CG TRADOC has directed a Warrant Officer Study to look at whether learning outcomes and course curricula along the Warrant Officer continuum of learning are adequate to support Army requirements. This includes all Warrant officer courses along the continuum of learning: Warrant Officer Candidate School (WOCS); Warrant Officer Basic and Advanced Courses (WOBC and WOAC); Warrant Officer Staff Course (WOSC) and Warrant Officer Senior Staff Course (WOSSC). Warrant Officer preappointment, professional military education (PME) and training has improved significantly over the past nine years, but input from recent Army Profession (AP) forums, course surveys and the field indicate that elements within the PME construct are not meeting cohort expectations. A focused study initiative will serve to identify, validate and develop recommendations for facilitating PME improvements at all levels. 2. Mission. TRADOC coordinates an outcomes-based study of the Warrant Officer continuum of learning to identify strengths and weaknesses and determine alignment with AR 350-1, Army Leader Development Strategy and Army Learning Model NLT 14 December Execution. 3.A. Intent. (1) Purpose: Validate the specified professional knowledge, skills and behaviors the Army requires of its warrant officers at each grade and determine whether current, successive levels of PME produce those desired outcomes. Introspection is a healthy component of institutional vitality and as an Army in transition, it's appropriate to examine elements of our professional military training and education to ensure we are delivering the outcomes required to support the operational Army. This is an opportunity after 10 years of war to identify and review expected outcomes by course, along the WO continuum of learning to assess whether WO leader development and PME courses are forward-thinking and aligned with AR 350-1, the Army Leader Development Strategy (ALDS) and the Army Learning Model (ALM). This study will immediately inform the Army Learning Coordination Council s (ALCC) continuing review of cohort development and assist the Army in answering: Within the Army Leader Development Strategy of sequential and progressive development, are current education and training levels right for warrant officers in the US Army?

2 (2) Key tasks: Evaluate outcomes along the WO continuum of learning by grade Identify individual course strengths and weaknesses Verify alignment with AR 350-1, Army Leader Development Strategy and the Army Learning Model Ensure regulations and policies support intended outcomes Determine what is the right education and training for US Army Warrant Officers through leader development forums (3) Desired state: Validate and develop recommendations for training and PME course outcomes to enhance learning along the warrant officer continuum of learning. 3.B. Concept of operations. The CG, Combined Arms Center, is the TRADOC lead to promulgate this effort; all other TRADOC organizations are in direct support of CAC. This will be a four phased operation: Initiating, and Report Preparation, and Implementation of Recommendations. DA will provide external support to review policy issues and coordinate FORSCOM participation. TRADOC will ensure COEs provide the requisite assistance necessary to facilitate the study. The Study team will provide an interim report o/a 30 July 2012 to CG TRADOC and a final report to CG TRADOC NLT 14 December A Steering Committee comprised of the CAC LD&E DCG, WOCC Commandant, DA G3/5/7 Representative, TRADOC G3/5 representative, DCG- IMTCoE representative, and Senior Warrant Officer Advisory Council (SWOAC) Chairman will guide efforts through periodic IPRs(See Enclosure 2). Phase I (Initiating). Begins upon receipt of order. This phase includes all planning efforts; alignment with the Army Leader Development Forum (ALDF), Army Learning Coordination Council (ALCC), SWOAC and Chief Warrant Officers of the Branch (CWOBs); development of Self-assessment instruments for WOCS, WOBC and WOAC branch schools and common core, and WOSC and WOSSC with TRADOC distribution to CoEs o/a 01 March 2012; development of interview and survey instruments for senior Army officers, course students and faculty; and collection plan identification. This phase ends with collection of CoE/branch self-assessments due 45 days after receipt (o/a 15 April 2012). Phase II (Collection). Begins o/a 01 May TRADOC will distribute student and supervisor survey instruments and conduct site visits at select branch schools and installations; conduct interviews across the Army to senior officer populations starting o/a 01 June 2012; provide updates at the ALDF and ALCC; and provide a mid-study report o/a 30 July This phase ends upon submission of the Mid-Study report. Phase III (Analysis and Report Preparation). Begins upon receipt of the branch school self-assessments. CAC will review branch self-assessment reports to identify potential site visit locations, areas of concentration and intended outcomes. The SWOAC will provide support to the study assessment process thru cohort and subject matter insights. The ALCC Learning Program Planning (LPP) panel will serve as an 2

3 advisory board (red team) to support analysis efforts. TRADOC has the primary lead for analyzing data sets and identifying trends to determine specific recommendations for the final Study report o/a 14 December This phase ends with submission of the completed WOCLS Report. Phase IV (Implementation of Recommendations). This phase is on order pending CG TRADOC decision on way ahead. Approved recommendations for resourcing or policy initiatives will be assessed for appropriate staffing through existing leader development for: Army Leader Development Forums, Senior Warrant Officer Advisory Council (SWOAC), ALCC Learning Program Planning (LPP) panels, etc. This phase ends on order. 3.C. Tasks to Subordinate Units. 3.C.1. CAC. a. Lead and Supported Commander for Warrant Officer Continuum of Learning Study. b. Provide one (1) COL/O6 to lead the Study Team. c. Provide one (1) CW5/W5 to assist as deputy team leader, sit on the ALCC LPP, and dialogue with schools/centers during each study phase. d. Review WOAC common core task list and assess curricula to support integration team study. Assist TRADOC Staff with academic governance examination. e. Provide updates in either ALDF Forum or ALDF Forum IPRs to TRADOC CG as required. Forecast FY12 ALDF dates and include those to the Study Timeline of the Order. f. Integrate ALCC Learning Program Planning (LPP) Panels and conferences to provide oversight to the study and assist with competencies development. g. Develop STRATCOM Plan: Training/LD Periodicals, Lamp, ArmyTimes. h. Leverage C-DOT and ALCC conferences in FY12; TGOSC in May 2012 as data points for Study. i. Develop data collection instruments to support study analyses with technical advisory assistance from ARI, FLVN. j. Knowledge Management establish AKO MilSuite as the medium for collaborative work with identified stakeholders (e.g., TRADOC/WOCC, etc.) k. Validate Resource Management Identify initial fund cite for conducting the study NLT 5 February 2012 to enable contracts for surveys, writing reports, analysis assistance and cost-benefit analysis in preparation for final report. l. Develop Unfunded/Unfinanced Requirements (UFR) and submit to TRADOC G8. m. Conduct stakeholder work group meetings as required to facilitate updates and synchronization of effort. n. Provide an interim report NLT 30 July 2012 and submit Final Report NLT 14 December

4 o. Provide CAC QAO representation on the Study team to facilitate data generation instrument distribution and collection, and assist with analysis. p. Leverage as appropriate, WOCC subject matter expertise for analysis and recommendation development in support of the Study. 3.C.2. Deputy Commanding General-Initial Military Training Center of Excellece (DCG-IMTCoE). a. Provide one (1) SWO as a member of the study integrating team. The position requires knowledge of IMT considerations with oversight and standardization to Warrant Officer Candidate School and Warrant Officer Basic Course. b. Conduct internal review and analysis of WOCS and WOBC Common Core Task List and applicable academic governance structure. Recommendations will be formalized and discussed with TRADOC Staff, and presented to Study Lead NLT end of collection phase. 3.C.3. Training and Doctrine Command Analysis Center (TRAC). Assist with operations research (OR) to support warrant officer education and training analysis, as needed ISO this study. 3.C.4. TRADOC G-3/5/7 (Leadership Development Integration Directorate). a. Provide one (1) ACOM-level Senior Warrant Officer for the integrating team ICW CAC lead. b. Staff provides analysis/recommendations for WO PME and Leader Development Governance and academic structure within the generating force. c. Facilitate coordination requirements with external TRADOC elements and Commands to support WO continuum of learning study tasks and objectives. d. Coordinate WO continuum of learning study calendar events with TRADOC command group. e. Facilitate funding requests to support WO continuum of learning study. f. Coordinate Strategic Communication (STRATCOM) requirements with OCPA ISO CAC-generated WO continuum of learning study STRATCOM messages and themes. g. Coordinate Institutional Review Board (IRB) requirements with Army Research Institute, Fort Leavenworth, KS for surveys that originate external to CAC. h. Provide QAO representation on study integration team to assist with review of warrant officer courses as directed. i. Provide formal assessment of Army Special Operations Forces (ARSOF) Warrant Officer (WOTech, etc.) training and education NLT 30 June 2012 for inclusion to the mid-study report. 4

5 3.C.5. COEs, WO Branch Proponents and Schools. a. Conduct branch and school self-assements NLT 15 April 2012 IAW survey instrument in Annex C. CAC will send out the survey instruments o/a 01 March b. Facilitate execution of other survey instruments provided by CAC and conduct select schools focus groups to support analysis collection ICW study integration team. c. Facilitate Warrant Officer continuum of learning study team visits. Provide Chief Warrant Officers of the Branch, Directors of Training (DoTs) and senior warrant officers to support execution of study visits and inform the process. d. Provide weekly input of emerging trends and analysis to the CAC Community of Practice POC beginning in April e. Provide representation in the Army Learning Coordination Council (ALCC) Learning Program Planning (LPP) panel. f. Provide CWOBs, through coordination with CAC/CAL, to support review of WOSC and WOSSC at Fort Rucker. 3.D. Coordinating Instructions. (1) This order is effective for execution upon receipt. (2) Supporting commands/organizations will provide primary and alternate contact information to CAC POC in Para 5.B. NLT 27 February 2012 (3) CAC will facilitate discussion as part of quarterly Army Leader Development Forums to inform CG TRADOC of study progress. Organizations tasked in this order will participate in these forums and scheduled working groups as required. (4) DIRLAUTH to support CAC lead requirements among TRADOC MSOs, COEs and DRUs as required to support study execution.
