1 OPNAV INTRTION DEPARTMENT OF THE NAVY OFFIE OF THE HIEF OF NAVAL OPERATION WAHINGTON, D IN REPLY REFER TO OPNAVINT N09N2 JL a \ From: bj: hief of Naval Operations DEPARTMENT OF THE NAVY LIT OF ERITY LAIFIATION GE FOR NDEREA WARFARE PROGRAM Ref: (a) OPNAVINT F (b) ENAV M (c) NO ltr 5510 er N09N2/ of 7 Jan O (d) ENAV memo of 21 Jun 07 (NOTAL) (NOTAL) Encl: (1) List of Active ndersea Warfare Program Guides (2) List of ancelled ndersea Warfare Program Guides 1. Purpose a. Provide an updated list of the active and cancelled ndersea Warfare Program ecurity lassification Guides (Gs), inclusively listed in enclosures (1) and (2). b. Advise that Gs will no longer be included as separate enclosures to the basic instruction. An active list of the Gs and separate lists, such as enclosure (2), will be included, when applicable. This will permit hief of Naval Operations (Assistant for Information and Personnel ecurity) (NO) (N09N2)) to expeditiously issue updates to the basic instruction and put forth the most current list of active Gs, to better serve derivative classifiers. c. Advise of a change in the assignment of the Identification () number for each G. pecifically, the number for each G will no longer include an alphabetic designator that corresponds with the latest change to the Office of the hief of Naval Operations Instruction (OPNAVINT) series (Le., number 05B-02 will now be 05-02). Revisions to the G will still be inclusive with the number (i.e., , with.2 representing the second revision to that specific G). The revision number is assigned by the Original
2 OPNAVINBT JL lassification Authority (OA) and will not start over when an update to the OPNAVINBT series is issued, as in the past. numbers will continue to be assigned through NO(N09N2), per reference (a). Reference (a) will be updated to reflect the new process for recording the number. 2. ancellation. OPNAVINBT B5513.5B. 3. Action a. OAs shall remove the alphabetic designator as part of the number for each of their respective BGs. This should eliminate confusion when the instruction is updated and further aid in expediting notification of updates to the list of BGs in the OPNAVINBT series. b. BGs listed in enclosure (1) shall be disseminated by the OA, per reference (b); however, copies may also be obtained from NO(N09N2) at (202) , DBN , or (202) , DBN c. The BGs listed in enclosure (2) have been cancelled or incorporated in other classification guides and should be destroyed. d. Derivative classifiers shall ensure the BGs listed in enclosure (1) serve as the basis for the security classification of those programs affected. e. Derivative classifiers shall adhere to the guidance in reference (c) for converting the duration of classification when an active BG prescribes "Originating Agency's Determination Required" or exemption categories Xl through X8. f. OAs shall review their respective BGs to comply with the duration of classification requirements of Executive Order 12958, as amended, and as directed by references (b) and (d). In addition, OAs shall consider classification by compilation when updating BGs due to the large volume of data transmitted and stored on unclassified and classified Department of the Navy (DON) networks and web sites. 2
