4 Background 2 October 6, 2015: Commissioners Court requested Facilities Management work with the Sheriff s Office to validate required renovations needed to re-allocate available bed capacity on the Adult Detention Center complex; and while doing so, enhance detention operations and re-entry initiatives, and allow for higher and better use of downtown facilities.

5 3 Components of Project 1. Vacate and re-allocate older one-story structure at ADC Annex (south end) 2. Renovate two-story structure at ADC Annex to house all women inmates 3. Create 512 program focused beds at the ADC 4. Consolidate Laundry and Kitchen Services 5. Secure Complex Perimeter bed Work Release Center 7. Relocate Sheriff s Administration (including other non- Detention functions)

6 Benefits of the Project Re-allocate space in our oldest Detention building. Defers anticipated renovation costs proposed for next 8 years of approx. $5.8 million Eliminates utility expenses for that facility estimated at $469,000/annually 4 Relocate functions out of a substandard facility (Laredo St.) Eliminates future renovation and upkeep costs for Laredo Street location. Allows property redevelopment to higher and better uses. Adds back property and/or improvements to the tax rolls. Enhance current Detention and Re-Entry programs Adds new units with enhanced visibility for better supervision and flexible spaces for enhanced programming. Locates new Work Release facility adjacent to new Bexar County Reentry Center. Provides potential revenue stream from Federal Bureau of Prisons Re- Entry program; as much as $100/day/bed. Allows concentration on initiatives to reduce recidivism and potential jail population reductions.

8 2. Renovate two-story structure of 6 ADC Annex to accommodate all women inmates Adds: 60 Special Management beds 7 Youthful Offender beds Stable Mental Health Unit Stable OB unit Detox Unit MATCH program space Acute Medical and Infirmary

Create 512 program focused 7 beds at ADC South Tower: 8 64-person housing units in tiered configuration Allocates adjacent spaces to programs, and enhanced mental health and medical initiatives Uses open concept corridors and day rooms for maximum visibility and better supervision Design maximizes day lighting to reduce energy consumption New Centralized Laundry Connects to A Tower at Basement, 1 st & 2 nd Floors Typical Housing Floor Diagram

10 4. Consolidate Laundry and 8 Kitchen Services Laundry Construct central laundry facility to handle workload for both ADC Main Jail and renovated Annex. Provides new equipment and more space than current location Kitchen Enlarges ADC kitchen and expands into current laundry area. Allows for necessary staging area and added equipment to provide food service to entire complex from central location.
