The attached Area Cost Factors (ACF)) supersedes the ACF list published by the PAX Newsletter No 3.2.1, dated 13 February 2006, and the Appendix B, Location Adjustment Factors Table of the current Army Technical Manual TM , Programming Cost Estimates for Military Construction (MILCON), dated May The updated ACF shall be used, along with Primary Facilities Unit Costs from the current issue of the PAX Newsletter No 3.2.2, Appendix- A, Part I, in preparation and review of FY Military Construction Army (MCA), Military Transformation (MT), Base Realignment and Closure (BRAC), and Army Family Housing (AFH) projects DD Forms 1391 and budget cost estimates, ENG Form These factors are NOT intended for use to develop and/or modify individual facilities Sustainment Costs, detailed Quantity-Take-offs, Unit Price Book (UPB) line items, Commercial cost data, or User Generated unit costs. These other cost estimating systems and databases have their own processes and factors for adjusting costs to different locations. 2. The overall ACF for the state/country should be used when there is no specific ACF for a location within the state/country. The ACF for the closest location should be used only when market conditions (e.g. material prices, labor rates, labor availability, bidding climate) are similar. 3. The ACF for each location reflects the relative relationship of construction costs at that location to the National average as ACF=1, determined from a 2006 CONUS construction market survey of 96 Base Cities (two cities per State) plus an additional 132 CONUS locations average construction costs. In general, the ACF index is developed based on the local construction costs for a market basket of 8 Labor Crafts, 17 Construction Materials, 4 Equipment items, and seven (7) other Matrix Factors that reflect local conditions affecting construction costs, such as weather, climatic (frost zone, wind load), seismic, contractor overhead and profit, life support and mobilization, labor availability and labor productivity compared to the U.S. Standard. These labor, materials, and equipment (LME) items are representative of the types of products and services used to construct most military facilities. 4. ACF for some locations has been updated from the previous list utilizing the latest data input from the Services and field offices. There is no easy correlation between the current ACF and previous ACF for a specific location. No common benchmarks exist because both the Base City average and the relationships between cities change for each two-year cycle. It is possible, however, to compare differences between several locations in this database with differences between the same locations in previous databases. 5.
