1 1 of 5 level: 4 credit: 6 planned review date: July 2006 sub-field: purpose: entry information: accreditation option: moderation option: special notes: Maritime People credited with this unit standard are able to identify the requirements for safe working practices; design and amend procedures to create safe working practices; monitor the use of procedures and practices; communicate and seek input on working practices and procedures; design methods and procedures to achieve results in activities and projects, and modify existing practices and procedures; and implement new and modified practices and procedures. Open. Evaluation of documentation and visit by NZQA and industry. A centrally established and directed moderation system has been established by Competenz. Enactments include: International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, Resolution 10, Regulations II/2, II/3, 1978; International Convention for the Safety of Life at Sea (SOLAS); Maritime Transport Act 1994; organisational policy, work rules and regulations; and Code of Safe Working Practice. The environment would include all operational and accommodation areas. The aspects of the environment would include: lighting, noise, atmospheric contamination, and physical hazards. The circumstances for handling potentially hazardous goods and situations would be either routine or non-routine procedures.
2 2 of 5 The causes of hazards would include: items of equipment used for the handling, stowage and movement of goods. Feedback is provided to supervising officer by way of: verbal reports, or written reports using incident report forms. Elements and Performance Criteria element 1 Design work practices and policies. 1.1 Work practices and policies are designed which emphasise the safety and wellbeing of others, and comply with current legislation, rules and regulations. 1.2 Officers with specialisations are to assist in the preparation and design of work practice plans and policies. 1.3 Plans are prepared for the implementation of corrective action for identified deficiencies in existing practices and policies. 1.4 Learning programmes are planned in order that personnel can acquire the necessary knowledge and skills required to maintain a safe working environment. 1.5 Responsibility for maintaining a clean, safe and healthy is delegated to those individuals who can personally control the. element 2 Maintain the safety of the. 2.1 Unsafe conditions and hazards which are within the individual s responsibility to resolve are dealt with promptly.
3 3 of Unsafe conditions and hazards which are outside the individual s responsibility to resolve at this level are reported promptly and accurately to the supervising officer. 2.3 Safety and protective devices required due to the nature of equipment are in place and functioning when required. 2.4 Warning notices are displayed where either regulations state the need for such notices or a hazard exists. 2.5 Organisational procedures, designed to safeguard personnel, plant and the external environment, are complied with. element 3 Maintain personal health and safety on board ship. 3.1 Approved personal protective clothing and equipment are used where the task being performed requires such clothing and equipment. 3.2 Organisational procedures, designed to safeguard personnel and plant, are followed. 3.3 Personal hygiene procedures are complied with. 3.4 Infectious or potentially hazardous health conditions are reported promptly to a supervising officer. 3.5 Safety omissions by any person are reported promptly to the supervising officer. 3.6 Precautions required to safeguard personal health are followed and implemented. Range: vaccinations, anti-malaria medication, tropical climate and country specific conditions.
4 4 of 5 element 4 Monitor and provide feedback on work practices and policy. 4.1 Work practices designed to promote safety and well-being are implemented in accordance with organisational policy. 4.2 Compliance with operational procedures and statutory requirements is monitored. 4.3 The knowledge and skills necessary for working in a manner which is in accordance with organisational safe practices and policy are effected through on-the-job training, drills and simulations. 4.4 Feedback on compliance with organisational policy and safe working practices is provided to individuals and the supervising officer. 4.5 Reports from personnel detailing unsafe practices are dealt with within a timeframe which reflects the severity of the unsafe practices and is rectified in accordance with established procedures. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards.
