Box Springfield, IL Website: General Orders No. 12 June ILLINOIS VFW CALENDAR RAFFLE The Illinois Council of Administration voted at the February 2018 meeting to allow our office to begin work on a 2019 Calendar raffle. This calendar raffle will take the place of the 2019 Mid- Winter Sweepstakes Raffle in February. The prize structure is as follows: Monday-Saturday would be valued at $25 daily; Sundays $50; July 4 th, Veterans Day, Thanksgiving, Hanukkah, Christmas, New Years and Memorial Day holidays would be valued at $1,000 each day; Columbus Day, Halloween, Martin Luther King, Jr. Day, Valentine s Day and St. Patrick s Day would be valued at $250 each day; and Easter, Mother s Day and Father s Day and Labor Day would be valued at $500 each day. The full-color glossy calendars have a perforated and numbered ticket stub which would be filled out by the person who purchases the calendar. The calendars are numbered 0000 to The Illinois Lottery Pick-Four daily numbers midday will determine the winner for each day. The calendars will cost $20 each and must be paid for in advance. The drawings will begin January 1, 2019 and continue through December 31, Look for the booth set up near the State Headquarters Convention Office to get your calendar and support our Veterans Service programs throughout Illinois. After Convention, calendars can be purchased through the Illinois State Headquarters office. 1 P a g e ELECTED AND APPOINTED OFFICERS FOR All elected and appointed officers on the state level are reminded that they must comply with Section 516-Elected and Appointed Officers, Chairmen and Committees, of the National By- Laws, that state State Officers, elected and appointed, shall submit proof of eligibility to the State Adjutant. Additionally, State Commanders, State Senior Vice Commanders, State Junior Vice Commanders, State Adjutants and State Quartermasters shall submit proof of eligibility to the Adjutant General. State Officers shall not be installed or assume the duties of their office until proof of eligibility has been submitted and properly reviewed. Such proof of eligibility shall be open to and reviewed by the State Commander, Adjutant and Quartermaster prior to installation to Office. In the event an elected or appointed officer fails to

2 submit proof of eligibility within sixty (60) days of election or appointment, any right of the officer to hold the office shall be forfeited and the office declared vacant and the eligibility qualifications of such officer shall be questioned in accordance with the provisions of Section 108 of the National By-Laws. ATTENTION: Officers-Elect, specifically District Senior Vice and Junior Vice, if you have not already submitted a copy of your DD-214 to State Headquarters, please do so immediately! COUNCIL OF ADMINISTRATION MEMBERS All members of the Council of Administration are hereby notified that a special Council of Administration Meeting will be held in Plaza III of the Wyndham Springfield City Centre on Sunday, June 17, 2018 at 9:00 am. This should only take a few minutes and a roll call will be held to ascertain their attendance at this most important meeting. IMPORTANT NOTICE DELEGATE VOTING Posts are also reminded that in accordance with Resolution No. B-2, adopted during the 1993 State Convention. The Department By-Laws were amended by adding Section 11: Voting Tally sheets shall be printed in reverse numerical order on the odd numbered years, therefore roll call voting will begin with Post P a g e APPLICATION FOR POST QUARTERMASTER S BOND Bond applications for Post Commanders and Quartermasters are available online. Ordering poppies, preparing the Trustees Report of Audits, Convention Delegate Registration can also be done online. The State Commander s Leadership Manual will be available online. Also, a CD will be available for pick up at our Registration Desk located in the Rendezvous Room of the Wyndham Springfield City Centre containing the Commander s Leadership Manual. MEMORIAL SERVICE & TRIBUTE TO GOLD STAR PARENTS & FAMILY MEMBERS The Memorial Service held during our State Convention will be held in the Grand Ballroom of the Wyndham Springfield City Centre on Thursday, June 14, 2018 beginning at 6:00 pm with State Chaplain Reverend Donald Meeks presiding. IMPORTANT NOTICE CREDENTIALS Post Commanders and Quartermasters are reminded that they will not receive their credentials for the State Convention unless they have: Report of Election of Officers Submitted All Quarterly Audits Properly Completed - Including March 31, 2018 Post Bonds Properly Submitted to State Headquarters All Debt to the State Covered (Including: poppies, etc ) NOTE: All delegates will pick up their credentials in the Rendezvous Room of the Wyndham Springfield City Centre beginning at 10:00 am on Thursday, June 14, 2018.

3 STATE PROGRAM AWARDS State Program Awards will be presented as each Program Director gives his/her final report during the 97th Annual State Convention. The presentation of final program reports will begin on Friday, June 15, 2018 in the Grand Ballroom of the Wyndham Springfield City Centre, 700 East Adams Street in Downtown Springfield. AMERICANISM & LOYALTY DAY AWARDS The Districts listed below will receive a monetary award for having the highest amount of hours, dollars, and members reported in the following categories Category I - Up to 2,500 Members Tenth District $30 Category II - 2,501-3,600 Members Twelfth District $30 Category III 3,601 Members and Up Nineteenth District $30 The Posts listed below will receive a monetary award for having the highest amount of hours, dollars, and members reported in the following categories. Category I Up to 150 Members Lemont 22 Honor Post-19 $30 Category II Members Highland Post $30 Category III Members and Up LaFore Lock Post $30 SMART/MAHER VFW CITIZENSHIP EDUCATION TEACHER AWARDS The first place winner in each of the three categories received $100 cash and a specially engraved plaque awarded to them at ceremonies held at their schools. A specially engraved plaque will also be presented to the winning Teacher s School. This year s Department winners are: Teacher Grade Carrie Crago K-5 Fourteenth District Rachel Harris 6-8 Twelfth District Frank Kernats 9-12 Fourth District BLOOD DONOR AWARDS A $50 cash will be awarded to the Districts who were 100% reported by January 15, 2018: A monetary award of $50 will be awarded to the Post who donates the most pints of blood in each of the following membership categories Category I - Up to 150 Member Category Lilac Post Category II Member Category Ambraw Post Category III and Up Member Category Alton Post P a g e

4 COMMUNITY ACTIVITIES RECORDBOOKS AWARD The top Community Activities Record Book in each Membership Category will receive a $50 monetary award at the State Convention Category I Up to 150 Members Bloomingdale Post Category II 151 to 300 Members Chatham Post Category III 301 Members and up Judd Kendall Post HOSPITAL/VAVS AWARDS The Districts who achieve 100% in Post participation in the Hospital/VAVS Program by April 30, 2018 will be awarded $50.00 CASH to be used in the continuation of the Hospital/VAVS Program Sixth District, Commander Charles Ingle Eleventh District, Commander Glen Goodrich Thirteenth District, Commander Christopher Hatcher Fourteenth District, Commander John Barrett Eighteen District, Commander Clarke Christiansen HOSPITAL/VAVS AWARDS The Top Post in each membership category will receive a plaque. All Posts who participated in the judging portion of the Voice of Democracy Program will receive a certificate presented at their next District Meeting.
