and mnitring the children.. The Directr and any ther Center emplyees nt cunted in teacher/child rati will assist all duties and respnsibilities as designed by the Directr. The Center Directr (Evacuatin Chief) is respnsible fr ntifying building ccupants t initiate evacuatin f the building, ensuring that the building has been safely evacuated and ther ensuring accuntability fr all ccupants. Pre-evacuatin duties: T assure evacuatin assembly areas and rutes are psted in all areas. Ensure that all assigned emplyees are knwledgeable f hw, when, and where t evacuate when necessary. 15

16 Evacuatin duties: Initiate evacuatin prcedure by either pulling the fire alarm bx and/r ntifying building ccupatins thrugh the intercm system, if available. Ntify Spnsr s security f evacuatin initiatin. Reprt t the designated assembly area Ensure searchers carry ut their assignments. Ensure accuntability f building ccupants thrugh the reprts f the crdinatrs. Determine if evacuatin are prvides adequate safety f children. Initiate further evacuatin t ther facility if necessary. Crdinate with the City emergency respnse persnnel as needed. The Assistant Directr s/2nd in charge primary respnsibility is t ensure that all Center ccupants assigned t their area are evacuated when necessary and accuntability is reprted t the Directr (Evacuatin Chief). Pst the signs alng the way. Then the Asst. Directr will take ver the First Aid statin at site. Pre-evacuatin duties: T be knwledgeable f the duties f the Evacuatin Chief and searchers. T have access t a list f all ccupants in their area fr accuntability purpses. T ensure all exits are marked, unbstructed, and signs are lit (if applicable). T check that all evacuatin signs are psted and are accurate. Evacuatin duties: Maintain rder during the evacuatin. Ensure the mnitrs (teachers) perfrm their duties assigned. Prvide accuntability fr all ccupants in their assigned areas and reprt results t the Evacuatin Chief. Stay with the evacuated grup until ntified by emergency respnse persnnel. Evacuatin Prcess: SAFE AND CALM The decisins t evacuate the Center building will be made by the Directr/Designee. When the decisin is made t evacuate the Center building, the Directr (Evacuatin Chief/Designee) will make the annuncement in the mst expeditius way pssible that all persns are t evacuate t their assigned assembly area and await further instructins and/r activate the building fire alarms. The Directr will ntify apprpriate persnnel. Duties will be assigned t thse wh are nt in a classrm. Center staff will evacuate their children as fllws: Infants: Put up t fur nn-mbile babies in an evacuatin crib and mve children t the evacuatin assembly area. Take attendance sheets, child rsters, and infrmatin sheets, emergency backpacks, water. Fr inclement weather, if pssible, take apprpriate supplies t prtect the infants. Carry nly ne infant at a time. Be sure t have diapers/wipes/ blankets. Tddlers and Preschl Gather children in a grup and supervise an rderly evacuatin t the designated assembly area. Take attendance sheets, child rsters, and infrmatin sheets, emergency backpacks, water. Fr inclement weather, if pssible, take apprpriate supplies t prtect the children. SHELTERING/SHELTERING IN PLACE Sheltering is cnducted in respnse t trnades and severe strms. Sheltering in place is defined as mving peple int the building and islating the building envirnment frm the utside. Emergency respnse persnnel will shut dwn air handling (HVAC), water, and electrical systems, as required, hwever, many air handling systems will shut dwn autmatically. Sheltering in place is cnducted in respnse t hazardus materials incidents. Sheltering: Any sheltering area shuld be identified n the center plan. Identify shelter areas that prvide the mst structural resistance frm cllapse. Shelter areas within the facility will be apprpriately marked. Shelter areas will be free f items that may fall n sheltered peple. Shelter areas will have a flashlight r emergency light available. Shelter areas will have blankets available. A primary and alternate staff member will be assigned fr shutting ff systems as directed. These members will be trained by the Center r Spnsr maintenance and utility persnnel in the prper prcedures. 19

20 Sheltering in place: Shelter in place invlves keeping all windws and drs clsed and cvering all air intake vents t prvide prtectin frm airbrne hazardus materials. Ensure all Center staff and children are in the building (utside playgrund areas are unccupied). Ensure all drs and windws are clsed and secured. If necessary, emergency respnse persnnel will shut ff all HVAC systems t islate the utside air frm the building if the system has nt already shut dwn. Remain in the building until ntified by the emergency respnse authrities that the situatin has been reslved r that an evacuatin has been rdered. If airbrne hazard, yu may be instructed t cver faces with wet paper twels. MEDICAL EMERGENCIES Life Threatening Medical Emergency means that the patient requires immediate medical interventin t stabilize and prevent the medical cnditin frm deterirating. Examples f life threatening medical emergencies are: cmpund fractures; severs laceratins; internal bleeding; severe burns; difficulty in breathing; heart prblems; shck; severe allergic reactins in insect bites/fds, medicatins; pisnus plant cntact r animal bites; ingestin f chemical/pisning; and uncnsciusness. Prcedure Fr Life Threatening Emergencies Persn finding injured r ill persn shall: Remain calm, render first aid and call fr help. If mre than ne administratr is present, divide the building int sectins and mve t assist. Directr and ther management need t check all areas fr hidden children. When security/ther authrities give the all-clear sign, check with the teachers frm each rm t make sure all children are accunted fr. UTILITY DISRUPTION (water, heat, electricity, water) If utilities are disrupted in the Center, the Center will make every effrt t remain pen. Infant families will be called first and may need t be called sner depending n hw much disruptin has ccurred t basic care giving rutines. This time perid will allw the Center t assess the situatin and prvide families with as much accurate infrmatin as is available. The Center may clse r delay pening (cnfirm with UNLV and/r immediate supervisr) if the fllwing cnditins are present: The temperature n the Center thermstats register 64 degrees r belw, r 83 degrees r higher fr ne hur, unless therwise nted by the lcal state licensing agency, with n expectatin f heat/air cnditining restratin within the next ne t tw hurs, and/r the rm cnditins prevent adequate ventilatin and breathing. The natural light in the Center is diminished t the pint that children and staff are at risk. The main phne line will be inperable fr mre than ne hur, and n auxiliary cellular phnes available. The nutritinal needs f the children cannt be met. Live wires will require the immediate clsing f the Center and transfer f the children. Lss f water that disrupts apprpriate diapering, hand washing, and tileting with clean running water fr mre than 1 hur. Reprting Facility System Emergencies In the event that any f the critical systems fr the Center becme inperative, the Directr/2 nd in charge shall immediately ntify his r her immediate supervisr and/r UNLVFacilities Manager. The facilities persn will assess the situatin and prvide the necessary resurces t crrect the prblem. Facilities will arrange fr temprary services, i.e. electrical pwer, prtable tilets, drinkable water, etc.. if pssible, if the prblem cannt be crrected in a timely manner. If supprt is nt available t the center, the Directr shall make cntact with the apprpriate repair persnnel and arrange fr the necessary resurces t crrect the prblem. The Center Directr/Designee shall cmmunicate with UNLV Facilities t estimate the duratin f the event. If the duratin f the event is likely t pse a sanitary r safety threat, r if the disruptin wuld make the facility envirnment untenable, the Center may need t clse early at the directin f the Center Directr, Designee. In the event f a majr incident invlving a critical system, i.e., explsin, building cllapse, electrical sparking, etc., call 91l and rder an evacuatin f the center. FIRE Fire Prcedures UNLV/CSUN preschl has a fire emergency plan including an evacuatin prcedure, marked exits, fire/smke detectrs, fire extinguishers, safe strage and use f flammable materials, and 23

24 fire safety training and fire drills. The fire plan specifies when and hw t evacuate in case f fire and under which cnditin staff shuld attempt t cntrl a fire using extinguishers. UNLV/CSUN preschl remains current n fire safety such as regular inspectins and use f fire extinguishers, detectrs, and alternate heating surces. Fire safety training and fire drills are cnducted regularly. Respnse t Fires If fire/smke is discvered, immediately activate the nearest pull statin/call 911and, if available, activate the duress buttn t reprt the fire and begin evacuatin per the evaluatin prcedure. If the fire is small (waste paper basket size) extinguish the fire by using water, blanket, fire extinguisher, etc. DO NOT TAKE RISKS. Persnal safety and that f the children cme first. Pull alarm. If the fire is larger, r if the smke makes it difficult t determine the fire lcatin, pull alarm, evacuate the area and reprt t the evacuatin area.. HAZARDOUS MATERIALS Hazardus materials are substances that are flammable, cmbustible explsive, txic, nxius, crrsive, xidizable, an irritant r radiactive. If a hazardus materials accident ccurs within clse prximity f the Center, fire department is ntified and safety directins are fllwed. Be prepared t evacuate r shelter in place. BOMB THREATS, THREATENING CALL OR MESSAGE Calls f a threating nature shuld be recrded as accurately as pssible and reprted t plice. Depending n the nature f the call, apprpriate actin shuld be taken t prtect lives and prperty, including evacuatin. If pssible, recrd the threatening message carefully with attentin t details. If caller ID is peratinal, recrd telephne number. Ntify plice immediately. Check the sheet prvided fr Bmb threat calls. SUSPICIOUS ARTICLE Evidence f a suspicius article, package, r letter shuld be reprted t the Center Directr immediately. Cmmunicatin t security r plice is advised. D nt tuch r attempt t mve the article unless instructed t d s by plice. Fllw advice f plice t determine apprpriate prcedures t take within the center. POTENTIALLY VIOLENT SITUATIONS (See Attached Respnse 1, 2, 3 Plan) A ptentially vilent situatin (i.e., hstage situatin, disgruntled persn, unstable custdy matter) may be cause fr a selective evacuatin prcedure. The premise behind a selective evacuatin is that it enables large numbers f children and staff t mve ut f harm s way when an individual is n-site wh culd be ptentially vilent. 24

25 Silent alarms are lcated in Building 1. Ask yur directr where they are lcated. If a ptentially vilent individual gains access t yur facility 1. Immediately call 911/Plice and ntify Security. 2. Indicate t security and anther center administratr that yu may have a cnditin fr a selective evacuatin (this may be within the building if the ptentially vilent persn des nt leave the area). If yu have any reasn t believe the individual has a weapn, rder a selective evacuatin frm nn-affected areas (this may be anther rm within the facility). 3. If the individual cannt be islated and chses t leave the premises, allw them the freedm t exit making sure t nte their car make and mdel, license plate, and the directin f their travel. Cmmunicate this immediately t the 911 dispatcher. The preschl has a CODE Phrase fr a ptential vilent situatin. Ask yur directr fr the Cde phrase which means Smene Call 911 Nte: If the individual is armed leaving and taking a child r staff member, it is better t let the individual leave the facility rather than prmpt a cnfrntatin that wuld increase the risk f injury t yurself and thers. If a ptentially vilent individual gains access t yur facility and remains: Immediately press silent alarm if in building ne and accessible, use cde phrase t make a call r dial 911 and leave line pen n speaker if yu cannt talk. Plice will address t yu n hw t handle the situatin if yu can listen. Indicate t Security and anther Center administratr that yu may have a cnditin fr a selective evacuatin. Use the CODE phrase fr the schl. Ask yur directr fr the phrase if yu frgt r d nt knw it. If yu have any reasn t believe the individual has a weapn, rder a selective evacuatin. Try t islate the ptential aggressr frm as many adults and children as pssible. Seek t draw the individual(s) t the ffice, break rm, cnference rm, r ther less ppulated space. If the individual has entered a classrm, seek t draw him int the least utilized prtin f the rm. If cmfrtable ding s, engage the ptential aggressr in agreeable cnversatin t deescalate the situatin. Remain calm and be plite. D nt physically restrain r blck their mvements. While yu are engaging the ptentially vilent individual, ther available persns shuld direct unaffected classrms t mve t lcatins arund the facility that are farthest frm the incident pint. This selective evacuatin shuld prceed rm-by-rm and as rderly and quietly as pssible, being careful t use rutes nt visible t the incident pint. The ther administratr shuld als make sure n ther individuals, ther than emergency persnnel, enter the space where yu have islated the ptentially vilent individual. Once the plice arrive they will take ver the situatin, negtiate and dictate further mvements. If a decisin is made t relcate t the alternate site while negtiatins g n, fllw the apprpriate evacuatin prcedures. 25

If the situatin is f marginal cncern r greater, require that the entire Center remain inside. Immediately require any grups utside t cme inside. Be prepared t fully evacuate the facility shuld security r ther emergency services make this request. Cnsider whether existing evacuatins rutes will suffice r if an alternate rute must be taken due t the lcatin f the incident. Make staff aware f any changes t their evacuatin rutes if necessary. Crdinate yur actins with security and any ther supprt services (plice, fire dept, and bmb squad) based n the nature f the incident. 27

28 Missing Child Immediate ntificatin f the UNLV plice and 911 shuld be made nce an initial search f the facility has been made and rapid attempts have been made t cnfirm whether r nt a family member may have picked up the child. Cnduct a search f all areas f the facility, including clsets, cabinets, etc., and the immediate surrunding area. Make all ther required ntificatins. Cntinue searching while waiting fr the plice/security t shw. The Directr is t remain at the center as the pint persn and t gather infrmatin/descriptin f the child t share with authrities. In the event f a majr envirnment hazard that necessitates a larger area evacuatin such as several neighbrhds, a city/twn r gegraphical area, due t a large nn-cnfined hazard, e.g. a nuclear incident, earthquake, hurricane, etc., children will be transprted t: a Red Crss designated mass shelter by bus where they will remain accmpanied by caregiver(s) while family/guardian/emergency cntacts are ntified and arrangements fr their pick up. 5. Thse childcare prgrams in Nuclear Pwer Plant Evacuatin Areas shuld fllw the prcedures established by the State Emergency Management Agency.
