Purpose. This instruction publishes the operational mission areas, the projected operational environment (POE), and the required operational capabilities () for Navy Expeditionary Combat orces Central (NECC) Commander, Task orce ive Six orces (CT56). 2. Discussion. Enclosures (1) through (3) have been prepared pursuant to reference (a). Enclosures (1) through (3) must also be used to assist with determining specific mission area M- ratings reported under reference (b). This instruction provides resource agencies information describing NECC mission requirements, capabilities and the types and locations of operational employment. Together, the and POE establish tasking which produces a measurable workload to compute personnel requirements for activity manpower documents. 3. Action. Commander, Navy Expeditionary Combat Command (COMNAVEXPDCMBTCOM) will periodically review enclosures (1) through (3) and recommend changes to the Chief of Naval Operations

2 (Attn: Navy Expeditionary Combat Branch (OPNAV N957)) when mission or capabilities of NECC forces are significantly altered. Change recommendations should include comments on the expected activity manning document impact. 4. Records Management. Records created as a result of this instruction, regardless of media and format, must be managed following the Secretary of the Navy of January C. S. 3 REQUIRED OPERATIONA CAPABIITIES OR NAVY EXPEDITIONARY COMBAT ORCES CENTRA 1. Mission a. To exercise readiness, coordination and oversight for all COMNAVEXPDCMBTCOM forces under operational control (OPCON) of Commander, U.S. Naval orces Central Command (COMUSNAVCENT) and Commander, ITH leet (COMITHT) in the functional areas of theater readiness, standards and policies, maintenance and awards. NECC will develop and forward process recommendations for more effective and efficient execution of COMITHT operational missions to COMNAVEXPDCMBTCOM when they pertain to administrative control functions. b. NECC CT 56 is to coordinate theater-wide expeditionary combat, combat support and combat service support missions in order to execute COMUSNAVCENT objectives, tasks, and missions; provide COMITHT oversight for all operations involving COMNAVEXPDCMBTCOM forces in theater; monitor and recommend changes in priority; assist COMITHT in redefining and identifying missions best suited for COMNAVEXPDCMBTCOM forces in Commander, United States Central Command (COMUSCENTCOM) area of responsibility (AOR). 2. 4 3. Readiness Conditions. s are reported under readiness conditions having major significance in determining the unit s total manpower requirements. a. Readiness State I: ull Contingency Readiness (1) Significant strategic and tactical indications of imminent hostilities. While in readiness state I, the staff will be capable of meeting the following criteria: able to perform and direct all offensive and defensive functions of one major command configuration (i.e. commander, joint task force(cjt), commander, Navy expeditionary force (NE)) with limited capability to support secondary functions responsibilities simultaneously. This state supports war and operation plans executed at defense readiness condition (DECON) I and II, and major civil assistance operations. All watch stations and vital positions will be manned to sustain operations in the designated command configuration indefinitely once implementation is complete. Attainment of this state includes providing plan-specified augmentation assets to various remote command centers, posts and units. The staff and supporting commands will take all measures necessary to ensure all primary and battle-redundant systems are maintained in a maximum state of readiness. (2) All personnel assets detailed in national, theater, and unit mobilization plans must be staffed by permanent personnel, marked reserves and augmentees. b. Readiness State III: Current Operations (1) Conducting current operations without mobilized augmentation assets. Watch stations and vital positions sufficient to sustain theater and local operations at the DECON IV or III or minor civil assistance operations are manned and ready. The staff is able to initialize major war or operation plans in advance of augmentation support. This readiness state is the sum total of those watch stations and vital positions required to support routine operation in DECON IV (geopolitical instability exists in the AOR which requires constant vigilance and monitoring for rapidly escalating, emergent developments) and the additional watch stations and vital positions required to immediately surge to a level to support DECON III (tensions 2 Enclosure (1)

5 exist which may have serious and adverse effects, and the possibility of force involvement exists). (2) All personnel assets to support this readiness state must be permanent staff assets. The staff and supporting command will provide routine organizational level maintenance. 4. Capabilities evels. symbols are used to specify the desired level of achievement of readiness or other work for or during a particular readiness condition. Readiness normally applies to watches and or evolutions, while other work refers to non-watch activity such as performing maintenance. (a) = ull The capability is to be fully achieved. or operational functions (watches), this means that installed equipment or systems will be fully manned to design capability. or support functions, sufficient manning is provided to ensure effective accomplishment of all included tasks. The achievement is to be sustained for the duration of the condition unless modified by an A or E. (b) = imited The capability is to be only partially realized (Note: P for Partial is no longer a symbol). Even though only limited capability is realized, it is to be sustained for the duration of the condition unless modified by an A or E. Every must be supported by a limiting statement specifying the limitation. (c) "A" = "Augmentation" The capability is to be either fully or partially achieved for a limited time during the condition. The capability is achieved by using off-watch or off-duty personnel to achieve the required degree of capability. This symbol is always associated with an "" or "" and establishes a requirement for personnel to be trained, available, and on call to augment existing watch stations as required. (d) "E" = "Special Team" The capability is to be either fully or partially achieved for a limited time during the condition. The capability is achieved by using off-watch special teams or details. Unit s Company and External Personnel Resources. Normally, using an "A" or an "E requires no embellishing statement as their meanings are predefined. However, for units that routinely embark external resources, the meaning may not be clear as to whether unit's personnel or an external resource should provide the augmentation. Note: This and POE instruction shows: a. If the resource is unit s company, no elaboration or statement is provided. b. If the resource is external for "", a note is added to the stating the resource. c. If the resource is external for "", the resource is added to the capability limiting statement. 4 Enclosure (1)

7 PROJECTED OPERATIONA ENVIRONMENT OR THE NAVY EXPEDITIONARY COMBAT ORCES CENTRA 1. NECC/CT 56, comprised of active, reserve, and augmented forces provides command and control (C2) over forward deployed Navy Expeditionary Combat Command (NAVEXPDCMBTCOM) units operating in the COMNAVSCENTCOM, COMNAVCENTCOM geographic area of operations. Additionally, CT 56 NECC acts as the Commander of any NAVEXPDCMBTCOM adaptive force package (AP) operating in support of specific military operations in the USCENTCOM AOR. 2. NECC CT 56 operates throughout the full range of military operations (ROMO) under all threat levels. The most demanding operating environment anticipated for NECC is in a foreign country during a major operation, coordinating support for AP, Navy expeditionary logistics regiment, naval construction force, explosive ordnance disposal (EOD), Navy Expeditionary Intelligence Command, expeditionary medical facility, and coastal riverine force commander in climates ranging from extreme cold to extreme heat, to green and brown water environments. NECC CT 56 is capable of providing limited operations in a chemical, biological, and radiological (CBR)- contaminated environment. 3. NECC CT 56 provides C2 for numerous subordinate task organized units deployed throughout the theater engaged in the full ROMO and operating within the full spectrum of threat environments. CT 56/NECC and its subordinate units may encounter organized battalion-sized ground combat units, special operations forces, guerrilla forces, and terrorist activities. Integrated or whole of government operations will be executed in combined scenarios. 4. During Phase 0 Shape, I Deter, II Seize Initiative, III Dominate, IV Stabilize, V Enable Civil Authority, of Theater Campaign Plans, NECC/CT 56 is involved in the full spectrum of theater security cooperation (TSC) operations including peacekeeping, foreign humanitarian assistance, disaster relief, humanitarian and civic assistance, disaster recovery, maritime civil affairs, force protection, and maritime security, training, and other service directed exercises. 8 5. NECC CT 56 has OPCON over forward deployed NAVEXPDCMBTCOM forces within its geographical AOR. In addition, NECC CT 56 provides readiness oversight of rotational and forward deployed NEs in the USCENTCOM AOR. 2 Enclosure (2)
