8 Special Pay Updates Effective June 1, 2014, the designation of the following locations as imminent danger areas for Imminent danger Pay (IDP) purposes is discontinued: 9 land areas of East Timor, Haiti, Liberia, Oman, Rwanda, Tajikistan, United Arab Emirates, Kyrgyzstan and Uzbekistan 6 land areas and airspace above Bahrain, Kuwait, Qatar, Saudi Arabia, Serbia, and Montenegro 4 water areas of the Arabian Sea, Gulf of Aden, Gulf of Oman, and the Red Sea The water area and air space above the Persian Gulf
9 Special Pay Updates cont. IDP remains in effect for: Iraq, Afghanistan, Lebanon, Jordan, Pakistan, Syria, Yemen, and Egypt within the U.S. Central Command area of responsibility Combat Zone Tax Exclusion (CZTE) is a separate benefit established by Executive Order and does not require IDP as a prerequisite 3 areas no longer eligible for the loss of (CZTE): Kyrgyzstan Tajikistan Uzbekistan

11 GTCC Standard Operating Procedures YOUR RESPONSIBILITY IAW with IA GRAM #4 NAVADMIN (076/09) EVERY Sailor is required to have an activated GTCC per NAVPERS 1300/22 Expeditionary Screening Checklist PRIOR to arrival at The parent command will issue and activate IA Sailors GTCC
12 GTCC Standard Operating Procedures Parent Command Responsibilities GSA: =Agency Program Coordinator (APC) Mobilized Reservist: NOSC=APC All IA Sailors: Parent Command=APC. This is the command you departed from and are returning to after the completion of current IA orders.
13 GTCC Standard Operating Procedures Do BEFORE departing, verify by phone at that your card is ACTIVATED To manage your account online: Register at or by phone at Update your profile information (billing address, address, and contact number) using information above Monitor Your GTCC
14 GTCC Standard Operating Procedures Do Not: Allow your monthly bill to become overdue for ANY reason INCLUDING delayed travel claim liquidation Overdue bills can result in suspension, nonrefundable $29.00 late fee(s) and/or cancellation of card privileges

17 Uniforms Gear Issue Theater Commander Dictated / Linked to NE# Take your time to ensure everything fits Bring all gear issued into theater You are accountable for all issued gear Bring PT gear (several sets recommended) Make Sure Everything Fits!
18 Gas Mask Fitting Schedule will be posted. Stick to your designated time. You will be issued the M50 gas mask. If you have your M50 insert for corrective lenses, bring it. If not, medical will work to get you one. EUCOM, CONUS and SOUTHCOM do not need fittings.
19 Travel Most travel arrangements will be made for you Group travel Government Transportation If you have to make individual arrangements, you must contact SATO as per your TAD orders Do NOT change ticket/itinerary at the airport. All changes must be coordinated via your Action Officer, LNO, and SATO
20 Training Overview Many training sites are under FIRST ARMY Authority All Navy Conduct policies apply Fraternization, EO, Harassment etc. FIRST ARMY GENERAL ORDER #1 Applies to all Military personnel from any service No Alcohol No POVs No Harassment

23 Customs Notice for WTP There has been an increasing number of individuals trying to take knives (auto knives, piston/spring assisted) and weapon add-ons (optics, fore-grips, slings, lasers, lights, rail guards, etc.) home from theater that they've either brought with them, or bought while in theater If it wasn't issued or there isn't an NSN for the item, Customs WILL confiscate the item(s)
24 Return Home Warrior Transition Program (WTP) Third Location Decompression Program (TLD) for COSC All Sailors deployed to Afghanistan and Iraq are required to attend WTP-TLD in Sembach, Germany Beginning March 2017, all personnel deployed to AFRICOM or CENTCOM AOR are required to attend WTP-TLD in Sembach, Germany. All other IAs will receive a WTP-lite during DEMOB week WTP-TLD Curriculum Weapon/Gear Return Post Deployment Health Assessment (PDHA) COSC Briefs Return and Reunion Briefs Decompression Time Customs Redeploy Waiver requests to CO Personnel granted waiver of WTP-TLD will attend WTP-lite at instead

27 Rest and Recuperation (R&R) R&R policy is per DoDI of June 16, 2009 (incorporating ch. 2 effective Aug 13, 2013) AND OSD Memorandum of Clarification dtd 08 JUN Theater specific policies: CENTCOM Resolution(CCR) DEC 2015 (and MFR 07 DEC 2016) ARCENT memorandum (ACCG) 05 APR 2015 AFRICOM Instruction (ACI) C 05 MAY 2016 HOAINST K 01 APR 2016 Authorized R&R Locations/Destinations listed in Joint Travel Regulations (JTR) appendix U 2 types Chargeable R&R leave and non-chargeable R&R administrative absence (NC R&R)
28 Rest and Recuperation Admin Absence (non-chargeable R&R) NC R&R locations certified by OSD via memorandum every 2 years. Iraq/Afghanistan only locations currently authorized for NC R&R 15 day administrative absence that is not charged as leave and does not break HDP-T counter. Travel is funded by DoD Managed by ARCENT (EA for leave and liberty in CENTCOM) Eligibility criteria: 270 BOG/365 deployment orders. Afghanistan/Iraq deployers should not fill out p.13 or need to extend to qualify (shorter BOGs n/a. Extensions of BOG <270 will be operational only via VSA)
29 Rest and Recuperation Leave (chargeable R&R) Up to 15 days charged leave, travel funded by gov t, travel days not charged as leave R&R generally taken mid-tour but can be taken any time after 60 days in theater/prior to 60 days from departure. Eligibility: Must spend 12 or more months deployed to an authorized overseas R&R location. E.g. 365 days Boots-on-Ground or BOG. Pre-deployment training, processing does not count towards R&R eligibility. If BOG broken by leave or TDY >9 days away from R&R country, no longer eligible for HDP-T!!! Previous RC sourcing rules prevented Navy IA orders (RC/non vol) from being issued for 365 BOG. Cannot exceed 365 days TDY without USFF N1 or ASN waiver.
30 Rest and Recuperation Leave (R&R) Mitigation Strategy Within all current authorities to extend BOG at member s request Offering p. 13 to RC IAs who have BOG of 270 or greater to R&R leave locations No further action required for NC RR deployers!!! Return p. 13 to by end of processing week OR request until end of NIACT and return to LNO at NIACT who will return to USFF. Pay close attention to disclaimer regarding Hardship Duty Pay-Tempo (HDP-T) Request to extend will be processed by USFF AO and likely ORDMOD issued to reflect 365 BOG AC IAs can work with TACON command to submit Voluntary Service Agreement (VSA) to request extension after arrival at UDS. AC is handled case-by-case (detailer, parent command, losing/gaining command input needed) SCAN EAGLE missions cannot be extended by p.13 due to training constraints/rotational maintenance Disclaimer should be already eligible as written.
