8 2012 International Association of Fire Chiefs wrote to the NFPA Standards Council to propose standard development on Mass Evacuation, echoing the concern of the National Governors Association Later in 2012, a private citizen wrote to propose standard development on Mass Sheltering Three organizations; FEMA, Association Of Venue Managers, and Red Cross publicly opposed creation of the standard.

This standard shall establish a common set of criteria for the process of organizing, planning, implementing, and evaluating a program for mass evacuation, sheltering, and re-entry 1.2 Purpose. This standard shall provide public officials, private stakeholders, emergency management personnel, and emergency responders the essential elements, common terminology, roles, evacuation stages, sheltering, and reentry phases
