1 February 16, 2016 REPORT TO: FROM: SUBJECT: PURPOSE: DEBBIE COMIS, CHIEF ADMINISTRATIVE OFFICER MARC NORRIS, DEPUTY FIRE CH IEF (FIRE CHIEF DESIGNATE) REVISION OF CITY OF PARKSVILLE NO. 9.2 Revision of City of Parksville Policy No. 9.2 to recognize Council approved budget changes to fire department honorarium and stand-by pay amounts EXECUTIVE SUMMARY: This report recommends the revision of City of Parksville Policy 9.2 "Fire Department Honorarium" to recognize approved budget provisions adopted by council during the 2016 budget deliberations and 2016 provisional budget. This includes the previously approved rate for 'Duty Officers' and 'stand-by pay' as well as a slight change to the policy name. RECOMMENDATIONS: 1. THAT the report from the Deputy Fire Chief (Fire Chief designate) dated February 16, 2016, entitled "Revision of City of Parksville Policy No. 9.2" be received. 2. THAT the Fire Department Honorarium Policy No. 9.2 be renamed to Fire Department Honorariums and Stand-By Pay Policy No THAT Council adopt Fire Department Honorariums and Stand-By Pay Policy No. 9.2 as amended and attached to this report. BACKGROUND: The purpose of the fire department honorariums policy is to recognize volunteer fire department members who take additional required training (over and above the regular Monday night training sessions), who perform certain facilities and equipment maintenance, who provide Duty Officer coverage on weekends, and for the additional time and responsibility required of Officers. Fire department staff have reviewed the existing policy and determined it is appropriate to raise the 'Duty Officer' honorarium and add an additional category of 'stand-by pay'. The previously approved increase in honorarium to volunteer/on-call 'Duty Officers' from $200 to $210 per 24 hour period is to recognize the commitment and dedication of Officers, the restrictive nature of 'being on duty' as well as the added responsibility.

2 Revision of City of Parksville Policy No. 9.2 Page 2 of 3 The previously approved 'stand-by' amount is to recognize the restrictive nature of stand-by time put in by staff while acting in the capacity of Duty Officer or Duty Chief. On average, this time currently amounts to approximately 2300 hours of stand-by time, by each Chief Officer, each year. This is outside of regular office hours. In conjunction with the above honorarium and stand-by amendments, the name of the policy has been updated to be "Fire Department Honorariums and Stand-By Pay". OPTIONS: 1. Council adopt the amended Fire Department Honorariums Policy No. 9.2 which reflects the criteria and dollar amount of stipends provided to members of the Parksville Volunteer Fire Department (see attached). 2. Maintain the status quo. ANALYSIS: Option 1: After consultation with fire department volunteer/on-call members, staff and consideration by the Fire Chief, it was determined City of Parksville Policy No Fire Department Honorariums required updating to reflect previously approved honorarium increases. Th e Deputy Fire Chief (Fire Chief designate) also expressed the need have Policy No. 9.2 amended to expand the criteria for honorariums provided to members of the Parksville Volunteer Fire Department. The honorarium amounts and expanded criteria to include 'stand-by pay' will continue to enable the fire department to utilize the expertise of members to complete necessary functions for the betterment of the entire department and public safety. Stipends will also assist in the retention of members, and act as a form of recognition of the performance of additional duties and the assumption of higher responsibility. Option 2: Maintaining the status quo does not acknowledge the Officers for the increased time and effort they contribute to fire department operations in order to better he department and the community of Parksville. FINANCIAL IMPACT: There is no additional financial impact as these changes were previously approved by Council. STRATEGIC PLAN IMPLICATIONS: Maintain or Enhance Quality of Life - N/ A

Authorized activities taking less than one working day, the honorarium will be pro-rated at the discretion of the Fire Chief or designate. Examples of authorized activities include, but are not limited to training other than regularly scheduled weekly practices, specific maintenance activities like annual hose testing and specific facilities activities like training ground maintenance. 2.
