2 Page 2 PRESIDENT S MESSAGE Ms. Remona Aden President s Message A Year in Review Greetings ASMC Members, Congratulations! This past year has been phenomenal! I salute and thank you all for your unwavering dedication, support and commitment to achieving excellence in all of our endeavors during the past year! Because of your support, my term as your Chapter President was exciting, educational and rewarding! It was through your desire and dedication that our Chapter flourished! As I reflect back on this year, I think of the sheer energy and determination that we all displayed as we dared to dream and challenge ourselves to be the epitome of professionalism, excellence and transformational leadership. We emerged on the scene with forward-thinking ideas, coupled with a methodology to practice WIT (Whatever it takes) to achieve financial excellence! With these crafted tools, we embraced our mission to promote education, training and professional development with an unprecedented vigor that enabled us to soar and shine as we excelled time and time again! ASMC offers us so many opportunities to grow, inspire others and take on greater roles as future leaders. This past year our members were afforded vast opportunities to lead. Thank you all for meeting the challenge head on and embracing your leadership roles with vigor and enthusiasm. Exciting things happened all year long as our membership jumped in with both feet Giving them Something to Talk About in all areas of professional development, education and training. Our members were thoroughly engaged this past year, leaping off the sidelines and getting excited about training. We took charge of our professional destinies by displaying a level of energy, passion and thirst for professional growth that was unmatched! Together, we delivered a powerful message that, yes, - education, professional development, and continuous learning are definitely something to talk and get excited about! Our goals this past year were simple: 1) Get fired up and execute ASMC s mission of promoting education, training and professional development; 2) Support DoD s goal to transform the workforce to a highly-skilled and well-trained force; 3) Focus on Giving Them Something to Talk About in all areas of education, training and professional development ; and 3) Practice WIT to achieve professional and financial excellence. To accomplish our goals, we needed to elevate our game by: 1) Increasing our membership; 2) Increasing participation at our Chapter events; 3) Increasing awareness of our Chapter and ASMC; 4) Ramping up our community service efforts; 5) Increasing our CDFMs; 6) Bringing in Subject Matter Experts; 6) And most of all, we needed to DREAM BIG! Our members got fired up and responded to our goals with energy, passion and determination, and we exceeded all expectations. Below are some highlights from accomplishments of the past year: MEMBERSHIP: Our membership growth soared this past year enabling us to increase membership by 76% and transform from a small-size category Chapter to a medium- sized Chapter. WOW! Now that s Giving them something to talk about. Everyone watched as we conducted ourselves, our Chapter meetings, and our training events with the utmost professionalism, enthusiasm and drive. Chapter Participation: Participation at Chapter meetings and luncheons doubled this past year. Strategies such as targeting exciting facilities and restaurants to host our meetings; obtaining highly-skilled, motivated and respected subject matter experts as guest speakers; and providing key topics of interest contributed immensely to the increased participation. Chapter Website: This year the Chapter s website was developed and serves as a key information point for our members as well as non-members. Mini-Professional Development Institute (PDI) Conference, 24 Jan 2012: The Forty-Niner Chapter hosted a Mini-Professional Development Institute (PDI) conference on 24 January 2012 at the Woodlake Hotel (formerly Radisson Hotel), located at 500 Leisure Lane, Sacramento, CA from hours. The theme of the Mini-PDI was: Professional Excellence the Road Ahead. The Mini-PDI was a premier training event that offered six general session speakers; twelve workshops; onsite CDFM testing provided by the Director of Certification; networking opportunities; social Meet and Greet Dinner; and awarded seven (7) Continuing Professional Education (CPE) credits to conference attendees. The Mini-PDI was hailed an overwhelming success and recognized as a Five-Star training event nationally, regionally and locally by ASMC Leadership, DoD Leaders, and both private and public sector leaders/conference attendees. The Mini-PDI received sponsorship from the Graduate School USA. There were over 150 attendees and over 16 guest speakers. The Keynote Speaker for the Mini-PDI was: COL Dwight D. Watkins, Deputy Director of Resource Management, HQ, US Army Corps of

COL Watkins provided a detailed overview of the Civilian Education System, Professional Development and FY12 Fiscal Challenges. Other general session speakers included: COL William Leady, Cdr, US Army Corps of Engineers, Sacramento District; MAJ Michelle Griffith, Comptroller, Beale AFB, CA; Ms Claudia Carr, Director of Certification, ASMC National Headquarters; Ms Felicity Wood, Auditor, City of Sacramento; Mr. Raymond Vaudo, Business Development Executive, Graduate School, Los Angeles, CA. All presentations are available on line on the Chapter Website. All Speakers (including workshop presenters) were awarded Certificates of Appreciation for their professional speaking services, and a donation in each speaker s name, was donated to the Make-A-Wish foundation. The Mini-PDI welcomed twelve Workshop Presenters and Speakers who provided detailed training on a variety of hard and soft topics: Ms Julie Scheid, Chief Financial Officer and Chief, Business Resources Division, US Army Corps of Engineers. Ms Scheid provided a briefing on Professional Development and Interview/Resume techniques. Mr. Tim Smith of Smith-Mottini Financial Advisors, Roseville, CA, who provided a briefing on Financial Planning. Mr. Randall Yee, Internal Review Office, US Army Corps of Engineers, Sacramento District. His briefing was entitled 8 CG Decisions. Mr. James Kojak, Chief, Air Force Audit Agency, Travis AFB who discussed Fraud Related IC. Ms Claudia Carr, Director of Certification, ASMC National Headquarters, provided a workshop on the CDFM Program. Ms Patti Adair Ahle, Budget Officer, US Army Corps of Engineers, Sacramento District, provided a workshop on ADA Violations. Mr. Kevin Rankin, Comptroller, Defense Microelectronics Activity, McClellan Air Force Base, gave a detailed overview of Comptrollership 101. Ms Jan Luoma, Federal Health Occupation Nurse, US Department of Health & Human Services provided a workshop on stress management. Ms Harriet Richardson, Auditor from the City of Berkeley, discussed Performance Auditing Techniques during her workshop. Ms Evelyn Hatfield of Hatfield & Associates, Portland, OR provided a workshop on Retirement Planning. Mr. Gregory Matayoshi, Consultant IntelliBridge Partners and President of AGA, provided a workshop on Construction Fraud. Mr. James Hall, Comptroller, US Army Corps of Engineers, Sacramento District, provided a workshop on Extracting Financial Data/Information Using DataMart. The 2012 Meet & Greet & Mini-PDI Follow-On Dinner: 23 January 2012: As part of the Mini-PDI and to promote networking opportunities for Mini- PDI attendees, the Forty-Niner Chapter hosted a Mini -PDI No-Host Bar at the Woodlake Hotel Sacramento from hrs (Crocodile Bar) with a follow-on dinner in Old Sacramento, CA. The Mini- PDI dinner was held at the Ten22 Restaurant, 1022 Second Street in Old Sacramento, CA. There were over 50 attendees at the Mini-PDI dinner. The dinner was a tremendous success and contributed to the overall success of the Mini-PDI. CDFM Testing: During the Mini-PDI: CDFM Testing on all modules was offered on 23 & 24 January 2012 from in the Executive Board Room at the Woodlake Hotel. Testing was conducted by Ms Claudia Carr, Director of Certification, ASMC National Headquarters. Several ASMC members received Certificates of Achievement from Chapter leadership for passing one or more modules towards becoming Certified Defense Financial Managers. Mini-PDI Rating: At the completion of the Mini-PDI, participants completed an evaluation form. Ninetyeight percent of the evaluation forms were received. Overall, the Chapter received a resounding Grade A and Excellent Rating for implementation of the Mini-PDI. Copies of some of the evaluation forms may be viewed on the 49er Chapter Website, along with excerpts from various DoD leaders displaying laudatory comments of a successful Mini-PDI event. Certified Defense Financial Manager (CDFM) Overview Half-Day Training Session, 19 Oct The ASMC Forty-Niner Chapter conducted a Certified Defense Financial Manager (CDFM) half-day overview training session on Wednesday, 19 Oct 2011, from hours. The CDFM training session was held at the US Army Corps of Engineers, Sacramento District, Room 814, located at 1325 J Street in Sacramento, CA There were over 40 attendees from DoD Agencies including US Army Corps of Engineers, Beale AFB, Travis AFB, 63 rd RSC, and US Army Corps of Engineers, South Pacific Division. Four (4) Continuing Professional Education (CPE) credits were awarded. The training was sponsored by ASMC National Headquarters and was open to All (ASMC and non-asmc members). There was no cost to attend the training. The training session was taught by Mr. William (Bill) Arnold, CDFM-A, CCA, from ASMC National. The CDFM Training Session was entitled The Value of the CDFM Designation. These are only a few of the many accomplishments of an incredibly successful year together. Congratulations on a stellar year! Undoubtedly, our Chapter will continue to grow and flourish as we stay committed to the pursuit of continuous learning, education and professional development. 4 Page 4 TREASURER S REPORT Mr. Frank Dimora Treasurer Greetings to all our 49er Chapter Members. I am pleased to announce our financial position especially after our successful PDI held on 1/24/2012. Our total checking account balance is at $8, which includes the Feb 2012 statement. Here are the results of our Mini- PDI. We made a total profit (after all our expenses) of $ We made a donation to Make a Wish Foundation for our guest speakers for $ The remainder of our profit went to the scholarship fund. Meet and Greet Dessert Table SCHOLARSHIP COMMITTEE Mr. James Kojak Scholarship Chair SECRETARY S REPORT No Scholarship or Continuing Education Packages were submitted for consideration this year! Ms. Diane Mc Cary Secretary The Forty-Niner Chapter ASMC held two meetings this quarter Jan Mar 2012: The Forty-Niner Chapter ASMC sponsored a Mini-PDI first ever this year on 24 Jan 2012 at the Woodlake Hotel in Sacramento, CA. What a success! Over 150 people attended the Mini PDI. There were guests/keynote speakers, workshop presenters, individual sessions, breakfast/ lunch provided, raffle collection and networking throughout the event. The Mini-PDI was a great opportunity for all! Individuals had a chance to earn seven Continuing Professional Education (CPE) credits, and there was on-site testing for those wishing to become Certified Defense Financial Managers (CDFMs). In a nutshell a fantastic job, to include positive feedback and the goal was to provide attendees with the highest level of training and without a doubt this was achieved. Thanks to all for their unwavering support, enthusiasm and dedication to accomplish such a fantastic yet educational event. The second meeting will be held 22 March 12, at Tequila Museo Mayahuel Restaurant in Sacramento. The keynote speakers are Kyle Keer and Mark Cowan, COE, who will speak on Leadership. The agenda also includes the Mini-PDI review and awards, outgoing officer certificates, CDFM awards, installation of officers, chapter goals and objectives. The chapter continues to do fundraisers and raffle off gift baskets each quarter to support our scholarship fund, thanks to all for participating. A

5 Page 5 VP SACRAMENTO AGENCIES Ms. Dee Martin Vice President, Sacramento Office Hi everyone. This is our last newsletter for the current term of officers. It has been an exciting and fun-filled year with many outstanding events for development of your skills and increasing your breadth of knowledge in the financial arena. Our premiere event this past year was our recently held Mini-PDI and it definitely exceeded everyone s expectations in quality, quantity and knowledge. We received a significant number of outstanding comments regarding the event and speakers. Thank you to everyone in the chapter that spent many, many hours of their own time and weekends to ensure that this event was a huge success. Our current membership at the Sacramento Agencies is up to a whopping 103 (with 49 at the Army Corps alone)! Keep up the great job of recruiting new members. As always, I want to encourage each of you to invite your coworkers or anyone else that you think would like to attend or that might benefit by attending one of our luncheons and meetings so they can hear our speakers and learn more about the benefits of becoming a member of ASMC. Respectfully, DEE MARTIN Vice President FINANCIAL TOPIC Proposed DoD Financial Certification Program - Imminent The time is here! As financial managers and fiscal analysts, we must focus our energy on the requirements needed to satisfy the upcoming proposed DoD Financial Management Certification Program. Undoubtedly, this will mean an intense focus and heightened energy on obtaining the necessary Financial Management certifications and educational base needed to prepare us for the road ahead! DoD has elevated its goal to become auditable from 2017 to DoD s commitment to obtaining an Auditable Financial Statement is a key driver for financial managers. Thus, we must hone our critical-thinking and decision-making skills as we continue on our path of a learning organization. We must strive for excellence with the ultimate goal of obtaining the necessary skill sets (including test-based certifications) needed to demonstrate our fiscal expertise and technical proficiency. This will ensure we, as financial managers, are able to support the overall goal of DoD as well as contribute to our ability to provide absolute assurance to the Taxpayers that we are able to handle the vast fiscal problems of the future. Although not finalized, undoubtedly, the newly proposed DoD Financial Certification Program will involve a major overhaul for many fiscal managers. For many, it will require a forward -thinking approach that embraces challenges with the same level of intensity as embracing opportunities. We must prepare. Test-based certifications are highly recommended by the DoD Financial Management Certification Senior Working Group and will become a part of the future framework for financial managers. I encourage everyone to take the challenge now and prepare early in order to exceed in the newly defined resource management arena. 6 Page 6 FUNDRAISING COMMITTEE Ms. Kim Chaves We raffled off two baskets at our mini-pdi in January and took in an awesome $369!! The first basket was books, reading light, etc. and was won by Tasia Papajohn from the Dept of Transportation. The second basket was bottles of wine, corkscrew, candies, custom corks, etc. and was won by Raydine Kearney Raab from the Army Corps of Engineers. We will be raffling another basket at our 22 March meeting. TRAVIS VP S REPORT Mr. Greg Fleshman Vice President, Travis AFB PDI 2012, the premier training event hosted by the American Society of Military Comptrollers, will be held at the Anaheim Convention Center on May 30 through June 1, with a theme of Professionalism in Action. The keynote speaker at Wednesday s opening session will be the Honorable Robert F. Hale, Under Secretary of Defense (Comptroller) and CFO. The Honorable Sean O Keefe, former Deputy Assistant to the President and Deputy Director of the Office of Management and Budget and former Under Secretary of Defense (Comptroller) will be speaking at Friday s luncheon. This year s event will include more than 130 educational sessions and the ability to earn up to 24 CPE, with an additional opportunity for CPE at the Pre-PDI sessions. Workshops will cover topics such as budget and cost, acquisition, audit readiness and ethics. The registration rate for members who register by May 1 is $545, and housing rates will range from $125 to $145 per night. New this year!! Virtual PDI Registration MEMBERSHIP NEWS Our official membership count has jumped up again and we are now at 150!! This is an outstanding accomplishment and puts us only one member away from moving up to a new chapter size category from a B to an A chapter. Chapter size categories are C=75 members or less, B=76-150, A= and A1= 351+ members. We continue to grow in leaps and bounds and the Army Corps of Engineers now has the most members in a single agency (exceeding both Beale AFB & Travis AFB), that is quite an accomplishment. I cannot stress enough how important it is to please remember to pay your membership dues when they are due so that you don t risk being dropped from the roles for non-payment. It is also important to remember that CDFM renewal fees are a separate fee from your membership fee and are renewed every two years. We cannot keep you up to date on current ASMC events if we do not have your correct address and phone number. Please notify your VP of any personal information changes, especially work phone numbers and s so that we have a way to contact you regarding chapter events. Membership Chair DEE

7 Page 7 BEALE VP s REPORT Ms. Misti Wickersham Vice President, Beale AFB Wow, time has flown! It is with great pleasure and honor that I write my last message as Vice- President of Beale. I'd like to congratulate our new Chapter Officers and I look forward to another exciting year for our chapter. I know the 49ers will continue to promote education and training in Comptrollership, and foster a spirit of good will and fellowship. I highly encourage all individuals in the financial management career field to take advantage of the benefits of this organization. Again, it was a pleasure to serve and I'll see you at the next Chapter luncheon. CDFM CERTIFICATION Ms. Dee Martin Vice President, Sacramento Office CDFM CERTIFICATION: We still have 20 CDFM s in our chapter! This is a great accomplishment for a chapter our size but we have plenty of room to expand that number and give them something to talk about! We had several people successfully pass individual modules toward obtaining their CDFM when they attended our Mini-PDI. Congratulations to them on their significant accomplishment toward their CDFM goal. 8 Page 8 NATIONAL NEWS Incoming President Ms. Elizabeth Henson BIO Elizabeth Henson is thrilled to take the reins as your new president for the 49er Chapter of the American Society of Military Comptrollers! She is the Systems Accountant for the US Army Corps of Engineers, Sacramento District. She holds a Bachelor of Science in Accounting from CSU Chico, a Master of Business Administration from National University and is a member of Sigma Beta Delta Honor Society. Outside of accounting and finance, Elizabeth is an avid lover of all things fitness. When not in the gym she can be found riding her bike along the American River or hiking & kayaking at Lake Tahoe. She is certified as a Schwinn Indoor Cycling instructor and is working towards a cardio kickboxing instructor certification as well.
