AREA II- All Enlisted (E5 - E7) of the Maine Air National Guard. For both Areas of Consideration, E5 (SSgt) must be promotable at the date of the job announcement closing, if not then candidate will not be eligible for consideration. PERMANENT CHANGE OF STATION (PCS): PCS expenses may not be authorized for this position. Authorization for payment of PCS expenses will be granted only after a determination is made that payment is in the best interest of the Maine National Guard. DUTIES: See attached duties and responsibilities. MINIMUM QUALIFICATION REQUIREMENTS: Each applicant must show how they meet the General and Specialized Experience and other requirements listed below; otherwise, the applicant may lose consideration for this job. GENERAL EXPERIENCE: Experience, education, and/or training which provided the applicant with a good understanding of administrative methods for accomplishing the work of an organization. This experience must reflect the ability to analyze problems, come up with practical solutions, and to communicate effectively with others.

2 SPECIALIZED EXPERIENCE: Must have twelve (12) months experience for GS-07 level or twenty-four (24) months experience for GS-09, which required the applicant to acquire and apply each of the following knowledge, skills, and/or abilities: Experienced in working within the definitions of laws, regulations, and policies. Experienced in working the military inspection programs and basic understanding of military missions, service structures, capabilities, and organizational functions. Experienced in applying analytical and evaluative techniques to analyze the self-assessment program plans. Experienced in developing training materials and instructing others in the basic inspector general program elements, activities and procedures. Capable and experienced in conducting interviews, reading reviews, and evaluating situations or conditions. Have a working knowledge of various office automation software programs, to include specific inspector general forms, tools, and techniques to support office operations to produce a variety of documents such as, letters, reports, spreadsheets, databases, and graphs. Have a working knowledge of inspector general investigations, understands how to conduct interviews, fact finding projects, and/or complete data analysis. Experiences may have included activities such as, approaching individuals who may be fearful, skeptical, or uncooperative during the questioning process of the investigation; establishing rapport with different personality types in order to glean appropriate information pertaining to complaints and allegations, and resolving complex problems. Experienced in applying conventional methods to gather, analyze, and evaluate information and data, draw conclusions, and recommend appropriate action. Skilled in comprehending procedures outlined in inspector general regulations and directives and experienced in applying them to complete conventional inquiries, complaints, Congressionals, etc. Experienced and confident in communication skills, both written and oral, to prepare comprehensive reports of investigation, responses to congressional staffers, and make presentations to high level management officials. Experienced in completing work assignments and handling problems and deviations in accordance with instructions, policies, previous training or established practices. Experienced in interpreting and executing policies using general guidelines and precedents. Experienced using learned judgments, initiatives, and resourcefulness in order to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems, research trends and patterns, develop new methods and criteria, or recommended changes to complete the required planning and programming requirements. Experienced in comprehending compliance or noncompliance activities. GS Knowledge of Wing missions/programs and organizational relationships. 2. Ability to work within command structure to meet program goals and objectives. 3. Skill in the use of multiple software systems. 4. Ability to communicate- orally and in writing- clearly and effectively. 5. Ability to organize thoughts, research materials, and manage projects. QUALIFICATION REQUIREMENTS: Applicant must have a current Single Scope Background Investigation according to Army or Air Force Personnel Security Program Management Directives; OR must possess or be able to obtain a National Agency Check according to applicable DoD Instructions, Army or Air Force regulations. NOTE: The applicant must possess or be able to obtain the proper clearance type and level within 12 months of appointment. Must not have any disciplinary action (Article 15 or Court-Martial) on military records for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships. For ANG Inspector General Program, applicants must meet the Program requirements as described AFI , The Air Force Inspection System, dated 21 April Must not have any Unfavorable Information Files, civil convictions (other than minor traffic violations), or open Inspector General Investigations. Mandatory Training. The incumbent must attend the USAF Basic Inspectors Course (BIC) for UEI or CCIP (as appropriate) and the Inspector General training Course (IGTC) within 180 days of assignment to an IG position. MEDICAL REQUIREMENTS: Must meet the military skill classification, military experience qualification, and military physical and mental health requirements as applicable and directed by the Department of Defense, the Department of the Army directives and/or the Department of the Air Force directives. Prior to appointment, an applicant s military medical record must indicate a current completed medical physical and cleared drug test. Normal color vision as defined in Army and Air Force Medical Examinations and Standards. No record of claustrophobia or claustrophobic tendencies. COMPATIBILITY CRITERIA: SDI: 8I000 For entry into this SDI, Airman must have completed the USAF NCOA Academy (correspondence or in residence). NOTE: the applicant must first qualify for awarding (or eligible to be awarded) of the designated compatible military skill to successfully qualify for a Series GS-1801 position INCENTIVE PROGRAM: Non-Technician Maine National Guard personnel who are participants (bonus recipients/student loan repayment program) may have their benefits terminated and/or recouped when employed as a permanent military Technician. PLEASE NOTE: Position may be converted to permanent at a future time with no further competition. **Position may be terminated with a 30-day notice due to lack of funding.

5 D This position is located in an Air National Guard (ANG) Wing Inspector General (IG) Office. This is an ANG Dual Status technician positions requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to serve as an Air Force Inspection System (AFIS) monitor for the IG Inspections managing the Self-Assessment program, providing feedback to FAMs on checklist quality, and compiling information from Management Internal Control Toolset (MICT) or most current automated systems, to ensure inspectors have all required information for directing the Commander s inspection program (CCIP). MAJOR DUTIES: 1. Serves as Wing Self-Assessment Program Manager (SAPM) and Management Internal Control Toolset Lead. Independently assesses wing programs and capabilities as reported in MICT in order to support the wing CCIP and exercise and evaluation program, ensuring compliance with legal and regulatory requirements, and ensuring the prioritized interest of the Air Force (e.g. SII, CII, etc) and Airmen needs are met. Validates and verifies wing, group, and squadron self-assessment (SA) program results to enable the Wing IG to plan, organize, and execute a wide range of activities for the CCIP under AFIS. Manages the SA by ensuring that the MICT is accurate and up to date. Coordinates with wing leadership, Major Command (MAJCOM) IG, MAJCOM Functional Area Managers (FAM), NGB FAMs and ANG/IG to provide feedback on Self-Assessment Communicators (SACs) quality, Staff Assistance Visit (SAV) effectiveness and trends identified. Ensures all wing SACs for locally developed instructions are IAW Air Force Instructions, are current and updated. Handles all MICT administrative permissions within the Wing to include assigning points of contact and reviewers for each SAC. Schedules unit SA, MICT, Inspector General Evaluation Management System (IGEMS) Training. Serves as the wing s focal point for assimilating pertinent data and information for the Wing IG, MAJCOM/IG, ANG/IG and to higher headquarters FAMs as required. (30%) 2. Performs analysis of unit self-assessed capabilities versus inspection requirements to build inspection sampling strategies. Establishes and utilizes metrics and analysis systems to assess efficiency, effectiveness, and compliance with regulatory procedures to enable Wing IG to determine the most efficient exercise and inspection scenarios to minimize costs and maximize unit readiness. Interprets data within MICT to allow Wing IG to focus inspection efforts appropriately. Aids in developing inspection criteria for exercises based on analyzed MICT data. Analyzes data from multiple sources (MICT, IGEMS, Status of Resources & Training System (SORTS), Defense Readiness Reporting System (DRRS), Air Expeditionary Force (AEF) Reporting Tool (ART), etc) to detect excellence and deficiencies, and to report trend information. Uses analyzed data to formulate and execute exercise scenarios relevant to the Wing's primary mission and the surrounding environment. Assists in the scheduling, planning and execution of inspections/exercises including short-notice and no-notice inspections/exercises at all organizational levels of the wing to include GSUs. Oversees and validates self-assessed unit compliance and capability to execute combatant command missions. Assists and trains the Wing Inspection Team (WIT) to accurately perform inspection duties utilizing MICT. Develops and coordinates data for Wing IG to brief monthly (or quarterly) Commander s Inspection Management Board (CIMB) results to the Wing Commander. Analyzes MICT and SA feedback and develops strategies to validate identified observations. Runs reports, collects data, results, and MICT status for the Wing Commander s Inspection Report (CCIR). Gathers and analyzes unit reporting data to ensure compliance with federally mandated programs which include, but are not limited to, IO; WII; and VAP. If applicable, compiles data to report nuclear, conventional and expeditionary readiness and to evaluate corrective actions for identified deficiencies. (25%)

6 3. As the Wing SAPM and MICT technical expert, trains IG personnel, WIT, and group, squadron, and flight SAPMs on the proper use of MICT. Trains WIT members on how to derive data and validate MICT inputs during inspections. Identifies, troubleshoots and corrects MICT and IGEMS malfunctions and assists in correcting MICT and IGEMS operator errors. Accurately interprets MICT answers, observations and timelines and helps the appropriate Point of Contact (POC) to implement proper countermeasures. Runs IGEMS and MICT reports to gather data for trend analysis of the wing s SA program. Compares and validates proposed corrective actions in MICT and IGEMS so Wing IG can assess effectiveness. Follows-up with all unit s progress on correcting MICT observations and IGEMS deficiencies. Utilizes MICT and IGEMS to facilitate the CCIP. Identifies CCIP trends and employs Root Cause Analysis (RCA), such as AFSO21 processes for deficiency and observation resolution. Ensures corrective action officers are answering selfassessment observations in MICT and post-inspection results in IGEMS in an accurate and timely manner IAW with AFI timelines. Compiles information from MICT and IGEMS to ensure inspectors have all information for CCIP inspections/exercises, validation and verification. (25%) 4. Represents the Wing IG with a variety of wing, functional area, local community, state and federal organizations. Establishes, develops, and maintains effective working relationships with ANG/IG, NGB staffs, MAJCOM staffs, State IGs, and wing leadership at all levels on matters concerning Air Force inspections. Represents the Wing IG and the Inspections Directorate at conferences, meetings, seminars, briefings, and other official functions. Advises the Wing IG, IGI and IGI Superintendent on self-assessment trend data. Meets with key customers (e.g. wing leadership, local law enforcement/first responders, federal agencies such as FAA, and inspectors) and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, wing, command, or agency. Identifies and participates in special projects, and initiates milestones and goals. (10%) 5. Provides advisory services to individuals, other staff offices, managers, supervisors and employees concerning the IG program and processes. Explains and interprets AFIS and CCIP inspection program and AFI requirements to all Wing personnel. Explains and refers complaint procedures, Freedom of Information Act (FOIA) and Privacy Act (PA) inquiry procedures, and Fraud, Waste and Abuse (FWA); etc, and responds to a variety of inquiries concerning redress available to military and civilian members. Coordinates with the Civilian Personnel Office to ensure that complaints and inquiries from civilian employees are processed properly under the appropriate appeal or grievance procedure. Comprehends procedures outlined in IG regulations and directives and applies them to the handling of conventional inquiries, complaints, Congressionals, etc. If directed, processes FOIA and Official Use Requests (OURs) from complainants, Congressional offices, third parties, commanders, IGs, judge advocates, and the Department of Justice. Ensures the integrity and confidentiality of the IG Program, including FWA disclosures, are maintained to help prevent unwarranted invasions of privacy. Performs IG duties IAW the Council of the Inspectors General on Integrity and Efficiency s (CIGIE) Quality Standards for Inspection and Evaluation. (10%) 6. Performs other duties as required. OTHER SIGNIFICANT FACTS: 1. May be required to travel by military or commercial air to conferences, meetings, or other functions away from the normal duty station.

7 2. Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance. 3. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. 4. IAW AF guidance, incumbent must attend the USAF Basic Inspectors Course (BIC) for UEI or CCIP (as appropriate) and the Inspector General training Course (IGTC) within 180 days of assignment to an IG position; and Wing IG inspectors of nuclear-capable units will complete the USAF Nuclear Inspectors Course within 180 days of assignment to an IG team. Successful completion of other courses will be accomplished IAW applicable DoD, AF and National Guard Bureau regulations.
