It was also the number of Daughters and Sons of the American Revolution and guests that attended our celebration of George Washington s birthday. Many wore colonial dress. We had an outstanding speaker. Dean Michael P. Allen who spoke about the Myths of the Constitution. Two lucky winners were given a book that George himself wrote at the age of 14. If you are worried about the future, don t be. Eight JROTC students from three counties had their qualifications read. Outstanding academically and cadet wise, they gave our five judges a difficult time selecting the winner, Odalis Hernandez who is ranked 3 rd in her class of 444 students. These fine cadets are our future. Congratulations one and all. Firemen and EMT s will be honored at our March 18 luncheon. 3 Thank Heaven, Mr. Adams How a sign from God gave the presidency to John Quincy Adams. H. Crapo, Jr When John Quincy Adams won the presidency in 1824, he did it without a majority of electoral votes. In fact, Andrew Jackson beat him in both the popular vote and the Electoral College. But because Jackson did not have an outright majority, the issue was decided in the House of Representatives, and the outcome finally hung on a single vote, cast by an aging patron from upstate New York. The election was odd from the start. The two-party system had collapsed, and all the principal candidates claimed to be Republicans. Various state legislatures nominated their own favorites, and in all some 17 candidates were in the running. By Election Day the field had been narrowed to four. Tennessee Senator, Andrew Jackson, hero of the Battle of New Orleans, was the people s choice. His opponents regarded him as a semiliterate hothead, good in a fight but ill-prepared for national leadership. John Quincy Adams, secretary of state and son of a president, came in second. Though highly qualified by education and experience, he was viewed as a cold fish lacking in human warmth. Third was William H. Crawford of Georgia. He owed much of his support to a bulging pocketful of political debts that he had collected during his term as secretary of the treasury. (So flagrant was his abuse of patronage that, in the course of a discussion on the subject, the outgoing president, James Monroe, had threatened him with a pair of fire tongs.) Kentuckian Henry Clay, speaker of the House, was fourth. Since the 12 th Amendment specified that the choice be made among the top three vote-getters, he was eliminated from the race. After a private meeting with Adams, during which Clay reportedly was offered the post of Secretary of State, he threw his substantial support to the New Englander. On February 9, voting day in the House, Adams knew that he had to win on the first ballot or be overwhelmed by Jackson s popular support. Each state had one vote, to be decided by the majority of its representatives. Adams was sure of 12 states one short of the majority he needed and the New York delegation was tied. Clay felt that one of the New York representatives, the immensely rich and pious old landholder Stephen Van Rensselaer III, could be swayed, although his vote was supposedly committed to Crawford. As the Delegation arrived, Clay ushered Van Rensaellaer into the speaker s room where he and Daniel Webster exercised their considerable powers of persuasion on Adam s behalf. They failed. But the encounter flustered the old aristocrat. Before casting his vote, Van Rensselaer bowed his head in prayer, and the first thing he saw when he opened his eyes was a slip of paper marked with Adam s name possibly a discarded ballot. Taking it as a sign of God s will, he put the slip in the ballot box and made John Quincy Adams the sixth president of the United States. #30 Extract from page 78, Strange Stories, Amazing Facts of America s Past. Treasurer: past Treasurer Ted Hornback distributed and explained the December 31, 2015 financial statements and accompanying schedules. A motion to approve the Treasurer s report was made by Vic McMurry and seconded by Steve Fields. There being no further questions, the motion

5 passed unanimously. Ted Hornback mentioned that members who had been dropped from our rolls for nonpayment of dues, some have sent in their arrears payments and would need to be reinstated. (5.) Vice President Steve Fields reported that per the Earl Marland Publicity Report we now have 2893 points. The Saramana Chapter now has over 8,000 points in the USS Stark Memorial that dedicated to veterans. He stated the various ways the Chapter could earn additional points through volunteerism, visits, and donations. The President s Challenge submission deadline for FLSSAR is 22 February 2016 and 1 March 2016 for the NSSAR submissions. (6.) President Dick Mahaffey (a) reported that Charles Riegle (and spouse Ausra), Chuck Sweeney, and he attended the FLSSAR meeting in Orlando. He learned that all FLSSAR applications fees will be raised by $10.00 effective April 6 th, Buddy Turman motioned that the Saramana Chapter update the application fee schedule to be in line with FLSSAR. Motion seconded by Preston Adams. In the discussion Vic McMurry said the new fees need to be reflected on the online website. Vote was taken and approved unanimously. (b) President Mahaffey also reported the IRS, NSSAR, and FLSSAR new procedures require all scholarship award recipients of $ or more must have a W-9 form completed prior to receiving a check and the chapter will issue a 1099 form at year end. Buddy Turman motioned to adopt the new procedure for scholarship winners effective 1 January Motion seconded by Chuck Reeves. With no further discussion a vote was taken and passed unanimously. (c) Information was passed on regarding the renovation of the HQ Museum at NSSAR. Consultants at Univ. of Louisville submitted plans for a Solid Light project to include a Disney like light show, rooftop garden, kitchen for catering, and a professional recording studio at a cost of $45,000,000 a figure arrived at by including an operating deficit of up to $900, a year for 5 years. NSSAR Trustees will vote on this in Boston in the Spring. It was reported that FLSSAR and several states are against this project because it is not our mission. President Mahaffey will relevant information to Terry Schaefer who will work up a motion reflecting the sentiments of the Saramana Chapter to be sent to delegates and Trustees. (d) He learned that FLSSAR will reimburse contest winners or their coaches up to $60 travel expense to attend State contests. 7.) President Mahaffey led the discussion on this month s luncheon meeting which will have a large turnout therefore the Color Guard will be present. The BOG judges have selected 8 candidates for the JROTC award. The Board received a report stating the names, schools, rank and menu selection for those expected to attend the Enhanced JROTC contest. A Chapter Certificate Award for Joe Rhein will be presented. A guest speaker, Prof. Michael P. Allen, J.D. Professor of Constitutional Law at Stetson School of Law in Gulfport, FL will give a short presentation on the US Constitution. Terry Schaefer moved that we pay Prof. Allen $100 for travel expense. Motion seconded by Doug Erb. With no discussion the question was put to vote and passed unanimously. Prof. Allen is also to receive an American Flag that flew over Mt. Vernon. For attendees who answer correctly there will be awarded 2 copies of George Washington s Rules of Civility and Decent Behavior. 8.) Unfinished / Old Business: Dick Mahaffey agreed to chair a committee to evaluate all projects sponsored or supported by the Chapter. This committee came to be known as the Programs, Projects, and Tasks Committee. Agreeing to serve with Mahaffey was Buddy Turman, Vic McMurry, and Harry Cruncleton. 9.) New Business: President Mahaffey appointed Vincent Panissidi assistant Sergeant-at-arms. 10.) Because the LPGA will be at Sara Bay Country Club the week of 21 April 2017 the BOG agreed it will move the luncheon meeting to 28 April 2017 with the regular BOG meeting on 19 April ) For the Good of the Order- Preston Adams pointed out that many official Chapter documents are on his PC and that some are required by the government. That it would be much safer to have a Cloud Repository to store these and be available for all members. He invited suggestions for any free

6 services/servers that can satisfy this need. Tom Thompson stated that the Operating Trust Fund Report shows a profit of over $4,000. Vic McMurry said that as of 31 December 2015 prices for SAR supplies and awards have gone up. But because of the Endowed Reimbursement Trust Fund the Saramana Chapter receives 100% reimbursement less shipping. Doug Erb asked if anyone could refer disabled veterans to him for his expertise in an Adaptive Golf program he operates. Chuck Reeves reported on the Rumbaugh Oration contestant winner sent to the state contest came in 3 rd place, that last year s 2 nd place winner at the state level came in 1 st place. He also mentioned that reserving a room at the state contest was finally left to the contestant paying for a room and submitting the receipt for reimbursement. He thought this was unprofessional and would try to get FLSSAR to handle the entire matter in advance once the new state chairman takes office. Buddy Turman suggested the agenda submitted to the BOG also include the time allocation for each report or item. If a report or discussion goes over the allotted time, then a majority vote will be needed for additional time. The President can ask each committee chairman for their best guess on how long their report will take. The Sergeant-at-arms or Secretary can be the timekeeper. 12.) There being no further business, a motion to ADJOURN THE MEETING was made by Tom Thompson and seconded by Chuck Reeves Upon vote the motion passed unanimously. Membership Action/Notes: The primary purpose of the meeting was to conduct the Enhanced JROTC Program Scholarship Award contest and hold the annual George Washington Birthday Celebration. (1.) INTRODUCTIONS AND ANNOUNCEMENTS: President Mahaffey introduced the Elected Officers and Board of Governors to those present. He also welcomed all chapter members, their spouses and guests. A special welcome and introduction followed for DAR and CAR Chapter members, theirs spouses and guests. President Mahaffey asked Beth Chamberlin, Senior Society ChiChi-Okobee Chapter to the podium, who in turn asked her daughter, Ellie Lacombe, CAR ChiChi-Okobee Chapter President to the podium for the award of a Life Member Pin and Patriot Bar. President Mahaffey announced the NSSAR Spring Leadership Conference location as Louisville, KY and dates as February 26 th and 27 th, 2016; the next Saramana Board of Governors meeting will be held on March 16 th, 2016 at 1:30 PM at the Church of the Redeemer, Sarasota; and the next luncheon meeting on March 20 th, 2016 will feature the awards ceremony recognizing the Fire Safety and Emergency Medical Services professionals in our community. (2.) CHAPTER AWARDS: President Mahaffey asked the Saramana Chapter Genealogist and Registrar Ken Aubrey to the podium to introduce Compatriot Charles Riegel for the award of Charles s 11 th supplemental star being approved for his Patriot Johann Peter Lamm who supported the fledgling US Government by paying taxes to the State of Pennsylvania in the years 1781, 1782 and (3.) GEORGE WASHINGTON PROGRAM: Past President Harold Crapo came to the podium to introduce guest speaker Professor and Associate Dean Michael P. Allen, J.D. Stetson University College of Law who gave refreshing and novel insights into the background and back room negotiations that led to the formation of the U.S. Constitution. A short question and answer period was included. Those in attendance greatly appreciated the insight into George Washington, a founding father and first President and the Constitution. (4.) ENHANCED JROTC PROGRAM: Past President Vic McMurry, Chairman of the Chapter JROTC Enhanced Contest came to the podium and described the program, its goals, and rules. He reported that in past years the Chapter was only able to award one winner, but with assistance from the JROTC Committee Chairman at NSAAR, today seven cadets will receive awards including the 1 st place winner.

8 Vic McMurry recognized the following six cadets as having placed as runner ups in the competition. A brief biography on each was read before they were introduced along with their parents and instructors. Each was awarded the SAR Bronze Good Citizen Medal, certificate and ribbon bar: Elizabeth Carrick, Cadet Lieutenant JG, North Port High School; McAdin Campbell, Cadet Captain, Sarasota High School; Annaliese Rodrigues, Cadet Second Lieutenant, Riverview High School; Cheyenne Gilbert, Cadet Captain, Palmetto High School; Lori Canales-Dias, Cadet First Lieutenant, Manatee High School; Sharon Liao, Cadet Second Lieutenant and Phelippe Souze-Herod, Cadet Captain both of Sarasota Military Academy. Past President McMurry then announced the Saramana Chapter Enhanced JROTC Scholarship Outstanding Cadet as Odalis Hernandez, Cadet First Lieutenant at Hardee Senior High School. In addition to the Bronze JROTC Medallion on a neck ribbon, the cadet was awarded a ribbon bar, certificate and scholarship award of $1000 from the chapter. As Saramana Chapter s Outstanding Cadet, Odalis will represent the chapter in the state competition conducted by the Florida Society SAR. (5.) CLOSING REMARKS: President Dick Mahaffey graciously thanked the Enhanced JROTC contestants, DAR attendees, Prof. Michael Allen and other honored guests for attending. (6.) MOTION TO ADJOURN: A motion to adjourn was made by Vic McMurry and seconded by Preston Adams, upon vote the motion passed unanimously.
