2 VRC COMMAND HISTORY 1. Command Composition and Organization: a. Fleet Logistics Support Squadron FOUR ZERO (VRC-40) is assigned the joint tasks of Carrier-Onboard-Delivery (COD) and Naval Special Warfare Support Service to the Navy's SECOND, FIFTH, and SIXTH Fleet. VRC-40 performs these missions in the C-2A (R) "Greyhound" Aircraft. b. The Grumman C-2A carries the largest cargo pay-load of any fixed wing carrier aircraft and is the mainstay of the Carrier Battle Group logistics support effort. The Greyhound's optimum fuel efficiency and range enable VRC-40 "Rawhides" to provide invaluable service to the vast SECOND, FIFTH, and SIXTH Fleet operating areas. VRC-40 directly affects the combat readiness of every Atlantic Fleet Carrier Battle Group, supporting up to six carriers at any given time. The Rawhides have a unique operating environment. VRC-40 operates 365 days a year whenever and wherever an Atlantic Fleet Battle Group is underway. The Rawhides do not deploy as a unit; instead, a twoplane, self-sustaining detachment is assigned to each deploying Carrier Battle Group. The detachment operates embarked or from land based sites, providing the Battle Group with flexible and expeditious delivery of high priority personnel, mail, and cargo. VRC-40 also supports all Atlantic Fleet Carriers in routine SECOND Fleet exercises. c. The homeport of VRC-40 is Naval Station, Norfolk, Virginia. d. VRC-40's Immediate Superior in Command is Commander, Airborne Early Warning Wing, U.S. Atlantic Fleet (COMAEWWINGLANT), also located at Naval Station, Norfolk, Virginia. e. The Commanding Officer from 12 March to present is Commander James A. Hubbard.

5 3. Narrative: VRC Cc)MWNl HISTORY 1-31 Oct: Supported the USS DWIGHT D EISENHOWER (CVN 69), USS HARRY S TRUMAN (CVN 75), and the USS GEORGE WASHINGTON (CVN 73) in the PROA, JAXOA, and 1-22 Nov: Supported the USS GEORGE WASHINGTON (CVN 73) and the USS THEODORE ROOSEVELT (CVN 71) in the Nov: Conducted Field Carrier Landing Practice at NAS Key West, Florida 1-18 Dec: Supported the USS DWIGHT D EISENHOWER (CVN 691, the USS GEORGE WASHINGTON (CVN 73), and the USS HARRY S TRUMAN (CVN 75) a. The VRC-40 "Rawhides" have successfully completed another active year. The Rawhides surpassed 16 years of mishap free flying on 23 August 1999 to include 74,000 flight hours and 10,000 carrier catapults/arrested landings. This is only one of the hallmarks of accomplishments for VRC-40. The squadron enhanced its efficiency by incorporating contract maintenance to supplement manning shortfalls. The cohesion of civilian maintainers and enlisted personnel has improved the working knowledge of the aircraft maintenance personnel. The squadron also has one of its aircraft participating in an Inertial Navigation System upgrade for mission enhancement. Included in these accomplishments is support for six aircraft carriers, deployed detachments, and detachments to Puerto Rico and Key West for training. b. VRC-40's secondary mission is Special Warfare support for the U.S. Navy SEALS. VRC-40 implemented an innovative way to deploy two SEAL Combat Rubber Raiding Craft (Ducks), increasing the prior airdrop limitation of one duck from the C-2. The ability to drop two Ducks from one C-2 has thoroughly enhanced SEAL/C-2 mission capability.

6 VRC CObMMD HISTORY c. Public Relations could be considered one of the Rawhides1 most important missions. VRC-40 is routinely a Distinguished Visitor's (i. e., Ambassador, Foreign Dignitary, Celebrity, etc...) first impression of the U.S. Navy. VRC-40 takes pride in providing professional service and public relations to all the men and women who fly with the Rawhides. VRC-40 also participates in nationwide airshows to promote the Carrier-Onboard-Delivery (COB) Community and the U.S. Navy. d. VRC-40's impressive 1999 statistics include: Total Passengers carried: 21,871 Cargo carried: Mail carried: 2,222,719 lbs 735,324 lbs Arrested Landings: 1,031 Sorties : 1,525 Flight Hours: e.
