The ideal Director will have experience with commnity services, park development and recreation programs, facility management, child care and cltral services. 2 THE CITY & DEPARTMENT San Rafael is the economic and cltral heart of Marin Conty, and its high qality of life is centered on its commercial districts, strong neighborhoods and commnity resorces sch as active lifestyle and natral environment. The City of San Rafael is a fll-service City with a City Concil/City Manager form of government which has over 400 employees and an annal bdget of $100 million. San Rafael has an elected Mayor and for elected City Concil Members who serve for year terms. The vision of the City is to be a vibrant economic and cltral center reflective of its diversity. The City has an engaged and spportive City Concil that desires to strengthen the rban and commercial areas as well as sstain the beatifl natral environment. The department oversees the following facilities and parks: 3 Commnity Centers 2 sports field complexes 7 School Age Licensed Child Care Centers 2 Preschool programs 8 tennis corts 2 Mnicipal pools 2 commnity gardens Falkirk Cltral Center 19 parks with 5 grop picnic facilities The Department is progressive, creative and enterprising. 3 OPPORTUNITIES & PROJECTS Many of the City s 19 formal parks are getting exciting improvements after a long come back from the economic recession. Exciting $3 million field conversion (crrently in fndraising stage) inclding two soccer fields and baseball diamonds. Expansion of child care programs at schools and address child care staff recritment challenges. Exploring and advancing contemporary ways to engage with today s commnities throgh social media and ctting edge marketing otreach. Collaboration with commnity grops and residents on park improvements. Spport the fll tilization of PerfectMind, a recently implemented recreation, facility management and child care registration system. THE JOB The Commnity Services Director leads five divisions: Administration, Facilities, Commnity Programs, Yoth and Family Services and the Falkirk Cltral Center. This position is part of the City s exective team with a team cltre that inspires creative thinking, engagement and spports qality of life and work-life balance. This is an at-will, exective position that reports directly to the City Manager and oversees a bdget of $8.4 million with otside revenes of approximately $7 million and has over $600,000 in capital improvement projects planned and approved for the pcoming year. The Director oversees a solid exective team of five division managers that oversee 52 fll-time staff, over 200 part-time seasonal employees, and 200 contract program providers. This position will also oversee: Strategic planning. Park planning, design and fnding. Capital improvement projects. Grant management. Contracts and partnership agreements with commnity grops and organizations. Policy development, pdate to service delivery, personnel recritment, selection, management and spport.
4 IDEAL CANDIDATE PROFILE As an important liaison between residents and the City, the sccessfl candidate will: Leadership / Technical & Bsiness Acmen Foster and develop sstainable programs. Create pblic/private partnerships. Develop sccessfl relationships with internal and external stakeholders. Be a strong exective leader in the City s administration and a voice that represents the commnity. Have a strong nderstanding of mnicipal operations, bdgeting, and personnel management. Have knowledge of park systems and program delivery. Be an exceptional problem solver. Seek commnity connection and commnication opportnities to gain insight and develop programs and services that fit the needs of the commnity. Develop and prse grants, fndraising and new revenegenerating bsiness relationships. Staff and play a key role as liaison for the City s Parks and Recreation Commission. Be highly commnity oriented, cstomer service minded and an interdepartmental collaborator. Have an entreprenerial spirit and see partnerships and opportnities where they don t crrently exist. Simplify breacracy to better serve the commnity. Place notable emphasis on the importance of teams and a spirit of collaboration. Be forward-thinking and creative, sing technical expertise and interpersonal skills to meet the goals and objectives of the department and City. Be an excellent project manager and mentor for ftre leaders. Have knowledge of registration software technology.
5 Commnication / Interpersonal Not be afraid to challenge the way it has always been done and seek approaches that qestion the stats qo. Be a credible commnicator and skilled presenter. Be committed to seeking ot the best ideas and comfortable with healthy debate that spports diverse opinions and creative soltions. Be able to convey a deep nderstanding of the concept of commnity bilding copled with a sincere appreciation for the isses that can dramatically inflence commnity engagement and qality of life. In addition to the above competencies, or candidate shold have: A Bachelor s Degree in recreation administration, bsiness, pblic administration, or related field, and five years of experience in mnicipal recreation administration inclding at least two years in a senior spervisory and management role with bdget and revene generation experience. However, we will consider any combination of edcation and experience that demonstrates possession of the reqisite knowledges, skill and abilities desired. A Master s Degree is desirable. Backgrond working for or with a mnicipal organization in parks and recreation is ideal, however someone with a backgrond in private sector recreation management or facilities, sch as a theme park (e.g., Disneyland) wold be exciting to also consider. Recent membership, involvement with California Parks and Recreation Society, National Park and Recreation Association and/or participation in other related professional organizations.
6 COMPENSATION & BENEFITS The City of San Rafael offers an attractive compensation and benefits program. The salary range for this position is $127,464 $154,932 annally DOQ/DOE, and a competitive benefits program inclding: Car Allowance: $350/month allowance or a city pool vehicle may be tilized Retirement: The City is a part of the Marin Conty Employees Retirement Association (MCERA) plan, which offers reciprocity between agencies in CalPERS (this is part of the 37 Act Conty System); Classic members receive 55 formla and PEPRA members receive 62 formla, with p to 2% COLA Health Insrance: Fll flex cafeteria plan which can be applied to a health plan or converted to an Opt-Ot cash payment.
