1.0 System Description This STRAP upate is generate to correct outate or missing information (corrects MOS structure, resource tables, an training locations). All training for JTT has been ongoing at all ientifie locations for years. The Material Developer (MATDEV) has complete the IKPTs, NETs an elivere the TSP. The JTT system has been upate an the MATDEV provie the necessary upates to the training material an TMs. The JTT is not a stan-alone system, it is integrate into other warfighting capabilities an those capabilities train JTT uring their NET (as necessary) an are part of training at institutions for the Army an Navy as ientifie below. It is not anticipate that this STRAP will change or cause to change, any institutional or operation training. This upate oesn't support or affect an acquisition ecision, fieling change or POM submission (it's mostly aministrative to correct previously om information or correct previously subm information. The Joint Tactical Terminal/Common Integrate Broacast Service Moules (JTT/CIBS-M) supports the Integrate Broacast System (IBS) broacast architecture an it consists of ifferent variations of tactical terminals an moules for the use of General-Purpose Link (GPL), 5 khz Ultra High Frequency (UHF), Satellite Communications (SATCOM), an Deman Assigne Multiple Access (DAMA). JTT/CIBS-M is a special application tactical terminal that provies IBS connectivity to U.S. Military services (Intelligence Agencies, Joint Commans, Battle Labs, etc), allies, an other intelligence agencies. This moular approach allows integration into existing systems (e.g., aircraft, ships, submarines, armore vehicles, etc.) with a variety of configurations. JTT/CIBS-M provies proucers an users access to the IBS an other Comman, Control, Communications, Computers, an Intelligence (C4I); it allows operation at various security levels an supports avance encryption techniques. The term JTT/CIBS-M as use throughout this ocument references the ifferent variations of JTT/CIBS-M's versus a specific JTT/CIBS-M unless otherwise note. 2.0 Target Auience The following military occupational specialties (MOS) receive JTT/CIBS-M operator or maintainer training at MOS proucing schools: US Army:

14G (Air Defense Battle Management System Operator) 14H (Air Defense Enhance Early Warning Operator) 25Q (Multichannel Transmission Systems Operator / Maintainer) 25U (Signal Support Systems Specialist) 35G (Imagery Analyst) 35T (Military Intelligence Systems Maintainer Integrator) 94E (Raio an Communications Security (COMSEC) Repairer ) 140A (Air Defense Technician) The following Navy rating receives training at esignate F schools (F school training is conucte base on assignment to a specific activity). US Navy Class"F"schools provie team training to officer an enliste fleet personnel who normally are members of ships'companies. They also provie refresher training, incluing operator an technical courses of short uration to meet the nees of a fleet or type commaner. US Navy: CTT (Cryptologic Technician (Technical)) Also conuct level 1 maintenance on ship-boar systems 3.0 Assumptions This STRAP upate has no assumptions associate to training or training evelopment. All training is fully operational (for years).

4.0 Training Constraints Constraint Impact Solutions Support services/contracts Block III technical manual plans pening which will etract from current training. Block III technical manuals nee to be complete to upkeep current training.

5.0 System Training Concept All training (for each service) has been ongoing for years. This is a STRAP upate to clean up language (correct MOS's, resource tables, training locations). All institution an operational units have receive the necessary IKPT, NET an associate training material from the PM. As systems were upate, training material was upate an provie to all locations. The JTT/CIBS-M is not a stanalone system an all relate training is one in conjunction with host systems it is integrate into. Hosts systems inclue Tactical Groun Station (TGS), Developmental Software Support Element (DSSE), an Air an Missile Defense Planning an Control System (AMDPCS). The training concept for the JTT family is iverse as it is traine by multiple Army Centers of Excellence (CoE) an the Unite States Navy (USN). Training requires support of the Institutional, Operational an Self Development omains to increase the capability an eucate the user. The institutions (Intelligence Center of Excellence (ICoE), Signal CoE, Fires CoE, Army Reserve Intelligence Support Centers (ARISC) train a variety of communication, intelligence an maintenance personnel at their MOS-proucing courses. The USN CTT rating receives training at three F schools base on assignment. The JTT Program Manager provie Instructor an Key Personnel Training (IKPT) on operator an level 1 maintainer tasks prior to JTT/CIBS-M instruction at the institution. The operational omain utilizes New Equipment Training (NET) that is supporte by a robust Training Support Package (TSP) that inclues Computer Base Training (CBT), Lesson Plans (LP)s, Technical Manuals (TM)s, Users Manuals an Quick Reference Guies. The host system NET trains the initial transfer of knowlege on how to use an maintain the capability an the Doctrine an Tactics Training that trains the integration of the capability into the unit's mission. The operational unit commaner is responsible for incorporation of JTT/CIBS-M training into the unit training strategy via the sustainment training associate with the host system. Self Development is supporte by either the TSP, CBT or Quick Reference Guies. 5.1 New Equipment Training Concept (NET) The proprietary Program Manager (PM) is responsible for NET an focuses on operator level training. JTT/CIBS-M NET is require for both operator an maintenance personnel an is contractor-le training evelope by the proprietary PM an training eveloper (TNGDEV). Training proucts will be evelope in accorance with the TRADOC Regulations an Pamphlets in the series an using methos escribe in the Army Learning Moel, TP

w/c1 06Jun2011. A specific JTT/CIBS-M NET is available to all branches of service (as neee). Host systems are responsible for incorporating JTT/CIBS- M training within their NET (PM JTT provie training material to the host system PM). NET uses host system fiele equipment, materials, an Winows base CBT to conuct training. Host system NET trainers will leave behin the training materials to support sustainment training (JTT specific training is integrate into the host system NET material). 5.2 Displace Equipment Training (DET) 5.3 Doctrine, Training, an Techniques (DTT) DTT was evelope by the TNGDEV an provies guiance to commaners, leaers, staff, an crews/operators on how to employ the combat capabilities of the system. DTT is a combination of the PM elivere training material (lesson plans, TADSS, manuals, IMI, etc.) couple with the proponent evelope input (this becomes NET POI). The proponent's input inclues scenarios that prompt the user to act (utilize the system) while the PM's NET team walks the stuent through the steps associate with the require action. NET engrains into the stuent how to accomplish the task on the new system / capability, DTT engrains why they are oing the task an the expecte outcome / result. The TNGDEV utilizes practical exercises requiring the stuents to inepenently work through actions that ientify their ability to use the system capability uring the conuct of their mission. The DTT is meshe throughout the entire NET requiring constant input from both the PM's NET personnel an the proponent DTT instructor. Elements of the DTT can be use to inform Commaners an Leaers of the capabilities of the system, how it is octrinally eploye, missions it supports, an how receiving the system will affect the unit (Logistics, Manning an Training). 5.4 Training Test Support Package (TTSP) As require, Unite States Army Intelligence Center of Excellence (USAICoE) will evelop, coorinate, an approve a TTSP for system test. If any testing (Operational) occurs, the PM trains the test unit personnel an TRADOC certifies that the personnel were traine IAW the Training Certification Plan. The final TTSP consists of the following:

Training scheule Programs of Instruction (POI) List of training evices an embee training components, if applicable Target auience Lesson Plans Critical Task lists Exams Fiel manuals or changes to Fiel Manuals (FM) Certification plan The TTSP outlines the metho an proceures to evaluate an certify iniviual an collective pre-assessment training (who, where, an how training is to be certifie). The TTSP inclues the training for system operation, current an emerging octrine, an maintenance. Final TTSP preparation follows instructor/facilitator an key personnel training an receipt of the New Equipment Training (NET) test support package from the materiel contractor. The TTSP is revise before each operational test unless the institution etermines that the TTSP is not require. Institution managers prepare initial an final TTSP submissions an obtain approval from the commaner/commanant or his/her esignate O-6 representative. The initial TTSP will be provie to the test agency NLT nine months (270 ays) before test an the final will be provie NLT 60 ays before test player training. (Reference TRADOC REG Para 8-3, ate 6 DEC 11). 6.0 Institutional Training Domain 6.1 Institutional Training Concept an Strategy USAICoE, ARISC, Fires CoE, Signal CoE train JTT/CIBS-M in appropriate MOSproucing schools an The USN receives training at three F schools.
