3 I. DS4 Course Overview The DS4 Course is a five-day TOP SECRET//SCI training course for deploying DS4s. The course focuses on training senior space leaders on space effects for combat operations in an Air Operations Center (AOC) and lessons learned from previous DS4s. This course is mandatory for all HQ AFSPC assigned senior space leaders deploying for exercises or contingencies to AOC s globally. Students gain knowledge in AOC operations, classified space capabilities, lessons learned, and doctrine. DS4 COURSE GOAL Provide students with a basic understanding of space systems and how the DS4 advises the JFACC on their Space Coordinating Authority to integrate space capabilities into theater operations. COURSE OBJECTIVES After graduating from the DS4 Course, students will be able to: - Apply core Air Operations Center and Joint Space Operation Center processes and products - Apply roles and responsibilities of the Director of Space Forces (DS4) - Comprehend theater space control operations - Comprehend basic capabilities, limitations and vulnerabilities of specific USSTRATCOM, NRO, and commercial space systems and how they support combatant command operations II. Academic Policies and Procedures ATTENDANCE POLICY Student attendance at all class sessions is mandatory to successfully graduate from the DS4 Course. Students are expected to be on time to all lessons. Absences from class time must be pre-approved by the government instructor. Routine medical/dental appointments should NOT be scheduled during class time. Unexcused absences can result in elimination from the course. Students missing more than 10% of the course hours will be assessed and a recommendation forwarded to the ASOpS/CC for dismissal by an Elimination Board. The Elimination Board is comprised of the DS4 Course Flight Commander/Flight Chief, ASOpS/DO, ASOpS/DE, and ASOpS/CC. Page 3 of 7
4 STUDENT PARTICIPATION The course s format is interactive informal lecture, discussion, and exercises. Student participation is critical to success in reaching the learning objectives, as students typically bring a wide variety of experience and perspectives to the class. Students will also learn from their classmates experience and knowledge. Students should challenge ideas or statements that don t seem correct -- whether made by instructors or other students -- but should do so to gain understanding. Bottom line: to foster the best possible learning experience students should be prepared, be engaged, and be professional. STUDENT ASSIGNMENTS/HOMEWORK Students must complete the reading assignment listed in the ASOpS provided welcome letter prior to the start of class. It is highly recommended that all students review the course material from each day to prepare for the capstone exercise. COURSE MATERIAL After course completion, the students may request a copy of the unclassified course material. Paper copies of course material will NOT be distributed or made available for student use. Students will receive an Inflight Guide for reference and notes during the class. Please note student owned or supplied computers will NOT be permitted in the classroom. EVALUATIONS There is one capstone exercise at the end of the course for evaluation. It is graded pass/fail due the nature of the DS4 job as a senior staff officer. In addition, instructors will encourage discussion and quiz students throughout the course to ensure understanding of lesson objectives. GRADUATION Students must successfully attend 90% of the lessons, per the attendance policy above, and pass the capstone exercise to graduate. ASOpS may authorize a waiver of graduation requirements when students can not complete them due to extenuating circumstances. Consideration will be given to what is in the best interest of the government, service, unit, and the student. Successful completion of the DS4 Course is followed by a graduation ceremony. All graduating students should plan on attending graduation. The uniform for graduation is standard class attire, not travel clothes. Page 4 of 7
5 ACADEMIC FREEDOM Academic freedom is the privilege of debate with discretion on any subject related to the ASOpS curriculum within the classrooms. Guest lecturers, faculty, and students are encouraged to support or criticize any objective, policy, or opinion in the pursuit of knowledge and understanding, but with dignity and respect. Bottom line: be professional. NON-ATTRIBUTION POLICY Non-attribution Definition: Treating statements made in a school forum (including but not limited to seminar discussion, CD-ROM, and online) as privileged information. Do not attribute any statements to a specific individual. Non-attribution Policy: Statements, disagreement, and other comments made by individuals or groups in the school forum are safeguarded through the practice of non-attribution. It is acceptable to say a "previous speaker" made a particular statement, but the speaker's name will not be divulged. Student Responsibility: Individuals who violate the non-attribution policy are subject to adverse administrative and disciplinary action. Military personnel subject to the UCMJ who violate the nonattribution policy are subject to disciplinary actions under the UCMJ. Cases involving civilian personnel will result in a memorandum to the civilian's supervisor describing their violation of the ASOpS academic freedom policy. Students are also subject to faculty board action under AFCAT , USAF Formal School, and AFI , Boards of Officers. INSTRUCTOR-STUDENT RELATIONS Students are encouraged to consult with instructors concerning problems with subject matter, grade computations or academic assignments. The DS4 Course faculty is extremely interested in student success, and will make every effort to help settle any issues. The chain of command for resolving conflicts in academic matters is the instructor, the Flight Commander/Flight Chief, ASOpS/DO, and the ASOpS/CC. III. Subject Matter Areas INTRODUCTION TO DS4 AND THEATER PROCESSES This section describes military command structures, air operations, DS4 responsibilities, and organizations that aid in integrating space capabilities into theater operations. The goal of this block is to know the processes and products required to plan, integrate and execute space capabilities in support of combatant commander objectives. Page 5 of 7
6 SPACE SYSTEMS OVERVIEW This section discusses the various space systems (SATCOM, GPS, Missile Warning, and ISR) that provide effects to theater commanders. The goal of this section is for students to comprehend how space systems are integrated to meet theater commander objectives as well as their operational considerations for employment. SPACE CONTROL OPERATIONS This section focuses on space control processes, planning, and effects. If students are Special Access Program (SAP) cleared, select lessons will be taught at that level. The goal of this section is to comprehend the role of offensive and defensive space control in gaining and maintaining space superiority, and the processes to weaponeer and employ space control systems in theater. INTEGRATION This section focuses on the external agencies the DS4 interacts with to integrate effects into theater operations. Future DS4s will visit multiple agencies within the Colorado Springs area to gain a better understanding of the capabilities these organizations provide. Finally, a capstone lesson where all the previous lessons will be culminated and discussed in a so what atmosphere, so as to synthesize information received during the class. IV.
