1 Crisis Intervention Team Training YEAR IN REVIEW 2017 PREPARED BY SServing Anson, Guilford, Harnett, Hoke, Lee, Montgomery, Moore, Randolph and Richmond counties in central North Carolina 1

2 The importance of CIT Sandhills Center coordinates the Crisis Intervention Team (CIT) training program throughout its nine-county catchment area. It is a joint effort with local chapters of the National Alliance on Mental Illness (NAMI), leading law enforcement and first responder agencies, and other stakeholder groups. CIT AND SANDHILLS CENTER CIT began in the Sandhills Center region in Since then, it has grown exponentially. In total, we have coordinated 53 classes, and graduated more than 1,100 students from nearly three dozen first responder agencies. CIT for most first responders is a 40-hour curriculum conducted through a strong relationship between first responders, behavioral health care providers, advocates, and people and families with lived experiences. CIT for emergency medical services (EMS) personnel is a 32-hour course. CIT is an innovative model of police-based crisis intervention training to help people with mental health disorders and/or addictions to access medical treatment rather than place them in the criminal justice system due to illness-related behaviors. CIT also promotes officer safety and the safety of individuals in crisis. Each year, about 25,000 people with severe mental illnesses end up in North Carolina jails. Encounters between these individuals and law enforcement personnel sometimes can end tragically. CIT training plays an important role in educating officers to respond appropriately in such situations. First responders and mental health professionals have joined forces throughout the country and the world to establish CIT programs, giving them the knowledge and skills needed to intervene and de-escalate crisis situations with an emphasis on treatment, rather than incarceration. The CIT program was started in 1988, in Memphis, Tenn., following the police shooting death of a man with mental illness. Today, its success has inspired communities throughout the country to start similar programs. In North Carolina, CIT training began in About 40 percent of the state s law enforcement population is now trained in CIT, according to the North Carolina Department of Health and Human Services. The latest figures available indicate that 11,170 police officers, sheriff s deputies, telecommunicators, private security officers, paramedics, emergency medical services (EMS) personnel and firefighters had received training by end of CIT is recognized as a best practice by multiple organizations including NAMI, the U.S. Department of Justice, the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA) and the White House Conference on Mental Health. 2 2

3 Sandhills Center is proud to have cosponsored CIT training in Harnett County the week of June 12, Nineteen members of the Lee County Sheriff s Office and the Harnett County Sheriff s Office (including two telecommunicators) graduated from the 40-hour training. 8 A panel of behavioral health experts addresses the Harnett County CIT class in June CIT Curriculum During 2017, CIT students were exposed to an array of behavioral health topics. Curriculum was chosen based on recommendations from CIT International and the current issues facing each unique community. 9 Pictured, above: Suzanne Hart of Therapeutic Alternatives participates in role-playing exercises with two officers in Lee County during the pilot CIT Refresher Course, September The importance of role-playing and simulation exercises Because acquiring effective communication skills is a large part of CIT training, role-playing exercises are known to be among the most effective means of learning how to handle crisis situations. During these exercises, first responders use the tools they have learned in mock crisis situations. The training teaches officers how to understand the signs and symptoms of mental illness, intellectual/developmental disabilities, and co-occurring disorders. It also teaches them how to recognize these signs and symptoms in a crisis, and to safely de-escalate such situations. In 2017, Sandhills Center, its CIT partners and students participated in 48 total hours of role-playing exercises throughout all 12 classes. During the piloted 8-hour CIT Refresher training class in Lee County, role-playing exercises were expanded to new environments, including outside the classroom. Also as part of the CIT curriculum, students were exposed to exercises that simulate auditory hallucinations ( hearing voices ), autism and psychosis. This builds a greater understanding of the challenges faced by people with mental illness and intellectual/developmental disabilities. 9 9

WE VALUE OUR ROLE PLAYERS Sandhills Center wishes to thank the dozens of people who served as role players during the 2017 CIT training year. We appreciate the crucial role these volunteers played in training first responders to deescalate crisis situations

11 For the second year, Sandhills Center and our cosponsors held a 32-hour class exclusively for emergency medical personnel. EMS personnel and paramedics face an increasing number of calls involving people with behavioral health challenges. To handle the calls effectively and safely, responders must be able to recognize signs of mental illness while applying techniques for de-escalating potentially dangerous situations. Often, these first responders must make referrals for people to receive appropriate treatment. CIT training offers the tools EMS personnel need to ensure positive outcomes. The CIT training for EMS personnel was held in Guilford County in October

12 Anson and Richmond counties welcome CIT Sandhills Center is proud to have cosponsored the first-ever CIT Training classes in Anson and Richmond counties. In Anson County, the training was held in April 2017, with Lt. Steven Kelly of the Wadesboro Police Department serving as host officer. Participants in the class (pictured, above) were law enforcement personnel from the Anson County Sheriff s Office, Richmond County Sheriff s Office, Union County Sheriff s Office, Cabarrus County Sheriff s Office, Monroe Police Department, Anson County Magistrate s Office q and the Wadesboro Police Department. Anson County CIT is a partnership between Sandhills Center, NAMI-Moore County, South Piedmont Community College and the Wadesboro Police Department. In Richmond County, the first CIT class was held in May 2017 (see photo, at left). The host officer was Lt. Clyde Smith of the Richmond County Sheriff s Office. Graduates represented the Hamlet Police Department, the Rockingham Police Department, the Richmond Community College (RCC) Police Department and the Rockingham County Sheriff s Office. The class was sponsored by Sandhills Center, NAMI-Moore County, RCC, the Rockingham Police Department, the Hamlet Police Department and the Rockingham County Sheriff s Office

13 CIT in Guilford County graduates a variety of first responders CIT training was held in Guilford County four times during Three of the classes were the 40-hour sessions geared to law enforcement personnel and other first responders. The fourth class was designed specifically for EMS personnel (see page 11). In Guilford County, CIT classes were made up of a variety of first responders from diverse agencies. In the photo (above) of the April 2017 class, students represented the Guilford County Sheriff s Office, Guilford Metro 911, UNC-Greensboro Police 911 Center, High Point Police Department, Greensboro Police Department and the Haw River Police Department. CIT training in Guilford County is held at Guilford Technical Community College (GTCC). It is a partnership between Sandhills Center, GTCC, NAMI-Guilford and the Guilford County Sheriff s Office. SANDHILLS CENTER S DEDICATED CIT STAFF Sandhills Center has a number of dedicated staff who work with our community partners to make CIT possible in the Sandhills Center region. The CIT training is coordinated through our Community Relations, Communications and Training department. Key organizers are Kellie Moran, Justice Systems Clinical Liaison, and Marilyn Gilliam, Mental Health Justice Systems Specialist. The department is under the direction of Anne Kimball, with assistance from Anne Gable, Training Coordinator

14 FirstHealth Hospital security staff were among graduates of the Moore County CIT class in August Feedback is important CIT students complete evaluations in all areas of CIT instruction. This helps to provide feedback to presenters, and to learn what is relevant to the first responders. We receive many positive comments from the students. Here are some of their responses from the 2017 classes: Enjoyed the class! I believe I will be a better police officer as a result of taking this class! Great class! Should be mandatory for all law enforcement! I enjoyed the class! I have new perspectives on mental illness. I didn t think I was going to learn anything at first but, boy, was I wrong! This turned out to be one of the best classes I ve ever attended. The food was good, but the class was better. I actually learned quite a bit. Thanks and keep up the great work! Class was very beneficial to me. I learned totally different perspectives of people with mental illness
