AREA II - All Enlisted (E-7 and Below) of the Maine Army National Guard. PERMANENT CHANGE OF STATION (PCS): PCS expenses may not be authorized for this position. Authorization for payment of PCS expenses will be granted only after a determination is made that payment is in the best interest of the Maine National Guard. DUTIES: See attached duties and responsibilities. MINIMUM QUALIFICATION REQUIREMENTS: Each applicant must show how they meet the General and Specialized Experience listed below; otherwise, the applicant may lose consideration for this job. GENERAL EXPERIENCE: Experience, education, or training which demonstrates the applicant s ability to compare item identification against receiving reports and issue request forms; skill in using hand trucks, dollies, and other equipment to move stock; ability to use hammers, pliers, and other hand tools; and to follow oral and written instructions.

2 SPECIALIZED EXPERIENCE: WG-07 For WG-07 level must have nine (09) months experience or training handling and the ability to learn how to destroy explosives and toxic materials; follow safety procedures in the handling of ammunition, explosives and toxic materials. Experience which demonstrates the ability to use radial monitoring instruments, photographs, and chemical analyses. 1. Knowledge of the techniques used in the examination and classification of hazardous materials/waste. 2. Ability to use radial monitoring instruments, photographs, and chemical analyses. 3. Ability to learn how to destroy explosives and toxic materials. 4. Knowledge of safety procedures in the handling of ammunition. WG-09 For WG-09 level must have fifteen (15) months Experience interpreting wiring diagrams and facility blueprints, as well as scale indications in a toxic or radioactive environment. Experience planning work sequences and determining the requirements for serviceability of equipment, and knows the impact of repairs on related integral devices. Experience interpreting technical publications with the ability to assist subordinates or other employees in interpreting technical publications applicable to the detection, identification and destruction of numerous types of explosives and toxic materials. 1. Ability to plan work sequences and determining the requirements for serviceability of equipment 3. Selected applicant must be prepared to attend the appropriate school. OTHER REQUIREMENT: If offered this position, individuals shall complete a pre-placement medical examination as dictated by job hazard. Employees in health hazardous areas are required to participate in the MEARNG Medical Surveillance Program. If the position requires an immediate fill, individuals selected shall complete a baseline medical exam as soon as possible or within 30 days or will be terminated from that position. 5 D This position is located in the United States Property & Fiscal Office (USPFO) Supply & Services Division, Ammunition Supply Point (ASP). This is an Army National Guard (ARNG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to perform the handling, storage, examining, transporting, and identifying of ammunition and explosives to detect defects, serviceability, deterioration, and compliance with all ammunition and explosives regulations, acceptable standards, specifications, or contractual requirements, as well as policy and procedures. MAJOR DUTIES: 1. Performs Ammunition Inspections pertaining to the receipt, classification, storage, issue and shipment of ammunition items. May receive shipments of all types of ammunition and verify DA form 1348 against Depot surveillance Records for correct NSN and Condition Code. Insures commercial carrier delivering ammunition has been inspected in accordance with regulations and standing operating procedures. Verifies quantity of containers for accuracy of nomenclature, stock and lot numbers against shipping documents and signs for shipments. Receives turn-ins from using organizations, counts each item received and inspects for serviceability. Classifies material to assure compatibility of explosive items. Studies new material to determine how it functions, how it is constructed, and compatibility for storage purposes according to technical manuals. Assures that off-post shipments of ammunition by commercial carriers are in accordance with ammunition policies and procedures and in compliance with Interstate Commerce Commission (ICC) and DoD regulations. Assures that ammunition is managed by class in accordance with established regulations. (20%) 2. Conducts inspection of ammunition being turned-in to determine suitability for further training needs. Takes appropriate steps in the disposition of Ammunition Condition Codes H (ACCH) material. Ammunition Condition Reports (ACRs) are prepared and sent to item manager for disposition of restricted and/or suspended items. If disposition is determined to be locally demilitarized; contact designated Explosives Ordnance Disposal (EOD) team and assist with demilitarization mission. (30%) 3. Prepares items for shipment to other depots and/or installations. Using the correct Department of Transportation (DOT) regulations and packing requirements, ensures all shipments meet DOT requirements, are palletized and banded according to the hazard class division, and establishes the correct weight and cube. Uses appropriate technical manuals, determines the proper name and unit number. Ensures the appropriate 1348's are filled out and sent to Transportation Officer. Studies new material to determine how it functions, how it is constructed and compatibility for storage purposes according to technical manuals. Conducts observations and inspections of ammunition. In storage, inspects ammunition for corrosion from moisture and deterioration. Inspects for dents, loose detonators/fuses, discoloration and softness of dynamite and stains from nitroglycerin. Marks defective ammunition as prohibited for issue. Inspects ammunition of using organizations to determine its

6 condition. Ensures that safety and storage requirements are properly observed. Responds to units which have misfires and/or malfunctions with ammo items. Conducts inspection of ammunition being turned-in to determine suitability for further training needs. Maintains a list of suspended ammunition and prepares listing for reporting excess to proper authorities for disposition. Assures suspended ammunition is withdrawn and no lots issued. Prepares condition reports on all bad ammunition, suspended lots, etc. Directs packaging, stenciling, proper loading, and blocking of excess ammunition. (15%) 4. Verification Inspection. Performs a variety of routine and special inspections of conventional ammunition. Performs quality monitoring of maintenance operations, area inspections magazine storage inspections and basic load inspections. Assists Quality Assurance Specialist Ammunition Surveillance (QASAS) when requested. Maintains a variety of publications, regulations and files pertaining to work of the unit. The following are typical, but not all inclusive examples of work performed: Performs periodic, storage and special inspections and tests to determine quality safety and condition of a wide variety of ammunition, subcomponents, and materials used in the maintenance, modification and manufacture of ammunition items. Inspects such items as small arms ammunition, artillery and mortar ammunition, rockets, missiles, mines, grenades, bulk high explosives, propellants and propelling charges, etc. Inspects container, checks rounds and other items for defects and deterioration, and separates any questionable items for further inspection. Under the technical direction of a QASAS or designated representative, assists in the disassembly of ammunition and components for inspections. Uses Ammunition Peculiar Equipment to perform mechanical and electrical tests of ammunition, rockets and small missiles. Assists QASAS or designated representative in reassembling and repackaging ammunition items. Selects, marks, and packs test samples for shipment. Inspects incoming material from other installations or vendors for damage in transit, safety, serviceability, and compliance with applicable references, identifies items using the appropriate references, documents item markings and through personal contacts with project engineers. Exercises caution in handling of the material due to the unknown condition stability of the material. (15%) 5. Demilitarization Inspections. Monitors ammunition and explosive related operations at firing sites and demilitarization areas for adherence to regulations and procedures concerning explosives, compatibility, quantity distance, explosive and personnel limits, transportation and utilization of protective equipment. Inspects ammunition and components using appropriate Ammunition Surveillance Procedures. (7%) 6. Transportation Related Inspections. Inspects empty military vans and trucks to ensure that carriers meet standards for transporting ammunition, explosives, and other hazardous materials. Performs inspections of incoming and outgoing vehicles for blocking and bracing, compatibility and compliance with applicable storage and out-loading drawings security requirements, as well as compliance with applicable DOT regulations. Assists QASAS or designated representative in monitoring procedures for loading and unloading of ammunition onto or from military aircraft. Accompanies local ammunition shipments and receipt, when required to ensure safe and secure movement of material across public roads. Inspects storage facilities for proper storage, packaging, warehousing, structural defects, cleanliness, ammunition compatibility and compliance with Quantity-Distance requirements or applicable explosive safety waivers. Inspects lightning protection systems for proper grounding. Inspects ammunition items in storage for container condition, presence of fumes, external deterioration and marking, reporting any discrepancies or unsafe conditions to supervising QASAS or designated representative. Spot checks accountability and stock accounting procedures. (10%)

7 7. Propellant Inspections. Inspects propellant charge containers and bulk propellants in storage. Inspects condition of powder bags for service-ability, safety, and markings. Checks containers for serviceability and storage discrepancies and report s findings to QASAS or designated representative for action or implements correction actions. Collects, packages, and marks propellant stability test samples for shipment as directed by QASAS or designated representative in charge. (3%) Performs other duties as assigned. SKILL AND KNOWLEDGE Skill and knowledge necessary to recommend serviceability and detect hazardous or nonstandard conditions of ammunition and explosive items by visual examination or by use of test equipment. Technical knowledge of a variety of ammunition. Must be able to read, understand and research technical drawings, specifications, data sheets, serviceability standards, and technical manuals for ammunition and explosive items. Must have knowledge of regulations and standards for safety in receiving, shipping, storing, and handling of ammunition and explosives. Knowledge of inspection criteria related to commercial and military vehicles for unsafe mechanical conditions prior to loading with ammunition and explosives. Knowledge of environmental rules and regulations to ensure ASP has no infractions. Ability to operate motor vehicles and forklifts for loading/unloading, transportation, and storage of A&E materials. RESPONSIBILITY Works under the general supervision or designated representative of the Ammunition and Explosive Supervisor/Ammunition Manager in the area of receipt, storage, classification, and shipment of ammunition, receiving oral or written assignments and special instructions regarding procedures, regulations and directives. Works under the administrative supervision of the ASP supervisor or designated representative and technical supervision of the QASAS for areas related to inspection and testing of ammunition. The supervisor provides detailed instructions which concern the broad objectives and expected results of the assignment; deadline requirements, reporting formats, and other similar administrative matters. The Inspector receives little technical assistance during the course of the assignment. Review of completed work is concentrated on adequacy and conformance with desired objectives. Instructions and guides are usually available but are complicated, require careful interpretation, and involve modification in their application to specific work assignments. Job performance is based on technical knowledge, efficiency, adherence to standing operating procedures, and initiative-shown in performance of assigned tasks. PHYSICAL EFFORT Performs work on hard surfaces and in areas that require standing, stooping, bending, and working in tiring, and uncomfortable positions. Incumbent frequently lifts and carries munitions, equipment and packed containers that weigh 45 pounds or more. WORK CONDITIONS Work is performed indoors and outdoors in areas which may be hot, cold, damp, drafty or poorly lighted. Work areas are visually well-lighted, ventilated and some are climate controlled (heated-cooled). Workers are required to stand on floors of concrete, metal, or conductive compositions. They are required to wear safety shoes, eye and hearing protection, occasionally wear protective clothing including gas mask, respirator, butyl rubber gloves and aprons, cotton caps, and coveralls. They are regularly subjected to dirt, noise, fumes, industrial chemicals, and variations of weather and extremes of heat and cold. They are regularly exposed to all types explosives, propellants, pyrotechnic items and compounds and other irritants, i.e., nitroglycerin, trinitrotoluene (TNT), white phosphorous, red phosphorous, chlorobenzalmalononitrile (CS), cyanide (CN) and preservative compounds like pentachlorophenol (PCP), PA and PB. Adheres at all times to fire, safety and security regulations within assigned areas. Regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls and injury

8 from falling stock. Subject to exposure of explosive hazards and chemical fumes. Incumbent will work within an arc that has been identified as a plausible critical blast radius. Incumbent will be exposed to the possibility of explosion and flash fire. MAJOR DUTIES: 1. Conducts pre-issue inspection of ammunition items prior to issue. Checks each item for restrictions or suspensions. Inspects vehicles, equipment, and storage areas relating to the safety and security of Ammunition and Explosives (A&E). Advises using units on the proper procedures for completion of documentation for issue and turn-in of ammunition and residue. Performs receipt inspections on all ammunition and components turned in by using units. Assists in the inspection and classification of ammunition throughout the state. Provides input regarding causes of ammunition un-serviceability and takes appropriate action when ammunition deterioration is found to be other than fair wear and tear. Inspects small arms ammunition to ensure segregation of ball and blank ammunition. Supports inspections on all A&E residue returned to the ammunition residue yard. Certifies ammunition residue as explosive free. Initiates documentation for disposition of residue. Enforces safety regulations and is familiar with information regarding safety considerations. Possesses knowledge of the safe methods of performing different types of ammunition and explosive operations, (demilitarization, renovations, shipping, receiving, testing, inspection and storage). Participates in amnesty management including identifying, inspecting, segregating, determine serviceability, documenting, packaging for storage, and coordinating disposition. Operates forklifts, stake bed trucks, pallet jacks, and various hand tools. (25%) 2. Inspects ammunition, performs maintenance, care, preservation, shipping and storage operations, assuring compliance with Standard Operating Procedures (SOPs), safety regulations, drawings, etc. during operations. Conducts visual, mechanical, functional, static or dimensional tests as required. Uses and maintains test equipment including calibration equipment. Sets up and operates specialized Ammunition Peculiar Equipment (APE). Validates material to assure compatibility of explosive items. Spot checks ammunition accountability, and stock accounting procedures. Participates in required quarterly inventories. Conducts causative research by identifying material with lost identifications or found on post through verification inspection. Researches through data bases to identify lots and dates of arrival. Conducts compliance inspections on units at an Ammunition Holding Area (AHA), individual unit field AHAs and at unit locations if required. Monitors ammunition and explosive related operations at firing sites and demilitarization areas for adherence to regulations a procedures concerning explosives, compatibility, quantity distance, explosive and personnel limits, transportation and utilization of protective equipment. Inspects ammunition and components using appropriate Ammunition Surveillance Procedures. Performs Assists inspections of ammunition storage structures to assure safe storage, compatibility, explosive limits, identify structural deterioration and inventory and security practices.

9 Assists Explosives Ordnance Disposal (EOD) team with demilitarization mission. Attests to compliance with environmental policies and guidance. Inspects and/or tests of lightning protection systems. Participates in the physical security program in accordance with current Army Regulation (AR). Conducts and/or coordinates testing of the Intrusion Detection System (IDS). (25%) 3. Responsible for the requirements of all ammunition management documentation. Researches, analyzes, and completes the proper and required documentation of ammunition transfer records, surveillance records, ammunition condition reports, quality deficiency reports, magazine data cards and numerous other documentation and/or reports. Initiates and maintains inspection reports, publications, and files. Verifies all services suspension and restriction notices. Records inspection results to the Depot Surveillance Record (DSR) in the Munitions History Program (MHP). Assists in gathering information for the preliminary malfunction report noting all facts pertinent to this malfunction. Confers with Quality Assurance Specialist Ammunition Surveillance (QASAS), Ammunition Officer, or other experts to arrive at probable cause for the malfunction and makes recommendation on suspense action. Exhibits an in-depth knowledge of ammunition administrative procedures as outlined in Department of the Army (DA) regulations, pamphlets, and other applicable regulations. Researches and analyzes, maintain, technical manuals, drawings, and specifications to ensure assigned procedures are applicable to specific items. Participates in the development, revision and/or update of SOPs, as required. Adheres to SOPs and other regulatory guidance, during normal maintenance, care, preservation and other ammunition preparation operations, to assure safety of end product and safety during operations. Responsible to complete risk assessments, take necessary safety precautions to prevent accident, or incident, and prevent fires. Reports all accidents and incidents to supervisory chain in a timely manner, and complete all required documentation to record accident or incident. (25%) 4. Assists in the National Level Ammunition Capability (NLAC) resupply and excess management process as required. Receives shipments of all types of ammunition. Inspects conveyances carrying incoming/outgoing ammunition for damage, proper lot numbers, compatibility of contents, and compliance with directives and regulations. Performs damage-in-transit inspection. Partners with appropriate personnel to ensure route is established and documented; assures the load is compatible and properly blocked and braced for transportation and that all hazardous material manifests, firefighting instructions, vehicle placards, vehicle inspection reports, issue documentation, etc., has been properly prepared. Oversees or participates in preparing items for transport or shipment. (15%) 5. General knowledge of ammunition processes, regulations, and inspection requirements. Develops technical expertise through schooling, technical publications and personal experience of ammunition processes, regulations and inspection requirements. Assists with inspections and audits. Knowledge of basic computer programs. Ability to utilize computer skills in the research of munitions. Acquires a working knowledge of ammunition management systems to include Standard Army Ammunition System- Modernization (SAAS-MOD), Munitions History Program (MHP), Training Ammunition Management Information System (TAMIS) and NLAC. Develops training modules and blocks of instruction to train, retrain and maintain a ready force. Responsible to interpret drawings, prints, schematics, and specifications. (10%) Performs other duties as assigned.
