4 Aim The Scout Leaders Summit envisions the future of Scouting in the region by planning the strategic directions towards Objectives Review the implementation situation of APR Plan Vision Make a situational analysis of Scouting in the Region. Align APR Plan to the WOSM Strategy towards Identify APR Priorities and objectives for the next phase Plan for the APR Golden Jubilee Celebration 2006 and Scouting Centennial Celebrations Establish a common understanding amongst the leaders in achieving the vision by implementing the plan. Aim, Objectives, Overview Overview The 4th APR Scout Leaders Summit, hosted by Gerakan Pramuka Indonesia, was organized on October 2003 at Cibubur Scout Camp, a vast Scout Camp in the Southern part of Jakarta. With an 87% participation of members countries, there were over 80 participants and key staff representing Australia, Bangladesh, Bhutan, Brunei Darussalam, Republic of China, French Polynesia, Hong Kong, India, Indonesia, Japan, Korea, Malaysia, Maldives, Mongolia, Nepal, New Zealand, Papua New Guinea, Philippines, Singapore, Sri Lanka, Thailand, the APR Scout Committee, APR Sub-Committee Chairmen, APR Sub-Committee Chairmen, World Scout Committee, World Scout Bureau Central Office and Asia-Pacific, and ISGF. As the Summit aimed for the strategic priorities ( ), nine priorities were decided after the deliberations of the APR Strategy Sub- Committee and the Summit breakout groups Youth Involvement; Adolescents; Girls and Boys, Women and Men; Volunteers in Scouting; Management; Financial Resources; Marketing of Scouting; Scouting s Profile and Information Communications Technology. Indeed, this Summit was a planning exercise of key leaders of national Scout associations in the Asia-Pacific Region comprised of top volunteers, top professionals and international commissioners. On the lighter side, the event was a heart warming experience of Indonesia s modest hospitality, rich culture and educational scenic spots. 3

We are indeed very happy today, especially Gerakan Pramuka, because the 4th APR Scout Leaders Summit will take place in Cibubur Scout Camp. This feeling of happiness and gratitude is here, because when we organized the First International Seminar on Resources Development and Management in this same venue last month, it was rumored that due to security reason, this Summit might take place in another country. Therefore, we wholeheartedly welcome all of you, both the participants, i.e. the Asia-Pacific Scout Leaders, and our guests. We hope that this Summit will provide us the real opportunity to do a kind of SWOT analysis strengths, weaknesses, opportunities, threats in the Scout Welcome Address movement in the Asia-Pacific Region. Have we been successful in drawing the attention not only of adults but also of young people to our movement? Have we been able to avoid joining some existing programmes in the society which are detrimental to their development? Have we formulated and planned interesting programmes which will keep the young people busy? Many more questions can be put forward which will challenge and motivate all of us to be committed to the cause of our young people. Last but not least, we are also very happy because all of us from the Asia- Pacific Region who are present here will have the opportunity to pay tribute to our Secretary General, Dr Jacques Moreillon, who will be leaving WOSM next year, Although he will no longer be the WOSM Secretary-General, I am sure he will be offering some of his time and energy to the cause of our Scout movement. This will also be an example for all of us. Once again, welcome to Indonesia, specifically to Cibubur Scout Camp. We hope that you will enjoy your short stay here in Indonesia both on the Summit s topics of discussion and the supporting programmes. Thank you very much for your attention. 8 Dr Jacques Moreillon Secretary General World Oganization of the Scout Movement (WOSM) Mr Minister, my dear friend Rivai Harahap, and other brothers and sisters from Gerakan Pramuka; equally dear friend Anthony Thng and members of the A-P Committee; dear WSC members and colleagues, Vice-Chairman Habibul Alam and Tobi Suzuki; dear Abdullah Rasheed and A-P stafff; dear Scout brothers and sisters from the APR. First let me say how happy I am to be here, in this island of calm, the famous Cibubur, which is to Indonesian Scouting what Gilwell used to be the world Scouting: a name with a mystique of its own because of the innumerable Scout experiences that have been lived here in great Scout spirit. Let me also say how important it is that we should be enjoying the welcome of our brothers and sisters from Gerakan Pramuka, expressing by our presence our trust in the future of a wonderful people and of our largest national Scout Organization in WOSM. For Gerkan Pramuka has been, is and will be playing a unique role in Indonesia, a quadruple role of not only character building and citizenship building (as all our NSOs do) but also a most vital role of nation building and peace building. Since my first visit for Scouting here in March 1989, I have witnessed that role as well as positive changes and I can say that it is going in the right direction. And so has been Scouting in the Asia-Pacific Region in these 15 years over which I have been witness to and associated with its qualitative and quantitative growth. Your program in APR is more and more adapted to the needs of young people; your adults understand better and better their role as Scout leaders. By and large you have been able to maintain a useful relationship with authorities without losing your autonomy and political independence and, as your studies have shown, in most countries your image is very positive. Also, you have been able to both strengthen the unity of your region while playing a vital role at world level and being fully contributive to World Scouting. Yet, your challenges are still great, though they are not the same all over Message the region. Some of you have the challenges of new and young NSO s such as Mongolia, the Maldives or Bhutan and they need the active support of not only the Regional Office but also of other NSOs in the region, a support which they mostly get. Others face the challenge of industrialized societies, with the competition of too many offers to youth home to leave the world a better place than we found it. And the second is for Scouts to be truly perceived by non- Scouts as major agents of positive social change. We must be better at making non-scouts support us because they see potential of Scouting to make a positive difference in society. We must be better at making others see us and our Scouts, not only as natural barriers against problems like drugs, corruption, intolerance, social indifference, lack or civic sense, lack of self discipline, egoism, but also as natural builders of a society made of autonomous, supportive, responsible and committed citizens, with a sense of active personal and social solidarity and a spirit of true peace, as Scouts are. We do not yet see ourselves sufficiently in this vital social role which BP wanted for Scouting and we are not communicating well enough this potential of Scouting to the non Scout world. A world, which all too often takes Scouting for granted when it happens to need it, but which even more often does not realize how badly it needs Scouting. Let us be modest for our own individual selves, not for Scouting! Let us make the world see, grasp, understand, and feel the unique beauty of Scouting. See Scouting as an invaluable gift to society, a society made of the kind of people which Scouting both attracts and produces: creative, honest and dedicated people, who have both a team spirit and one of adventure; who feel responsible for others but dare take calculated risks; who respect our natural environment and understand the requirements of sustainable development; who keep their world and are socially conscious. In short a world where some men and women are amongst the decision makers who make a difference at all levels of society because they have been Scouts. This stays our common challenge: the challenge of being fully what we should be and of making others see us for what we can really bring to society. I wish every success to a summit that will bring the Asia-Pacific Region one step closer to meeting that double challenge. 7

Chairman of Gerakan Pramuka Mr Rivai Harahap, Secretary General WSB Dr Jacques Moreillon, Vice Chairman WSC Mr Habibul Alam, World Scout Committee member Toby Suzuki, members of the Regional Scout Committee and Sub-committees, national Scout leaders, distinguished guests, ladies and gentlemen, I am extremely happy to come back again to Jakarta, almost after a month, and to this ideal Scout venue Cibubur Scout Centre, which has definitely become worthy as a learning model to all of us. It has good management system with a blend of volunteers and professionals, it is reliant. I am extremely happy to see many of our old friends, and new colleagues to rejuvenate our Scout spirit, our friendship for the benefit of the young people of our region to whom we are here to serve. The Summit, which meets once in three years, and one year ahead of each Regional Conference, has a multi-fold purpose. It is primarily to renew solidarity of the region with the presence of key persons from national Scout organizations. It is also to set definite focus for the activities of the region as to where we want to go, and how we move forward by providing policy guidance and direction, in the light of the mission for Scouting. For this Summit, we have stressed on reviewing our regional plan, Vision 2013, in terms of achievements during its first three years and expand our foresight for the next few years. To set objectives for the next triennium as well as to share our best and promising practices. Discussions will deal largely with strategic planning and realigning the regional priorities that we have set in the light of the new World Strategies, as things have changed since we approved our regional priorities and objectives. In particular, we will devise our direction for It is only every three years that we, as the key regional volunteers, as Chief Commissioners, as International Commissioners, as Chief Scout Executives and as professionals of the region meet together. Therefore, it is an opportunity to get to know each other better, to discuss among ourselves, issues that demand unified support to the region as a whole. We need to look at solidarity among our associations and in meeting critical needs which directly call for regional initiatives for partnership and sharing. We also have emerging full fledged national Scout associations within the region which need our support to develop their Scouting in countries like Timor Leste, Solomon Islands and in the rebirth of Scouting in Afghanistan. In addition, we have our own responsibilities at our national level. If we shed away our responsibility and the duty to which we are all committed, our young Scout members of the movement will not forgive us. We are committed for the development of Scouting and that is why we are here, as Scouts, as key national Scout leaders, and therefore we all need to pay attention for the development of Scouting for our own countries and in the region. While we can claim of many successess we have many potholes that we need to mend now, or in the very near future. We cannot hide away from the reality and the truth. So while we rejoice for the success that we have, let us be very serious as well, first, at the national level then at the regional level for good Scouting. If we can improve the national situation, the region at large will move upward. We also need to change our image as providers of fun, camping and entertainment, without an objective. We have huge task to change the attitudes of the public, as an educational movement with a purpose. The competition from outside is becoming greater day by day while we are unable to bring about the required changes even within. Today, the only way to remain competitive is to learn faster than the customers. To be fit for the 21st century our associations need to change. In this direction, those associations that have adopted a strategic plan need to follow up seriously and review it regularly. To respond to the challenges of today, our associations must be able to adopt to the changing circumstances and environment. We need to re-examine our organizational structures, and down size or deconstruct by creating new structures, based on networking and be able to respond quickly to the change needs and to the emerging demands. Instead of having trained leaders who make rational 9

11 Keynote Speech 10 decisions, plan, organize and exercise control, as in the 20th century, today we need leaders who manage relationships. Today s experience shows that past workable solutions are creating problems. Scouting plays an important role in society, thus we need to integrate our activities with the communities where our young people grow and are directly influenced by the environment by which they live. Because of gigantic resources necessary to do large-scale projects, we have to extend our solidarity not only amongst Scout associations but work more vigorously with other international organizations at national level and at regional level. Over many years, other Scout regions have substantially organized impact-giving projects for communities using grants from various organizations. We in the Asia-Pacific were once best known for its creativity in community development and working with communities and we still continue to do so. But we need more coordination at regional level and information of these activities at national level. Even for Scout activities at national level, let us open our doors to other non Scouts and the public to get to know us and to learn about us. This Summit is also an opportunity to generate ideas and to maximize the visibility of Scouting and enlarge the scope of activities for Scouts as well as non-scouts and involving communities at large during major Scout events like the next Regional Scout Conference in 2004, APR Jamboree in 2005, and while we celebrate 50 years of AP region in 2006 and in the centenary of Scouting in In conclusion, as key national Scout leaders gathered here to direct our future of Scouting in the region, let us be more serious of the changing needs and to be able to adapt to those changes. Let us commit ourselves more seriously to develop Scouting to the rightful place it deserves rather than being marginalized gradually.

We are indeed very happy and delighted, not only the Indonesian Gerakan Pramuka, but also the people and the Government of Indonesia for being assigned and entrusted to organize this 4th Asia-Pacific Regional Scout Leaders Summit. Personally, I feel honoured and privileged to be requested as a guest of honour to open this important gathering. Why? For a very simple reason really, and that is the opportunity to meet all of you, the Scout leaders of our region and the world here in Cibubur Scout Camp, because if I have to travel and visit each one of you in each of your countries, it might take many years. This meeting is very important because you are going to discuss and elaborate the APR Vision 2013 and its implementation, but also to tune-in that vision Opening Address with the Strategy of WOSM towards 2007, the year when we are going to celebrate the 100 years existence of World Scouting. This means, I assume, that this Summit is going to evaluate what have been done in the past, how successful were we in formulating relevant youth programmes and how effective were we, especially the adult members of the Scout movement, in helping the young generation to become responsible adults and to play constructive role in society. Of course, the vision of the future and the planning of activities, specifically for the next ten years, is nowadays not so easy anymore, not only for the very simple fact that rapid changes occur in many spheres of life in each of our countries and in the whole world, but also due to the borderless world which disturbs the continuity of events. As all of us know, in our life, both change and continuity in the right balance are needed, but if the occurrences of change become too rapid and moreover unpredictable, then planning of activities is being disturbed and we, as planners, become perplexed. Nevertheless, I am convinced that the Scout Leaders of this region and the whole world will be capable to ride on the wave of change and to plan relevant activities which will help the young generation to become effective future leaders, both for the community in general and for the Scouts in particular. I earnestly hope that you all, as Scout leaders, will make sincere efforts in helping the young, because we are now facing so many societal problems, such as narcotics and HIV/AIDS, to mention just a few. We would like the young people, the Scouts, by just hearing those words or disturbing factors of their development, will hastily avoid them. I am sure that the youth programmes drawn for and be implemented by the Scouts will be very interesting indeed in order to help them in their avoidance. With your permission and by drawing your attention to the fact that being Scout Leaders, the future of our young generation is, indeed, in your hands, and by praising God Almighty. 14 Mr Abdullah Rasheed Regional Director World Scout Bureau Asia-Pacific Region We last met towards the end of 2001 following the last Regional Scout Conference. The year 2002 has a good momentum. It was also a transition from the retirement of my predecessor Kim Kyu Young and my assumption of the post in July Achievements in 2002 had been diverse covering most areas of our regional priorities in programme development and training, strategy, youth programme activities that include Jamborees, Ventures and Moot, resources development, publications both in print and electronic, involvement of the Regional Scout Committee and Sub-Committees in our various meetings and events, and our participation as a region in world events such as the World Scout Conference, World Youth Forum and World Scout Jamboree. Since the beginning of 2003 up to now, it has been a period of intense work in the region at all levels. Initially many of the regional activities as well as national activities were postponed due to SARS, which unfortunately had its very devastating effects on three of our member countries namely Singapore, Hong Kong and Republic of China. At the same time this was a period of immense satisfaction on the work we accomplished in Afghanistan and in Timor Leste. In addition we have had a series of national and regional events, at least once a month beginning from June this year until December. Vision We have made every effort to brief the NSO s on the elements of the Regional Plan and it has become part and parcel of every national Strategic Plan exercise we had conducted. Planning the strategies and objectives of the second phase of Vision 2013 is the core of this APR Leaders Summit. We are aiming to define the priority statements for each priority area during the summit since we found this as a missing link. Before the Summit, we made a mid-term evaluation of the 7 priorities (with objectives and action steps) and Scouting in APR this will be presented to this summit. While we have a budget for the plan, there is not specificity on how to finance the plan. I see this vital issue to become an integral function in the revised Terms of Reference of the Finance Sub-Committee. Actively involving volunteers. Apart from the commitment of the existing Regional Committee and sub-committees, our invitation for a pool of trainers from member countries in the region attracted a good response from NSOs, having over 120 trainers from 9 countries up to now and we are sure that the number will grow. We intend to build on this enormous human resource within the region as we go along to meet some of our critical needs. In terms of commitment of the volunteer, a criteria has been devised by the Regional Committee at its last meeting on the selection and commitment of volunteers who will be serving in regional sub-committees in the future. Hopefully this will ensure more steady flow of contribution for the growth of regional scouting. Strengthening Youth Programme. The Programme Development Workshop organized in Malaysia with the full involvement of the World Scout Bureau was a significant leap for strengthening our youth programmes. We have identified areas where substantial work needs to be undertaken in the future. Across the region, Rovering is generally weak and I believe a robust Rovering section in each NSO would guarantee a breeding place for young adult leaders, largely missing in many of our current Scouting scenes. For this reason, we are organizing, for the first time, a seminar for the promotion of Rover Scouting in December in the Philippines to identify strategies to promote and strengthen Rovering. Another crucial area is to make the scout programme more challenging to the young people of today and I believe one way of doing so is to link our scout programme to ICT, which has now become an element of every day way of life. We will be conducting a regional workshop to identify the role of ICT in scout programme and it will be hosted by Japan in October Membership Growth. As we have noticed there has been a drop in 13

15 Scouting in APR membership from 18.8 million in 2000 to 16.9 million in 2001 which is mainly due to the 42% (1.9 million) drop of Boy Scouts of the Philippines. Nine countries have decreased membership. Exceptionally, increase is seen in Bhutan and Kiribati. However, it is interesting to note that in all the countries where we had conducted the national Strategic Planning workshops, membership growth has been a top priority in each of those NSO s and in all cases almost aiming to double the membership over the next decade or so. Thus giving us lots of hope of improvement in the future. At the upcoming workshop on PR, IT and Marketing in Korea, the concept of growth will be the focal discussion point by extending ourselves not only within the organization but to the larger whole of societies. Partnership. As a regional and global organization, this area needs firming up which requires some formal relations with external organizations that are mutually beneficial. One initial step was the consultation meeting with WOSM UN agencies representatives I attended in Geneva which presented a good potential of establishing relationships, also by learning from the success of Arab and Africa regions. Some organizations, including Scout associations, with whom I have met are South Asia Foundation, DDS and KFUM of Danish Scouting, initiate, Save the Children, SAARC secretariat, UNICEF and ILO. Partnerships are yet to be explored with many other agencies. Within the region, we continue to receive from Korea some financial assistance every year, and Japan on many occasions on different projects. Managing people and resources. We have introduced action planning and improving performance through appraisal among the staff members. For the first time, the performance of every staff member has been evaluated by his/her immediate supervisor. Learning plan of every staff is now a routine. Over the past couple of months we have provided staff development opportunities individually and collectively. This will be continued. The physical layout of the APR office has been enhanced to make it more appropriate in today s business environment. Inter-regional cooperation. Inter regional co-operation within WOSM and APR is also becoming more prominent than ever before. We initiated with the Inter America region for the programme development workshop and in turn Mr. Peter Blatch from Australia participated in a similar workshop in Chile. Fol- 14 lowed by the Arab region to whom we have extended our experiences in PR and publications and to learn from them on promising practices in the area of partnerships. We deputed one of our executives to Cairo for two weeks in September. We will be joined by one of the Executives of the Africa region to learn about our Basic Management courses for scout executives in our next course in November. European region joined us in the Jakarta seminar and will join us again, as resource persons, in the Rover promotion seminar in the Philippines and in the Risk and safety management workshop in Singapore. Image and Visibility. PR is being given its due place in our work and for the time we have brought out APR posters on scouting for promotion and image purpose. Three new posters will be released during the summit and three more would be released every year for the next five years with the support of the Scout Association of Japan. A colourful APR primer outlining briefly what is scouting and what we do in scouting in the region has been published and will be distributed during the summit. APR wall calendars, has already become a regular feature beginning from Next year calendar will be released during this summit. IT Based Operations. Since the launch of APR INBOX in October last year, additional subscribers come in almost daily from all over the world. Feedback from readers has been very positive and encouraging. The APR website is updated as necessary and all circulars and related information is now available in our web site. The phase I, of the IT project for the improvement of the situation at the regional office, which I brought to the notice of the Regional Scout Committee in January this year has been accomplished already. I am happy to note that we were able to contribute some money through our operational budget but the bulk of the assistance for phase I came from Japan and I am most grateful to the Scout Association of Japan for their generous contribution. Impact. In our Staff Management Conference, we stress not only on output but also on the impact of our projects and events. In every workshop, beginning from the Malaysia Programme development workshop, all participants now prepare their individual as well as collective action plans for implementation upon their return to their NSOs to be used for impact assessment. We will be following up on these action plans and urge NSOs to do the same at national level.

16 APR Mission to Afghanistan and East Timor. On behalf of WOSM, APR undertook two missions to these emerging member countries of WOSM and we have much to report on the success we achieved. APR has its strategic plan towards building a national structure for these organizations and eventually become members of WOSM. Similarly we are looking for a new start for Solomon Islands to be part of the region. RECENT MAJOR EVENTS SAF Scout Camp. Maldives successfully organized and hosted the event in collaboration with South Asia Foundation and it is envisaged that Nepal will host the same camp in 2004 followed by Sri Lanka in Following the common understanding of all the Chief Commissioners of South Asia, a concept paper has been developed by APR office and it is now under consideration with the SAF secretariat. A copy of the paper is in your folders as well. This SAF camp is now becoming a regular feature of the seven countries in South Asia. APR Workshop for Programme Development. Hosted by Persekutuan Pengakap Malaysia, participation to this workshop was excellent and was record breaking one with 18 countries from the region with strong support from the Inter American region plus Geneva. The World Scout Bureau team (APR, Geneva, Inter America) introduced the International Handbook of Leaders for the Scout Section. Strategic Planning workshops. A number of planning workshops were held all with similar success and renewed enthusiasm. For this year these were held in India, and Sri Lanka. Brunei will follow in December and regular monitoring is maintained from the regional office and at national level starting from Bhutan where the Review of the Strategic Plan workshop was conducted in July. 44 th APR Management Course. Hosted by Pakistan Boy Scouts Association with 42 local participants and 1 from Malaysia and second in series for this year would be held in India in November. It is also heartening to note that Africa regional office will be joining us in the November course in India since they intend to introduce this course in Africa region and we are sharing all our materials to help them to build up this training in the African continent. The International resources development seminar. World Scout Bureau organized the seminar with Gerakan Pamuka as host of the first International Scouting in APR Resources development workshop in September. From the perspective of finance, it is a crucial period for most Scout organizations in the region. Primary importance is given to the effective management of resources and exploring new avenues for self-reliance of Scout organizations. Such was the aim of the seminar. Participants and resource persons shared their expertise and views on how to efficiently apply financial management, strengthen membership registration system, and get the most out of camps, hostels, and Scout supplies. Fund raising, grants and sponsorships, partnership, affinity programmes, endowment funds and foundations are other viable resources. MAJOR PROJECTS 1 st APR Scout Photo Contest. On its initial year, the photo contest, with generous support from SAJ, the outcome was satisfactory. There are 6 winners whose photos are now printed in posters and for the 2004 APR calendar. The next photo contest for early 2004 has been announced. These posters will distributed during the summit to all NSO s for wider display and CD s of the template will be given away encouraging NSO s to utilize them for reprinting at national level in English or in their own language. Sub Committee Meetings. The Programme and the Finance Sub Committees were able to meet. The Programme sub Committee met during the Programme Development Workshop in Kuala Lumpur, Malaysia in April and the Finance sub committee met in Indonesia during the International Resources Management and development workshop. The PR Sub Committee, ICT Sub Committee, and Marketing sub Committee is expected to meet in Korea during the workshop. The Adult Resources Sub Committee is also expected to meet on the occasion of the training System Development workshop in Brunei in the middle of December. Moving Forward. The year 2004 will be a promising and very busy year. We will build up on our initiatives in Afghanistan and East Timor as well as in the South Pacific. The Asia-Pacific Jamboree /11 th National Jamboree will be held in Korea. Scouts of China will host the World Moot. And the year will culminate with the Regional Scout Conference in Brunei with a Regional Youth Forum and Regional Course for Leader Trainers as ancillary events. 15

24 Bangladesh Scouts YOUTH INVOLVEMENT Bangladesh Scouts, one of the largest Scout movement throughout the World, designed program to attract young people since its onward journey in Over the years the journey has made great strides and blossomed with different dimensions for potential development of young people. With a view to involve more young people in the movement, Bangladesh Scouts develop and updates youth program regularly as per need and relevance of the young people as well as the community. Bangladesh Scouts also facilitates participation of young people in the decision making process at all tiers from unit to national as well as international levels. Bangladesh Scouts promotes participation of young people in youth forum, youth parliament, work camp, national task force and the like. It also faces the risk at the horizon to involve minimum number of young people at the highest and the decision-making levels. Nonetheless, Bangladesh Scouts has succeeded in reducing the mean age of national leaders. Promising practices of NSOs The program of Bangladesh Scouts give extra attention to social dimension of Scouting. In this backdrop, Bangladesh Scouts involves young people more in community development known as CD activities. Young people should know the problem and prospect of the community. In the CD activities, Scout work with other non-scout young people and community people through child-child and child to community approach. Alongside routine CD activities, Bangladesh Scouts organizes twinning projects with other National Scout organizations and national as well as international bodies. Twinning project gives special focus on CD and health activities to attract more young people and increase visibility of the movement. Implementing twinning projects and other projects and programs over the years, the young people have gathered experience and extra skills to meet the need of the community. Important twinning projects are: Bangladesh-Australia Child Health Project popularly known as BACH project Bangladesh-Japan Joint ORT project Bangladesh-Japan joint primary health care and nature conservation project POETS - Promotion of Environmental Education and Friendly Practices through Scouts with the support of AP Scout Foundation Promotion of Oral Rehydration Therapy project known as PORT project with UNICEF, and Life skills based education program with UNICEF Another potential event of CD activities is Community Development Camp or COMDECA which has gathered wide popularity among the young people of Bangladesh. Bangladesh Scouts organized national and AP Regional COMDECA and a number of district COMDECA. Successful implementation of national Rover moot and COMDECA jointly in 2001 opened up the window of opportunity to enrich the moot with COMDECA activities. LSBE contributes to develop psychological competence and build self-esteem and self-efficiency in young people. LSBE has developed a number of Youth Training Teams. Communication through peer education by youth Training Team in LSBE program has demonstrated accelerated momentum across the Scouting horizon in Bangladesh. Historically, Scouting addressed the need of young people without any distinction of gender. But Bangladesh Scouts started recruiting female members since The effort has registered a huge growth. The female Scout population has now reached almost one hundred thousand. Bangladesh Scouts has initiated developing Scout health and Nutrition Club to promote better health at the community creating young active citizens. Passive citizens wait for others to provide better health for them. But active citizens promote better health by collecting and sharing scientific knowledge and improving better practices. The 4 th APR Leader Summit recommends that the sub-committees as formed by the APR abide by the priority statements and work to refine the objectives as developed at this meeting, namely: YOUTH INVOLVEMENT This strategic priority assists National Scout Organizations in revitalising this fundamental element of our Movement, which is crucial to its attractiveness and its ability to achieve its mission. ADOLESCENTS This strategic priority assists National Scout Organizations in responding effectively to the needs and expectations of adolescents. This will result in an increase in membership in this age-range and enhance Scouting s reputation as an organization which helps young people in their transition to adulthood. GIRLS AND BOYS, WOMEN AND MEN This strategic priority identifies the support and tools required to help National Scout Organizations offer equality of opportunity to girls and boys, women and men at all levels in Scouting. This should offer new opportunities for everyone and, through an increase in youth membership and adult leadership, result in a more even balance in the male:female ratio in associations. VOLUNTEERS IN SCOUTING Recognizing the maturity of the on-going Adult Resources Policy, this priority focuses on reaching out to and recruiting from a wider pool of adults, retaining existing adults while ensuring that financial disincentives do not limit volunteers. MANAGEMENT This strategic priority aims to assist NSOs as well as the Region to adopt a strategic approach, reviewing their structures, systems and management to enable them to be sensitive to the changing needs of society and respond quickly and effectively so as to: * address the need for risk and safety management * conduct more programmes of events at sub-regional level * increase the participation of young adults * reverse the trend of declining membership. Summit Recommendations FINANCIAL RESOURCES This priority encourages the fullest mobilization of resources at NSO and regional level paying attention to various income generating projects as demonstrated by the successes of some NSOs. MARKETING OF SCOUTING This priority encourages NSOs to identify and respond to the needs of young people and adults, and in areas where Scouting is currently not having an impact. While reaching out to new markets, it is important to ensure that current/traditional markets do not suffer. This should result in a net increase in NSOs memberships and increase Scouting s impact in the region. SCOUTING S PROFILE This priority helps NSOs to achieve results in all areas of Vision 2013 by clearly identifying target audiences (both internally and externally) and using appropriate public relation and communication tools for these audiences to enhance the image and visibility of Scouting. INFORMATION COMMUNICATIONS TECHNOLOGY This priority recognizes the need to support the development of ICT in NSOs, the important role it plays in supporting the regional priorities and providing opportunities for networking. Any changes to the overall statements and objectives can only be in consultation with the Strategy Sub-Committee and the Regional Scout Committee. This is to be confirmed at the APR Scout Conference in Brunei in That NSOs implement the strategic plan for in conformity with the strategic plan of APR and WOSM 3. That NSOs develop partnership programmes with other organizations/ movements working for the development of young people to promote Scouting in the region. 4. That NSOs extend Scouting programmes and projects to young people outside the Scout Movement by their peers. 43

My colleagues in the World Scout Committee and the members of the World Bureau and Asia- Pacific Region. Chief Delegates and the members of the national organization and my brothers and sisters of Gerakan Pramuka present good evening. Dear Brothers and Sisters in Scouting, I take this opportunity to confess that some of the deliberations in this summit meeting have been wonderful and easily understood. But surely I believe, we have not been overflowed with information. To explain myself let me share this story with you all. Two friends bought two cars for their personal daily use. Few months later, they meet again. I heard you have been having car trouble time and again, said one friend to the other. Yes, replied the other car owner. Do you remember when I bought the car the information flow of this was very interesting and followed that. I bought a new carburetor that saves 30 percent on petrol. I changed new transmission that saves 50 percent on petrol and also changed new set of spare plugs that saved 40 percent on petrol. So what is the trouble. You saved 120 percent on petrol. Said the first friend. Scratching his head, the other friend replied don t you understand, everytime after I drove about 80 kilometres, the petrol tank starts to overflow. I do believe we shall not have that kind of information overflow. Provided that all of you here will make this world a better place for the future. We must not forget that Educational priorities for out time depends on the basic understanding and shared experiences that leaders of this region have gone through. In today s world, the continued survival of men and women as species grows less certain as each successive day we witness the increasing inability of men and women everywhere to feed themselves and produces a steady deterioration in living standards. The truth of this statement can be seen nowhere better than the third world under-developed countries. Fact remains that people need to eat food and drink water. Ideals and dreams can only come later. What we see if we look around, we see minimum Closing Remarks basic needs are barely met, lack of meaningful adequate social participation by the marginalized people and still living in an absolute poverty. These marginalized people can barely meet their minimum basic needs and they lack them means of adequate social participation. They have to remain contained with their own social and cultural practices. These continued experiences forces the marginalized people to a strong possibility to drift, and thus may promote self-deprecation and ultimate adoption of negative images of self and society. Education for survival means that to face facts beyond the shelter of the classroom walls and having the flexibility to adapt quickly the needs of our time. Most of us seek the solution of rapid political changes. Even if such magic were possible, basic needs that we all seem to ignore due to what that remains to be the fact same as today. Those of us live in the city or major cities, what does it means to be rich? Where water runs endlessly from the taps, where the sick die in hospitals beyond the comprehension of the marginalized majority. The big cities provide and serve food from the shelves of the super-market outlets. It is where the soil is something to walk on and nothing more. Hence, we in the Scouting world need to promote through the strategy an educational method that looks outward at the reality of the marginalized society and our dying land. We need o commit ourselves to take care of our children and young adults. For this is more theirs than ours. And they have a greater stake in its future than we do. Before I conclude, may I take this opportunity to congratulate on behalf of the World Scout Committee to each and every member of WOSM present here individually as well as being worthy representatives of the member organization of this region for there active deliberations. Our special gratitude to Gerakan Pramuka in performing their duty towards their country and enriching the Asia-Pacific Region by hosting this Summit Salam Pramuka. May I also take opportunity to quote a very meaningful statement provided by no less than Mother Theresa that puts us back to the track. We ourselves feel that what we are doing is just a drop in the ocean. But the ocean would be a drop and many ripples less because of that missing drop. Dear brothers and sisters, it is our solemn responsibility to pass our experiences to the future generation. In all fairness, the journey that we have all taken has come a long way and can only be beneficiary if we are successful in understanding young people and conveying the message of Scouting to more young people, thus serving the movement. May almighty provide us with the strength and courage to understand the minds of the future generation. Please remember my brothers and sisters they are our children and they need your support.
