7 Pre-Katrina Evacuation Planning

8 2012 International Association of Fire Chiefs wrote to the NFPA Standards Council to propose standard development on Mass Evacuation, echoing the concern of the National Governors Association Later in 2012, a private citizen wrote to propose standard development on Mass Sheltering Three organizations; FEMA, Association Of Venue Managers, and Red Cross publicly opposed creation of the standard.

13 Design of NFPA 1616 September 2013: first meeting of the technical committee Decision was quickly reached to base the standard upon the existence of an integrated Emergency Management AND Business Continuity [COOP] Program Make it an International Standard, not just USA specific.

16 Chapter 1 Administration 1.1* Scope. This standard shall establish a common set of criteria for the process of organizing, planning, implementing, and evaluating a program for mass evacuation, sheltering, and re-entry 1.2 Purpose. This standard shall provide public officials, private stakeholders, emergency management personnel, and emergency responders the essential elements, common terminology, roles, evacuation stages, sheltering, and reentry phases

18 Chapter 4 Mass Evacuation, Sheltering, and Re-entry Program Management The leadership commitment shall include the following: (1)Support the development, implementation, and maintenance of the program (2) Provide necessary resources to support the program (3) Ensure the program is reviewed and evaluated as needed to ensure program effectiveness (4) Support corrective action to address program deficiencies (5) Lead and support the program and execution of the evacuation, sheltering, and re-entry The entity shall adhere to policies, execute plans, and follow procedures developed to support the program

31 Annex F Re-entry Requirements Analysis- Following an evacuation, residents and business operators of a community will want to return as quickly as possible. Annex G People with Disabilities and Other Access and Functional Needs- Person with a disability and other access/functional needs are protected by a variety of civil rights laws Annex H Animals- integrating animal response in the pre-disaster planning undertaken by local government. Annex I Mandatory Evacuation- officials put maximum emphasis on encouraging evacuation and limiting ingress to potentially affected areas. Annex J Emergency Communication: Public Alerts and Warnings- First responders, emergency managers, the National Weather Service (NWS), and the media should develop a joint plan

32 Annex K Social Media Support- Social media has grown, not only as another major channel for broadcasting emergency communication to the public, but also as a means of conversing and engaging with the public as a whole community before, during, and after emergencies. Annex L Just-in-Time Training Support- just-in-time training (JITT) is to support evacuation, sheltering, and re-entry management of risk.
