3 FEMA CBRNE Office Overview Mission: Plan, prepare, and assess the execution of specialized CBRNE programs and provide technical support to National and Regional planning efforts Relatively small group but large mission(s) National Response Framework, Legislation (i.e., PKEMRA), historical role CBRNE and all hazards response/ incident support; operational coordination and emergency management Integration into many communities (EM, Defense, Intelligence, Scientific, etc.) Primarily a coordination, technical advisor/ support role Comprised of 2 Sections: CBRNE and INDRR INDRR and NIRT 3 3

4 Nuclear Incident Response Team The Nuclear Incident Response Team (NIRT) is comprised of specialized teams managed day-to-day by the Department of Energy s (DOE) National Nuclear Security Administration (NNSA) and the Environmental Protection Agency (EPA) The teams are operationally controlled by DHS/FEMA when activated to provide expert technical advice and support in disaster response operations and other needs involving nuclear weapons incidents, radiological incidents, lost or stolen radioactive material incidents, and acts of nuclear terrorism. The FEMA Administrator is responsible for establishing standards and certifying when those standards have been met; conducting joint and other exercises and training and evaluating performance; and providing funds to the DOE and the EPA, as appropriate, for homeland security planning, exercises and training, and equipment. 4 4

8 The Nuc/Rad Incident and Exercise Planner FEMA and DOE/NNSA conceptualized a planning platform that provided guidance to assist planners, responders, and decision-makers in preparing for a response to an IND FEMA assumed a more active role in the development of the planning platform in 2013 Significant discussion among stakeholder agencies (including DOE/ NNSA) Stakeholder/ user feedback and key references is actively being sought 8 8

23 Current Status of the Planner To date the Nuc/Rad Incident & Exercise Planner has focused exclusively on Improvised Nuclear Detonation (IND) incidents The IND Section was completed late 2014 and has since transitioned into a maintenance phase Currently, the Nuc/Rad Incident & Exercise Planner is being aligned with the new Nuclear Radiological Incident Annex to the Federal Interagency Operational Plans 2 23
