3 ITRC Geophysical Classification for Munitions Response Team Membership Summary Participation remains strong with 55 team members 17 state team members Representing Alabama, Alaska, Arizona, California, Colorado, Maine, Michigan, New Jersey, Oklahoma, Texas, Puerto Rico, and Utah 19 federal team members 15 DoD, 2 EPA, and 2 DOE (1 international) 18 industry team members 1 stakeholder team member

4 Munitions Response Background DOD has produced and used military munitions for live-fire testing and training to prepare for combat operations As a result, unexploded ordnance (UXO) and discarded military munitions (DMM) may be present Over 4,900 sites in the United States require a munitions response Estimated cost to complete of $13 billion and completion date of 2100

5 Munitions Response Background Historically, detection instruments used to simply detect buried metal items Most detected items must be uncovered and examined to determine whether they are military munitions Typically personnel excavate hundreds of metal items for each munition recovered Given the costs associated with this inefficiency, only limited acreage can be addressed with existing resources and budgets

7 Geophysical Classification Steps 1) Measure the response of a buried metal item to an electromagnetic field using an advanced electromagnetic induction (EMI) sensor 2) Analyze the measured response to determine parameters such as depth, size, wall thickness, and shape 3) Use these parameters as inputs to a classifier, which is a computer program that sorts detected items as either likely TOI that must be excavated or as non- TOI

10 ESTCP Geophysical Classification Pilot Program ESTCP successfully demonstrated geophysical classification at sites across the country

11 Geophysical Classification Advanced Sensors Include hand-held, sled-mounted, and cart-mounted units Generally can be used at terrestrial sites where sensors can be towed or pushed or handheld equipment can be walked

12 Impact of Site-Specific Characteristics Classification of non-hazardous buried items is more challenging or may not be appropriate at sites with higher densities of buried items and increased munition type diversity Sites with areas of dense vegetation, extremely rough, unstable or steep terrain, and magnetic geology may limit its use

13 Benefits of Classification By minimizing unnecessary excavations, limited resources available for cleanup can be applied to address more land more quickly Using a simple cost model, if 75% of the detected items can be confidently classified as non-hazardous and left in the ground, the area that t can be remediated for a fixed budget increases by a factor of approximately two Digging unnecessary holes can disturb the landscape, vegetation, and cultural resources

14 Regulator Role Early and continuous communication among project teams is recommended to develop project objectives Concur with key processes necessary to realize the objectives Approve process and final product performance requirements Agree with the QA/QC activities necessary

15 Project Description GCMR Team is expediting acceptance of this new technology by developing: Initial Training Session for GCMR membership (complete) Fact Sheets (3 complete): Introductory, Technical, and Regulatory Tech/Reg (in progress) and companion Internet-based Training (IBT)

16 Current Team Work Updating draft technical/regulatory guidance document Schedule shift to incorporate information from the draft MR QAPP template Focus on updates to the Project Planning & Quality Considerations sections Full draft released for internal team review External State POC review expected in early 2015 Contributing ti to ancillary tech transfer efforts
