The resulting list of programs will focus test and evaluation resources on delivering combat credible weapons, equipment, and munitions. 0

2 DOT &E will actively monitor acquisition programs using criteria for operational test and evaluation (OT &E) and LFT &E outlined in references ( a), (b ), and ( c ). To determine the need for DOT &E oversight, the following will be considered: Program exceeds or has the potential to exceed the dollar value threshold for a major program, to include major defense acquisition programs (MDAP), designated major subprograms, as well as highly classified programs and pre MDAPs. Program has a high level of Congressional or Department of Defense interest. Weapons, equipment, or munitions that provide or enable a critical mission warfighting capability or is a militarily significant change to a weapon system. Additionally, DOT &E will monitor acquisition programs and consider the following to determine when programs should be removed from DOT &E oversight: Test and evaluation (initial and follow-on OT &E and/or LFT &E) is complete and associated reporting to inform fielding and Full-Rate Production decisions is complete. Program development has stabilized and there are no significant upgrade activities. Attached is the updated unclassified DOT &E oversight list that implements the criteria above. Based on these criteria, DOT &E will continuously review and update the oversight list and notify the Services accordingly. The unclassified DOT &E oversight list does not include highly classified programs that are subject to DOT &E oversight. Oversight of such programs will be identified directly to the Services. Unless otherwise noted, the test-related documentation specified in reference ( d) will be required for all programs on the oversight list. DOT &E will consider tailoring test-related approval, documentation, and reporting requirements as appropriate for each program. Program supports mission capability as a replacement for the current fielded Improved Extended 17 Echo Ranging System and the P 8 aircraft Increment II program. 100 DOT&E Special Interest (temporary flag) 18 CV 22, MV 22, and CMV 22 are components of the V 22 program and are listed separately to capture testing for each airframe. 19 This program has both Air Warfare (AW) and Land and Expeditionary Warfare (LEW) coverage for Operational Test (OT). Joint Tactical Radio System, Handheld, Manpack, and Small Form Fit (HMS)[Manpack/Leader Radio] is the program of record.
