7 Rudy S. Melson, DrPH, MACM, MHA is a native of New York City. Dr. Melson graduated high school in three years; beginning college during his senior year. He attended six colleges/universities throughout his military service which began at the age of 17. He served as a member of the U.S. Air Force Auxiliary Civil Air Patrol. He also served in the United States Army as a Healthcare Specialist and as an acting Platoon Leader in the California Army National Guard. As well, he served in the U.S. Navy and Marine Corps ROTC as a Midshipman, and as a Cadet in the Army ROTC Battalion upon transferring to the (USC) earning a Bachelor of Arts in Sociology with concentrations in Public Health and Medical Sociology. Dr. Melson attended for graduate school earning Masters Degrees in Health Administration from the School of Policy, Planning, and Development and in Academic Medicine from the Keck School of Medicine, respectively. At USC, he served as a lecturing Teaching Assistant in the Departments' of Sociology and Anthropology throughout his graduate studies. Additionally, he was instrumental in the development of the USC Wellness Program and worked as the Residential College Coordinator in their Office of Residential Education. Dr. Melson also attended the New York Medical College s School of Health Sciences and Practice where he earned both a Doctorate in Public Health Policy and Management; and, a graduate certificate in Emergency Preparedness, respectively. Dr. Melson earned a commission in the Commissioned Corps of the U.S. Public Health Service as a Health Services Officer and was assigned to the Headquarters of the U.S. Coast Guard where he worked in Washington, DC for the Director of Health, Safety, and Worklife; assisting in field research and health resource database development in field readiness throughout the Coast Guard for Pandemic Influenza and Avian Flu. He also worked as a Health Services Officer on assignment to the Division of Immigration Health Services within the Department of Homeland Security as an assistant administrator of healthcare services within a U.S. Immigration & Customs Enforcement facility two miles north of the Tijuana-San Diego, CA Border. Dr. Melson's last assignment in the U.S. Public Health Service was as a Health Services Officer assigned to the Federal Bureau of Prisons at the Federal Correctional Institution at Otisville, NY where he was tasked daily administrative and clinical operations of the prison s healthcare unit which attended to the healthcare needs of over 1,300 federal inmates. Following this, he transitioned to a civilian capacity in the U.S. Army Medical Department at the Weed Army Community Hospital as a Clinical Risk Manager; investigating malpractice(s), systems and processes in military medicine at the Weed Army Community Hospital, National Training Center, Fort Irwin, CA. He advised the Executive Committee of the Medical Staff as well as the Organizational Improvement Council on clinical, ethical, administrative, public health, and risk management practices and procedures. Following this, Dr. Melson served as a Clinical Systems Informatics Training Instructor at the Keller Army Community Hospital, West Point, NY. In the wake of the devastating January, 2010 earthquake in Haiti, he completed volunteer clinical assessments, construction, and health administrative and public health consultation in several locations in Haiti during the months of March and April, Dr. Melson returned to USC in 2014 and serves as a Lecturer in the USC Dana and David Dornsife College for, Letters, Arts and Sciences. He also serves as a public health consultant on special projects with the U.S. Uniformed Services. In addition to his domestic and international public health work, Dr. Melson is an Alumnus Fellow within the USC Centers For Excellence in Teaching and The Mission Continues Military Veterans Fellowship Programs. Dr. Melson is the President and Chief Executive Officer of CONSULTANTS FOR AMERICA S VETERANS, LLC., a San Diego, CA based Veterans consulting firm wherein he consults for American Military Veterans, Servicemembers, and eligible Dependents on matters of federal benefits. He currently resides in San Diego, California. Dr. Melson s 7
