At this writing we have 65 members in this category. While many of you are unable to attend our social functions and participate in our projects, your membership helps us urge Congress to look favorably on those bills before them we would like to see enacted. MOAA has close to 400,000 members and is a powerful voice speaking for a strong national defense and leading the way on compensation and benefit matters for the military community. There are over 400 local MOAA Chapter located throughout the nation and your membership helps us continue to push Congress to retain and seek improvement in the benefits you earned because of your service. Each year members of your Chapter present the MOAA ROTC/JROTC award to the 33 JROTC High Schools and the Army and Navy ROTC at UCF. The purpose of the award is to recognize as outstanding cadet or midshipman in his or her next-to-last year in the program who shows exceptional potential for military leadership and exceptional academic achievement in the case of the Marine Corps JROTC program I would like you to consider presenting one or more of these awards from the schools listed on page 5. Bob LePage MARCH PROGRAM 100 YEARS OF A GREAT LIFE LOUISE RIMMLER Louise Rimmler, wife of member LTC Carl Rimmler will have her 100 th birthday in April. Because our April meeting is committed to the JROTC awards, we are going to celebrate Louise s centennial at our March luncheon. Born in Judsonia, Arkansas on April 23, 1915, at age 9 Louise s parents took her to Rhode Island, where she lived most of life until she and Carl retired to Florida in She taught school for 35 years, starting out in a one-room schoolhouse for $800 a year. Louise s fascinating life will be illustrated with a Power Point presentation at our March 21 meeting.

CITRUS CLUB MEMBERSHIP I am Captain Robert S. Rosen, USN (Ret), a life member of MOAA, a longtime member, past President, and a current Board Member of our Central Florida Chapter of MOAA. I am also a member of the Board of Governors of the Citrus Club. The Citrus Club is a very prestigious private business club in Orlando. It offers excellent opportunities for social and business networking. The regular initiation fee to join is $750. The Citrus Club is a private club with limited membership. Prospective members must be invited to join and be sponsored by a current member. There are many levels of membership from Young Executive to Platinum and Signature Gold Unlimited. Each membership level has different benefits and a different monthly fee. The club serves breakfast, lunch, and dinner; has private business rooms with computers, printers, and phones available for members free use; a spa; and many social functions. The club has recently completed a $4 million dollar renovation. The club encompasses the entire 18th floor of the building at the corner of Orange and Jackson Street in downtown Orlando. This club was designed for professionals, like yourselves, in mind. I would be happy to sponsor you into the Citrus Club. 3 Volume 58 Issue 3 FOCUS Page P 3 Chapter Board Meeting February 14, 2015 Call to Order: The meeting was called to order by President, LTC LePage, at 1000 hours at the offices of the Ascension Lutheran Church. LTC Johnson gave the invocation. LTC LePage led the Pledge of Allegiance. Quorum: Col Gates, COL Jung, COL Hacola, CAPT Rosen, LTC LePage, LTC Johnson, LTC Ruzich, LTCol Hines, LTC Gillett, CWO Hoy, Chaplain Sauer, and Ms. Green were present and constituted a quorum of the Board. Mr. Ross Cutler attended as a guest. Secretary s Report: Minutes of the January Board meeting were approved. Treasurer s Report: The February report was review and approved. Committee Reports: Recruiting: LTC Patterson will soon send out a letter to prospective new members. The information received from MOAA National Headquarters is the same that was put out at the convention. JROTC: COL Jung reported that 33 schools had been contacted about the Junior Leadership award. A medal and a certificate will be provided for an award to a junior at each of these schools. A monetary award of $100 will be made to an Air Force and to an Army ROTC cadet at UCF. Col Gates reported that nominations for JROTC Scholarships are due by 28 February. All nominees will personally appear before the Chapter selection board beginning at 0800 hours on 7 March at Ascension Lutheran Church. Old Business: LTC Ruzich reported that for the past seven years or so, we have, in conjunction with the Central Florida Center for Independent Living, built a wheelchair ramp for a local disabled veteran. Although we are ready to provide volunteers to participate in this project again this year, we have been informed that any MOAA volunteers participating in the project would have to have completed background checks pursuant to the federal Child Protection Act (1993) as amended to protect the disabled and elderly and as implemented in Florida by Florida Statute (1999). The cost of obtaining background checks for MOAA volunteers would probably be prohibitive. After considerable discussion, primarily between COL Jung, LTC Ruzich and LTC Gillett, agreement was reached to further study the law and its specific application to MOAA. New Business: COL Jung reported his efforts to find a new location for the Chapter s monthly luncheons. He had spoken to Seasons 52 and a local hotel. (Continued on Page 5) Chaplain s Message Boast not thyself of to morrow; for thou knowest not what a day may bring forthbproverbs 27:1 (Old Testament/Hebrew Scriptures). The truth of that verse came home to Trixie and me very forcefully, recently. While in Virginia visiting our children, grandchildren and great-grandchildren during a cold spell (9 degrees), Trixie slipped on a patch of black ice at night, fell down, and broke her wrist. It required surgery and insertion of a plate and screws to get the bones back together again. A relatively small number of people regrettably lose an arm. That makes life quite difficult, but, in time, they learn to get by as well as possible with just the one remaining arm. However, it=s a difficult progression and takes a lot of time to adapt. For Trixie, who temporarily has lost the use of one arm while it=s in a huge cast, life has likewise become quite complicated. When you aren=t accustomed to getting by with one arm, washing, dressing, eating, and all the other normal functions of life become very difficult and she needs a lot of help. I have to help her up most of the time when she gets out of a chair (she also has two bad knees, and without both arms to lift herself up, she often can=t make it on her own). I have to help her wash and get dressed, fetch many things for her, and so forth. Our daily lives have been completely transformed until she can regain use of her other arm. As I clean out the bird cage and perform other undesirable tasks, I have to remind myself that the Lord didn=t promise us a bed of rosesbhe only promised His people the grace to bear up under whatever difficulties come their way. Trixie and I obviously aren=t Long Rangers when it comes to facing adversitybit comes into every life. Another verse we are claiming at this time is: But he said to me, "My grace is sufficient for you, for my power is made perfect in weakness." Therefore I will boast all the more gladly of my weaknesses, so that the power of Christ may rest upon me. (2Corinthians 12:9). My prayer for you is that you, too, can claim this promise when unexpected hardship comes your way. In His love, Chaplain Dick

4 LEGISLATIVE INFORMATION BY LTC Michael Gillett, USA, RET. HISTORY REPEATING On February 2, the administration unveiled its FY 2016 budget proposal. The record $4 trillion proposal includes a significant boost to the Pentagon s baseline budget. The proposed budget calls for the largest increase in acquisition spending in more than a decade and far exceeds sequestration s budget cap of $499 billion. Despite these increases, the administration continues to call for cuts to military people programs of military personnel. The request is strikingly similar to the administration s budget proposal last year and once again calls for a military pay cap, an increase in out-of-pocket housing costs, and higher TRICARE fees. The defense budget did not include any recommendations from the recent Military Compensation and Retirement Commission which released its long awaited report on January 29. The request is strikingly similar to the administration s budget proposal last year and once again calls for a military pay cap, an increase in out-of-pocket housing costs, and higher TRICARE fees. The FY 2016 budget proposal regurgitates many of the cuts proposed last year. The Pentagon insists the cuts are necessary to trim spending on pay and benefits. The budget cites growing personnel costs that have increased 85 percent since However, this fails to acknowledge that much of increased personnel spending since 2001 was requested by the service chiefs to restore compensation that had been slashed throughout the 1990s and resulted in severe retention problems. The administration budget continues to target military personnel costs despite the fact that costs have steadily declined over the past five years. More importantly, the recent changes to pay and benefits have already started to bend the curve of personnel costs downward. Personnel growth has declined from its 2011 peak. If enacted, these cuts would represent four giant steps towards repeating the short-sighted cuts of the 1990s, which led to retention and readiness problems in the past Send your legislators a message to remind Congress that military compensation and benefits are critical to sustaining a high-quality all-volunteer force. The medals, certificates and cash awards represent an investment by the Chapter of over $9800,600.. In addition, the Community Service Program provides funds to a number of charitable organizations.
