1 SOUTH ASIA REGIONAL INITIATIVE MINUTES OF MEETING Prepared by: ED SARI 7th Steering Committee Meeting held in Bangkok on 26 and 28 March 2012 MEETING PARTICIPANTS CAA: CAA Bangladesh, DCA Bhutan, CAD Maldives, CAA Nepal, CAA Pakistan and CAA Sri Lanka. INTRODUCTION: The 7 th Steering Committee meeting was opened by the SARI Chairman, who emphasised that since the launch of SARI in August 2006, it was the first time the SARI Steering Committee was held at the level of the Chairman and Director Generals of the South Asian Aviation Authorities. Please refer to Annex 5 Opening Speech of the SARI Chairman. Absence of DGCA-India was highly regretted as well as the insufficient participation from the SA Aviation Industry only represented bymat. EU-SAARC Project management who was invited to attend day 2 of the SARI SC meeting was finally not authorised by the EC Delegation in Delhi to participate. The draft agenda distributed on 31 January 2011 was slightly amended by the deletion of the topic entitled Synergies between SARI and EU-SAARC as well as by the rescheduling of the EASA presentation. 2 2. OUTCOMES OF THE MEETING 2.1 SARI perspective and objectives The Steering Committee (SC) recognised that SARI has achieved valuable results fully matching its main initial objective which was the development of a regulatory convergence process for the South Asia region. It also acknowledge that this convergence process may not have been initially understood by all the SARI members States and this may explain some of the difficulties SARI has been facing since its implementation in The SARI States agreed that regulation convergence means harmonisation of aviation safety requirements in the whole South Asia region in order to facilitate mutual recognition of products, certificates and licences and consequently the development of the South Asian aviation sector. As SARI is in its initial phase, the SC expressed the need to limit in the short term the SARI field of activity to Airworthiness and to consider possible extension in the future to areas such as flight operations or ATM provided the difficulties SARI has been facing since 2007 have been definitively resolved. The Steering Committee also recognised that full harmonisation of aviation safety requirements in SA may justifythe development of a regional integrated system in the long term, similar to the establishment of a South Asian variant of the Joint Aviation Authorities. The present SARI Member States agreed to give further consideration to this objective in the coming months including the possible development of a road-map. The SC acknowledged that the main obstacles SARI is currently facing are the lack of recognition of SARI as an organisation and the apparent lack of strong commitment from associated SARI CAAs to work towards the full harmonisation of regulation. The SC identified the absence of a SARI legal framework as the origin of these obstacles. It was suggested to include SARI in the existing cooperation agreement on aviation safety signed by the 7 SA Members States which already includes COSCAP-SA. This option was given preference on a new agreement that may take time to draft and get approved at Ministry level. The SC also recommended extending the SARI scope of work to airworthiness regulation implementation which currently remains under the only responsibility of the SARI Member States. The SARI Terms of Reference will need to be revised to take this extension into account. The SC recognised the strong support SARI is receiving from COSCAP-SA and more particularly from its RPC and RAWE. Such support is expected to continue in 2012 and 2013 to secure the full implementation of the SARI Parts on airworthiness. Finally the SC agreed to monitor closely the SARI scope of work and delivery in order to ensure that no duplication of task exists between SARI and other cooperation projects such as COSCAP. 3 2.2 Difficulties encountered by SARI The SC was informed that the lack of fully qualified CAA airworthiness experts and the weak participation from the industry as well as inadequate communication lines between the SARI CAA WG members and their management in several SARI Member States were other issues slowing down the SARI process. Therefore, as short term actions the SARI Member States agreed: To improve communication between the SARI Working Group members and their CAA of origin to ensure that all efforts are made to develop a complete set of harmonised airworthiness requirements including the deletion of all National variant within an acceptable time frame to be defined by each SARI CAA. To act on their National aviation industry in order they participate more systematically in the Working Group activities. To make all possible efforts to increase the number of their CAA representatives in each SARI Working Group. To implement at National level a procedure involving the CAA and the National industry to review the outcomes of each SARI Working Group meeting at National level. To improve reporting line to the SARI CAA Member States, they also agreed to invite each Working Group Leader to attend the SARI Committee meetings in order to present the outcomes of their WG activity and the difficulties they encounter. Finally the SARI member States requested EASA to continue providing assistance for the implementation of SARI Parts until such time enough technical expertise is available in the region. EASA confirmed their commitment to provide assistance directly or through cooperation programme under the umbrella of the European Commission such as the EU-SAARC project on aviation. 2.3 SARI activities and achievements in 2011 a) Out of the 9 activities initially scheduled 8 have been delivered and one postponed to 2012 (1 st SARI M WG meeting): 2 nd SARI 66 & 147 WG meeting Pakistan -1 to 3 March 2011 EASA Part M Workshop Nepal 16 to 18 March 2011 EASA Part M Workshop Bangladesh 21 to 23 March 2011 SARI SSG Workshop Cologne 2 to 6 May rd SARI 66 & 147 WG meeting Maldives 4 to 7 July th SARI 145 WG meeting 26 to 28 July th SARI 66 & 147 meeting Nepal 18 to 20 October nd SSG exercise Sri Lanka 19 to 22 December 2011 The SARI Work Plan for 2011 was delivered according to plan and with the full support of the host countries for each of the activities. 4 b) The following has been achieved: 3 SARI Working Groups (WG) operating (145, 66&147, SSG). SARI Part 145 issue 1 dated 10 October 2010 currently under revision to reduce number of existing National Variants and include changes resulting from ICAO Annexes or EASA Part 145 amendments. New issue to be published in August SARI Part 66 Preliminary draft completed First issue including National Variants to published during summer SARI Part 147 Preliminary draft completed First issue including National Variants to be published during summer SSG Procedures tested and published. SARI Notice Proposal Rule Making (SARI NPRM) process developed and operating. 2.4 SARI Objectives for 2012 and 2013 a) For 2012 the Steering Committee recommended SARI: To focus on the airworthiness harmonisation activities which have already been launched. To work towards the deletion of the existing National Variants in the SARI Parts already published or completed and to monitor the implementation of these Parts. To develop a work plan compatible with the current resources of the SARI Member States. To start development of SARI Part M (Continuing Airworthiness) and SARI Part 21 (Initial Airworthiness). To start development of SARI Part M (Continuing Airworthiness) and SARI Part 21 (Initial Airworthiness) As a consequence the 2012 SARI work plan will include 9 activities that will be delivered in 7 countries. With respect to the draft work plan reviewed during the meeting, the SC suggested relocating to Kathmandu the first SARI Part M WG meeting currently planned in Delhi where 3 activities are currently scheduled in The request to relocate the meeting to Kathmandu has been addressed post meeting to DGCA India. In case the relocation of the 1 st SARI WG M meeting is accepted by DGCA-I, the 3 rd and 4 th SARI M WG meeting will be held in 2013 in Bangladesh and India. Pending the agreement of DGCA India to relocate the 1 st SARI M WG meeting and the confirmation / agreement from CAA Bangladesh and EASA of the dates for the 6 th SARI 66 & 147 WG meeting, the 2012 SARI Work Plan below is considered approved by the Steering Committee: SARI-7th Steering Committee-Minutes Final issue 4 / 13

The deletion of all National Variants unless a clear action plan has been established by the member States who may have difficulty to meet these objective. The implementation of SARI Parts that have been published. Other objectives may be defined during the next SC meeting depending of the SARI achievement in SARI Chairmanship The Chairman and Vice Chairman have been elected in 2011 for two years. Due to the retirement of Mr. Ghulam Murtaza from P-CAA a new Vice Chairman should be appointed. In order to enhance communication between SARI and the SA aviation industry Mr. Ahmed Fazeel from Maldivian Air Transport was proposed to fill the position. All the SARI Members States supported this proposal. Mr. Parakrama Dissanayake from CAA Sri Lanka remains SARI Chairman and Mr. Ahmed Fazeel becomes Vice-Chairman for SARI National Coordinators The list of SARI National Coordinators will be amended to include Mr. Susantha de Silva and Mr. Munawar Jamal Qureshi respectively as CAA Sri Lanka and CAA Pakistan National Coordinator. DCA Bhutan committed to provide the name of the National Coordinators from their aviation industry that has not been nominated yet. DGCA-India will be approached to nominate as well the National Coordinator from their SARI-7th Steering Committee-Minutes Final issue 5 / 13

6 aviation industry. The updated list dated 20 April 2012 including information provided after the meeting is attached as Annex CONCLUSIONS The SC confirmed the importance of SARI and all the participating Member States expressed the firm wish this initiative should continue, as SARI was recognised as the tool to reach regulatory harmonisation within the SA region. For the short and mid-term, SARI goals would need to focus on airworthiness, including development of regulations and ensuring implementation of these regulations in Member States (monitoring and follow-up). Efforts should be made as well to reduce the number of existing National Variants including on those impacting the National aviation law of the Member States. If applicable, training for airworthiness experts in SA may also be channelled through SARI. All efforts should be geared to avoid duplication of efforts by separate initiatives (COSCAP-SA and SARI). In that respect, SARI was considered to be the CAP of the COSCAP program. The DGs and DDG s of the Member States authorities will closely monitor the progress of SARI. Organising the SARI Steering Committee Meeting one day prior to the COSCAP-SA Steering Committee Meeting would enable an efficient and effective participation of the highest possible level during these meetings. The existing MoU between the SA states will be used as umbrella to further detail the scope of SARI through an amendment to this agreement. The draft of this amendment will be prepared by the SARI coordinator and Chairman/vice chairman, to be discussed and approved at the next SARI Steering Committee Meeting. The development for SARI for the long term (expanding to other safety related areas like for instance operations, ATM and airports) as well as the possible evolution of the SARI concept into a system like the South Asian Joint Aviation Authorities should be further discussed, taking into the further progress of SARI. The 2012 SARI Work Plan (refer to annex 3) is approved pending the agreement from India to relocate the 1 st SARI M WG meeting to Nepal.
