2 VRC COMMAND HISTORY 1. Command Composition and Organization a. Fleet Logistics Support Squadron FOUR ZERO (FLELOGSUPPRON FOUR ZERO) UICs and 09303, is assigned the task of Carrier-Onboard-Delivery (COD) service to the Navy's SECOND, FIFTH and SIXTH Fleets. VRC-40 performs this mission in the C-2A (R) "Greyhoundff Aircraft. b. The Grumman C-2A carries the largest cargo payload of any fixed wing carrier aircraft and is the mainstay of the carrier strike group logistics support effort. The Greyhound's optimum fuel efficiency and range enable VRC-40 "RAWHIDES" to provide invaluable service to the vast SECOND, FIFTH and SIXTH Fleet operating areas. VRC-40 directly affects the combat readiness of every Atlantic Fleet Carrier Strike Group, supporting up to six carriers at any given time. The RAWHIDES have a unique operating environment. VRC-40 operates 365-days a year whenever and wherever an Atlantic Fleet Carrier is underway. The RAWHIDES do not deploy as a unit; instead, a two-plane, selfsustaining detachment is assigned to each deploying Strike Group. The detachment operates embarked and from land-based sites, providing the strike group with flexible and expeditious delivery of high priority personnel, mail, and cargo. c. The homeport of VRC-40 is Naval Station, Norfolk, Virginia. d. General Contributions to the Logistics Community: Although each link in the logistics chain is important, the task of completing the "final mile," (the delivery of high priority cargo, mail, and passengers to the carrier) falls to the RAWHIDES of VRC-40. VRC-40 prides itself on service to the fleet with safety, dependability and courtesy. The men and women of VRC-40 are dedicated and devoted to the mission of the Navy. VRC-40 carried over three thousand passengers and delivered over five hundred thousand pounds of cargo and mail in support of the war on terrorism. The RAWHIDES maintained a 100 percent sortie completion rate throughout three deployments, which contributed directly to the readiness of the Navy during Operations IRAQI FREEDOM and ENDURING FREEDOM.

10 VRC-40 also continued to lead the community in Aviation Safety using the Secretary of the Navy's three-tiered approach. By empowering the leaders of this command to develop and implement best practices; maximizing our resources to educate our Officers and Sailors; and building an infrastructure with our most experienced leaders to ensure Safety in this community is never compromised. This was a major contributor to the RAWHIDES achieving the milestone of 20 years class "Aff mishap free. The squadron is leading the charge in providing logistic support today and tomorrow, while keeping safety paramount. The RAWHIDE Team continues to play a vital role in the overall effort to improve the Greyhound by installing the TCAS and TAWS system in four of its aircraft. Thus, improving the greyhound in the years to come while maintaining safety as its number one goal. Despite manning shortfalls, VRC-40 once again epitomized the philosophy of "working smarter, not harder." As the demand for COD services increased substantially this year, the C-2A has become one of the most visible assets in the deploying Strike Groups. Despite having fewer aircraft available, the RAWHIDES completed all training requirements and provided outstanding combat logistics, and all of it in support of freedom. In light of this aspect, this squadron has worked diligently to maximize the utilization of deployed assets, and has re-organized its SORTS reporting to provide up to date readiness information to the highest levels of the military command structure. VRC-40 also saw an unprecedented level of foreign military interaction this year. Detachment Five and Detachment One simultaneously deployed to the Eastern Mediterranean, in order to establish a forward Logistics Support Site through which vital logistics support was provided to the TRUMAN and ROOSEVELT Carrier Strike Groups as they fulfilled their missions in support of Operations IRAQI FREEDOM and ENDURING FREEDOM. While both Detachments were operating in the Mediterranean Sea, they provided logistics support from multiple countries, including Morocco, Turkey, Spain, Portugal, Albania, Slovenia, Azores, as well as Italy and Greece. The RAWHIDES made history in June of 2003 in support of the Presidential visit to the USS ABRAHAM LINCOLN. Hand-picked by COMNAVAIRFORCE, VRC-40 provided support to the West coast based carrier by bringing a three plane detachment to handle the transport of key White House personnel. During this highly publicized and visible event, the RAWHIDES maintained a 100% sortie completion rate.

11 Overall, CY 2003 presented VRC-40 with many challenges. The RAWHIDES met all challenges with dedication, dependability, and courtesy in the support of freedom. 8. Medical Readiness: a. COfs Remarks: The RAWHIDES of VRC-40 have consistently excelled in supporting the war on terrorism and provided uninterrupted logistic service to carriers throughout their work up cycle. The RAWHIDES have risen to all challenges presented during Operation IRAQI FREEDOM as well as meeting the continuing demands of ENDURING FREEDOM. The dedication and hard work of the men and women of VRC-40 were abundantly evident as the nation waged war against a repressive Iraqi regime in support of Operation IRAQI FREEDOM. Detachments ONE and FIVE, with an increased operational tempo, furthered their professional reputation by providing unsurpassed logistics support to the USS ROOSEVELT and USS TRUMAN Strike Groups enabling the Carrier Air Wings to maintain peak operational readiness. There is simply no other logistics squadron in the Atlantic Fleet that more directly affects combat readiness. By rising to the diversity of challenges placed on them throughout CY 2003, the RAWHIDES kept the steady supply of high priority parts and.essential people moving to the carriers and their Air Wings. VRC-40 achieved an astonishing one hundred percent sortie completion rate, even when heavily tasked supporting multiple CVN's engaged in combat operations. Additionally, as a tool for public relations, RAWHIDE aircrews provided the first and universally outstanding impression of the U.S. Navy to leaders and dignitaries throughout the world.

12 The exceptional motivation of RAWHIDE Sailors manifested itself in the flawless mission completion rates and remarkable appearance of its aircraft. VRC-40 men and women are the front runners of the Navy, performing one of the most critical of all missions. The safe movement of our Sailors and distinguished visitors has to be, by its nature, a 'zero defect" program, and the RAWHIDE professionals consistently succeeded in this endeavor. It's because of the sheer will and pride of the RAWHIDE team that the C-2A aircraft, despite their age, are maintained to the highest standards of material condition and safety. Their extreme effort and sacrifices merit the recognition as winners of the coveted 2003 Battle Efficiency award.
