3 233 Art (1) Commanders of forces, types, flotillas, squadrons, wings, divisions, and other commanders of units of ships, within the limits of their respective commands, and under the general supervision of the commander in chief, shall perform the duties prescribed by the following articles: 689, 692, 695, 698, 699 (1), (2), (3), (c), (3) (d), (6), and 729. (2) The intent of this article is to give to commanders of forces, types, flotillas, squadrons, wings, divisions, and other units the details of administration of their respective commands, but nothing contained herein shall be construed to diminish the authority of the commander in chief over his whole command nor to relieve him of the responsibility for its general efficiency. Under the direction of his force commander he is responsible for the tactical control of his squadron as a part of the force to which it belongs.
