2 EXECUTIVE SUMMARY SUBJECT: CYES Annual School Liaison Officer (SLO) Training LOCATION: Gaylord Texan Resort and Convention Center, Grapevine, Texas DATE: July 2008 DISCUSSION: CNIC (N912) hosted Annual School Liaison Officer (SLO) Training. Attendance included functional position School Liaison Officers performing duties and those doing collateral duties on a case-by-case basis. Other functional specialties and key partners attended to enhance the training experience as follows: CYP RAB Members (all invited attendees identified below) CNIC N911; Relocations Program CNIC N911; Deployment Support CNIC N911; Ombudsman Program BUPERS N13; Exceptional Family Member Program This cross-functional training represented the first hosted by Navy CYP under Child & Youth Education Services (CYES) and included instructors from N911, N912, and N13. Topics covered included School Transition Services; Deployment Support; Command, Community, School, Parent Communications; Partnerships-In-Education; Home School Support; and Post-Secondary Opportunities. All personnel attended either MCEC hosted Transition Counselor Institute, Special Education Leadership Institute, or Living in the New Normal. This inaugural event leads the way for full staffing of positions Navy-wide between July and Dec In addition, there was a joint training forum including School Liaison Officers from the Army, Navy, Air Force, Marines and Coast Guard. Joint training included: Special Needs, Deployment Support, Local Action Planning, Joint Basing, Communications/Marketing, Partnerships-In-Education, and SLO Professional Development. HQ Navy personnel also attended the fourth Army Education Summit. TRAINING CHARGE: Conduct and participate in School Liaison Officer training to implement Navy Child and Youth Education Services. All participants will complete a SLO Training Action Plan and forward to CNIC, N912 NLT 15 Aug 08. DESIRED EFFECT: Support for Fleet, Fighter and Family on K-12 education issues. THE WAY AHEAD: Hiring of Region SLO s will begin 28 Jul 08 followed by Installation SLO s in the early fall. This CYES training laid the groundwork for Region SLO training 6-10 Oct 08 and Installation SLO Training 1-5 Dec 08. 2

Below find a comprehensive reporting of all inputs asking for a rating of excellent, good, and fair along with determining what about the training was most helpful, least helpful, and what the participants would like to see in future trainings offered by CNIC, Hq, N How would you rate this training? 21 Excellent 5 Good 3 Fair 2. What aspect of the training was most helpful? Soar Brief & Interstate Compact on Education opportunity for military children Partner briefings from RAP, Deployment, IA & PFM Great info on interstate compact Great start up of the program Successful PET Team & development good PET Team presentation Joint workshop networking w/army and Air Force and hearing how they manage SLO s, a lot of energy and positive feedback CO s perspective was good SOAR awesome, very exciting, great tool for SLO s Group Sessions [breakout] SOAR briefing Info about SOAR and additional resource that I can share w/parents, school personnel, installation CO s. Discussion during working group gave me perspective of others that provide similar functions Small groups amongst Navy PET Briefing 10 minute briefs very informative lots of great ideas, deployment support, SOAR Awesome! Youth sponsorship very helpful Meeting with SLO s from other branches Networking CYP staff getting more info/resources re: EFMP, Relo Asst, Military Installations web sites 12

13 Working groups! Gave a different perspective from others had to offer, ideas, experience, etc Navy briefs gave lots of information. Would be helpful to have DOC s to followup since the pace was fast Working groups topics and structure were meaningful and informative CAPT Ginda s brief affirming to hear from a commander the need for direct communication of CO Navy training day was most helpful excellent presentation valuable information about role and responsibilities of SLO Learning all the agencies available to assist the SLO. Also the ability to discuss the SLO duties with Army & Air Force SLO s. Networking was wonderful SLO job description models of working programs Role of the SLO; knew very little about the new program. This will be great once standardized service wide All helpful; hearing specifics from experienced SLO s All especially SLO roles and updates of the programs. All were important to our families and impact of transition. Was aware of SOAR can be valuable to our parents All of the different facets of the Navy and CYP were briefed to us I really found the EFMP brief useful. Having the SME from different areas of the Navy is very useful!!! Info about SOAR this is a huge piece of info that my CO has been looking for and had wanted me to put together Learning that there will be a handbook and guidance about or roles & responsibilities gives me a direction to strive for and a vision Food & location Navy forum clarified Navy challenges best practices roles etc Networking w/other Navy & other branches SLOs Program overview & PET Provided me with the background & future direction that I wasn t fully aware of Navy specific working in the SLO Working Groups--The process became clearer as we talked and communicated at the table It was helpful to learn that there is a need across the board for: EFMP program, Standardized enrollment/academic requirements Meeting people from my region Learning the different resources out there to help families 3. What aspect of the training was least helpful? Why? Need more time to address EFMP, Relocation, Deployment and other related programs The Joint Session was repetitive from our Navy session. Not useful. I needed to know who was actually in the audience [Navy] would have been helpful Briefs from individuals was too rushed, too short but good general information Joint Military Session out brief 13

14 Breakout groups w/all branches [Joint]. Leaders were not clear on what to do Joint training was redundant would have been ni9ce to use that time to have a panel of current SLO s report and current initiatives or explain how they spend their days etc. Group sessions with all services [Joint] too large of a group The length I m tired [smile] Careful with too many acronyms. Person at my table asking me what some meant Similar/same Navy & Joint Session. Redundancy Joint forum was not facilitated in an organized manner. Our small groups [LAP] was unclear about the schedule, talking points and desired outcome. Having said that, well facilitated organized joint training could be helpful Spending valuable time discussing the title of the SLO A lot of sitting everything else great! Joint SLO Army, Navy Air Force Marines short breakout Need longer breaks, hard to sit all day; too much food but delicious, would like fruit, veggies for snacks Joint Working group on reciprocity/interstate Compact was kind of meaningless since Laurie had already discussed in SLO training & the compact is already drafted Joint services breakout groups. Since the topic had been discussed and hashed in the Navy groups it was repetitive and did not utilize time to apply knowledge, but rehashed what was previously discussed Navy & Joint were duplicative; prefer Navy day to happen after MCEC conference so I can see the big picture & then discuss with colleagues Joint training did not have a main focus for all branches of services in small groups we restarted the process which was redundant Joint breakouts facilitators did not get clear directions concerning the time frame however, they presented useful and helpful information Joint Services exercises was poorly executed and unclear in terms of instructions and grouping Joint Services meetings and our morning breakout I come to training to be trained by experts, not just to toss around my own ideas Joint Services so unorganized 4. What topics would you like to be addressed at the next CYP training? STOMP Specialized Training of Military Parents Specific, distinct, comprehensive direction on the training standard More special needs MFLC year round Survey CYP Managers to ask what are your Top 3 daily issue concerns, repeat problems tailor these topics Technology support Special needs assistance for relocation 14

15 Local Action Planning Parent Education/workshops [process, marketing, procedures, I&R] Specific resources & funding available now to include in our CYP budget Plot advances that are being made in getting information out to service members about our programs on purple bases Team working steps for base/community Where are we today in SLO programs from last year [2008] Working with special needs children/families; EFMP = workforce placement Strategic Communications Responsibilities of Installation and/vice Region SLO Sharing more information with those in the field. I look forward to the next trainings Possibility have a school superintendent speak Funding How training [Army] can be used by all services Updates on new developments; handbook; SLO training, Joint Initiatives Chain of command, SLO s have an administrative chain of command and a military chain of command. Clarification needed Can t think of anything information overload being new to SLO and CYP! More information on home schooling and what it means, how is work, lines etc also brief education; how they are different [re., magnet, Montessori, charter etc ] More about Navy deployment & relocation More of the process of how to start and maintain specific pieces of the program [ie., PIE s Youth Sponsorship etc ] More information re; services in other areas for collaboration [FFCS, MWR, CYP] more focus group information] Region vs installation responsibilities How to establish partnerships Topics were okay but feel rushed; however was a great conference Subtract Local Action Planning and Implementation Policy and add Parent/spouse advocacy and increate time spent on EFMP issues What is expected of SLO s; how do I accomplish my job as a SLO; who can I turn to & how can they help me; what forms do I need provide suggestions of action plans etc More directed of what the SLO s do. This is a new program and we need details of what this program is. 15
