The Pledge of Allegiance was recited, followed by the invocation led by Gen Robinson. 1

2 Gen Ashenhurst gave some brief remarks on her attendance at NGEDA and the invitations of the presidential candidates to the 138 th General Conference. The next Board meeting will be held via webinar on July 13, Gen Ashenhurst asked all members to set aside that day for the meeting; the same as they would for a meeting here in person. Vice Chair Army Report - BG Roy Robinson Gen Robinson said it is important for AGAUS, NGAUS and the states to be cohesive on working issues important to the Guard. Some of the issues are equipment and modernization. He said we have the benefit now that General Milley is on board but we have to work to affect issues long term and to do that, we have to go through Congress. Vice Chair Air Report - Maj Gen Daryl Bohac Gen Bohac said Gen Edwards is working on a posture statement. An issue for the Air is recapitalization of the fleet. Gen Bohac said this week Secretary Carter announced his recommendation for General Lori Robinson to lead US Northern Command. She will be the first female to hold that position if confirmed. Gen Ashenhurst commented that the Title 32 versus Title 5 is the most important issue for the National Guard right now. She said we have to make sure that the implementation of Title 5 does not happen, as some people don t realize the impact it would have on the TAG s ability to assign the technicians. Gen Hargett commented that the technician issue needs to be addressed along with the dualstatus bonus. He said we need to fix this, but need to be careful how we work it. He said this may be a more divisive issue than the Apache issue. He said we need to get a law passed quickly. He also said we need to let the Governors take the lead on this issue and for them to go to the Congressional representatives for help. Gen Hoyer said 44 Governors signed a unified letter, two others sent a separate letter and some could not, to congress on the Title 5 issue. He said the Adjutant General are spending 25% of their time working this issue. He said they will follow the Governor s lead on this issue. Treasurer s Report Brig Gen (Ret) Ken Ross Gen Ross said he would downgrade the rating to pretty good at this point. There are three vacancies coming in May and one right now. He said no tenants for those vacancies can have a pretty big impact. Gen Ross said that Amtrak is looking at renting all three floors with a 10 year lease agreement. They have not signed any lease at this point. 2

3 Gen Ross said if three floors are vacant in 2017, it would be about a $2M deficit but we have excellent reserves to cover that. He said there are five years worth of capital in reserves. We may have to cut expenses in year two tough, if we don t lease the vacant floors. We need to be very watchful of this. Contracts: SPARGO: 5 year contract Year one--- $67,000 Next four years--$50,000 Magazine Contract: One year contract extension Auditor Contract: RFI sent out according to policy Will get an RFP this year VOYA Update Dave Monson Mr. Monson reported that the technician program claim reserves fees are less due to some of the claimants rotating off claims. The 2015 plan fees premium was $583,854 plus surplus resulted in a check to NGAUS for $726,828. Mr. Monson said there are 26 MOM s for the State Partnership Program. There are 1200 new insureds and about $300,000 in revenue. Mr. Monson said it is an honor to work with NGAUS on this program. Gen Ashenhurst said this is the only insurance program that can be deducted from a technician s payroll. She said this program serves as one of our top sources of income for the organization. She is thankful for the turnaround from our recent downturn in revenue. Retired/Separated Update Brig Gen (Ret) Dave Brubaker Gen Brubaker said his committee will establish a Retiree Caucus at the General Conference this year. The worked on the plans in the General Conference Committee and those plans are almost to completion. General Conference Committee Update Maj Gen Daryl Bohac Gen Bohac said the SOP review was complete. Patty is reorganizing the SOP by year of conference execution. Gen Bohac said the request for state bids for the 2021 General Conference has been sent out with seven states responding. Those states are Nevada, Michigan, North Carolina, Utah, Hawaii, Idaho and Ohio. The committee will vet the applicants and select from the ones who have completed the paper work. The ones who have not completed the paperwork will be returned to them without consideration. NGAUS will make a site visit to the state selected. After the visit 3

4 they will be sent a letter of award and they will make a presentation to the Conference Committee in November at the NGAUS BOD meeting. Gen Bohac said it is getting harder for the states to raise money. There is a competition for the same dollars. He said the Budget Control act will end in 2018 and it will result in less federal dollars for the conference. Much discussion followed on the ORI badge scan and the legal issues surrounding that process. Discussion followed on the issue of the state s ability to raise money for the conference. It was suggested that other sources of revenue be approached, along with the industry partners who routinely contribute funds. It was suggested that a requirement for the state to raise a specific amount of money be part of the SOP. Gen Bohac said that part in the SOP is more implied than implicit. He said we should include that in the SOP. Gen Hargett said the fundraising ability is dependent on the conference city and their revenue streams in that city. He said in some cities, the Chamber of Commerce and the Convention Bureaus help with the funding. Discussion followed on alternative methods of hosting the TAG Reception. It was suggested that instead of calling it a TAG Reception, rename it the TAG/LDL Reception. Gen Hargett said no matter which way you go we will not make everyone happy. Gen Hoyer suggested there should be a good compromise and there may be other ways to do it. Gen Hargett suggested that it should be vetted through the states, since this is their event. Gen Ashenhurst suggested that there should be a fee - maybe $25 dollars. COL Cole said for the Tennessee Conference, the biggest problem for the TAG reception was working the conflicting number of participants. There are participants that fall into several categories such as industry partner, donor and LDL. He said that they worked through it. It was suggested putting a restriction on when to start the fund-raising cycle. Gen Robinson said the Adjutant General is the person who leads his delegation to the conference. There should be more time available for the TAG to spend time with his young officers. Gen Hargett said that the TAG Reception has become larger than intended over the years. Gen Hoyer said that we should find another plan so that the TAGs can spend more time with other events and their junior officers. 4

5 General Conference Update - Jake Jakubek Jake s report gave an overview of where we are to date on the 138 th General Conference. After lunch break, General Ashenhurst asked if the members had a chance to look over the minutes from the November meeting. Hearing no additions or deletions, she entertained a motion to approve the minutes. Gen Hansen so moved. Gen Collins seconded. Motion carried. The Board voted in an Executive session to choose the retiree for the vacant position to replace COL (Ret) Don Deering who had resigned. The results of the voting selected BG (Ret) Daryl McCall. Major General Tom Reisch was selected to serve the unexpired term vacated by MG Spry in Area V. Warrant Officer Update CW5 Scott Wolfe The Warrant officers had their meeting yesterday with some of their members participated via phone. Their committee worked on their luncheon and their OPD for the conference. They will send out a survey to get more participation in their mixer. Their focus is to build membership. The Caucus is a great time to mentor the younger warrants. They would like to see the Warrior Transition Course revitalized. Mr. Wolfe said the course ceased to be active in He said they have a White Paper they will send to Chief Panos. He said this is a good opportunity to get new officers. Mr. Wolfe said the scrolling process is slow and cumbersome. He recommended that the IG portion be front loaded, so that the promotion process is faster. Gen Reddel asked if they discussed the $25,000 bonus offered to Active Duty but not to the Guard. Mr. Wolfe said they did not discuss that. Gen Hoyer suggested they deliver the White Paper to AGAUS for their support. He said NGB needs to know these issues. Gen Collins said the Warrior Transition training still exist at Fort Benning, but the Guard does not use it. Col Greco asked the purpose of the survey. Mr. Wolfe said it would be to get more Warrant Officer Mixer attendance. Gen Danner commented on the accession of Warrant Officer PT testing. He said for some people who are not able to do the standard testing, they are not able to take alternative method to complete their PT testing. 5

6 Mr. Wolfe said Chief Panos is aware of this issue and has the lead on this. Other discussion followed on the Warrant Officer issue. Company Grade Update CPT Mark Timmons Captain Timmons presented the results of their latest survey. That survey results can be found on the NGAUS website at Please sign in to the member login to get the full survey Members of the Board offered comments on the results presented by CPT Timmons. Col Greco suggested they present the survey results at the conference. Gen Hargett said the Chief of Staff of the Army addressed the CGO s at the last conference. Discussion followed on the issue of the JAG dictating how the Guard can communicate using the federal . Gen Hargett said there is a letter from Rofrano clarifying those issues. However, there are some states where they have been given instructions to not use the to communicate with NGAUS. Gen Gruber suggested there may be other ways to deal with this issue. Mike Waite Legislative Update Mike talked about the following topics: FY16 Accomplishments: Extension on the prohibition on the transfer of AH-64s from the Guard Additional funds for C-130 upgrades, F-15 AESA Prohibition on retirement of A-10s 171 must be designated as primary mission aircraft Additional funds for Black Hawk Modernization $1.0 billion for the National Guard and Reserve Equipment Account- $330million for each the ARNG and ANG for a total of $660 million Increased funding for NG Counterdrug Program and Training Centers MCRMC and Retirement Reform State Partnership Program Enhancements FY17 Preview: Congress remains gridlocked election year, fewer working days Spending top-lines already set thanks to the Bipartisan Budget Agreement of 2015 Doesn t mean negotiation will be easy Fewer dollars in FY17 than FY16 HASC and SASC leadership have set an ambitious agenda Goldwater-Nichols, TRICARE, leveraging the private sector Expect another continuing resolution. 6

7 Gen Collins asked what they are looking at for Goldwater/Nichols. Mike said they are looking at more credits for the Guard. Gen Hargett said this would create more joint opportunity for the Guard. He said this needs to change. Gen Bohac said the AGAUS committee is working this issue. Gen Hargett said Congressman Isakson s office reached out to NGAUS and we now have an ally on the Hill on this issue. Gen Hargett said when he spoke to General Milley that he wants everyone to speak with one voice. General Milley is including the Guard/TAGs in all his meeting, saying he needs the Guard on his side. Gen Hargett said we need to be careful on our message about Apaches, that we do not want to price ourselves out of business. Mike said this would be his last meeting before the Board as he will be resigning the end of March. He listed some accomplishments in the Leg Department during his tenure. Gen McGinn asked if there is an instruction letter for the OPD visit. There is a letter that was sent in the original packet. Gen Brubaker asked if the applicants have to be members. Aaron said that was not a requirement. Col Greco commented that this first visit could be the foundation and serve as a building block for others to come. A question was asked if they would be able to visit any of their Congressional members. Gen Hargett said they would primarily visit the MLA s, as they are the ones who do all the work. Gen Fago said that CODEL visits serve to form a networking environment or to create an Alumni for young officers. Gen Hargett said after this first visit, there will be an after action report on the pros/cons and what we can do in the future to improve the process. Gen Hansen asked if the instructions for the visit be sent to the Board members. NGEF will sponsor a Normandy trip September 29-October 5 th for 20 people. The fee per person will be $3,500. Gen Danner said the Board of Director member should be given first chance to take the 20 spots. He said the Normandy trip, taken on dates apart from the anniversary of DDAY, allows you to visit places you may not get to visit during the busier anniversary periods. He encouraged members to attend. John Goheen/Elizabeth Colson - Communications Update John said the Futures Committee had allotted $50,000 for this department to dedicate to expanding social media. He said they did not spend that money in 2015 and this year will focus more on expanding social media options. Elizabeth said she is working with the Legislative Department to improve the Leg Alerts on the new system Voter Voice. She said the take action portion has some new features also as well as the sign on page. Elizabeth said the Facebook page has everything pertinent to what is happening at NGAUS. There is also three Twitter accounts, a Flickr page, and a LinkedIn page for NGAUS. She said they are working on a Conference App that will be much like the one last year but more improved. Discussion followed on the NGAUS Conference App. 10

11 Gen Ashenhurst asked if the same App from last year could be used? Elizabeth said a notification will be sent to update that one. John said Motova briefed NGEDA on a prototype App for the states in January. Gen Hargett said NGEDA was briefed that the App would cost the $500. Gen Ashenhurst said there was no connectivity for the App in the business sessions room. Jake said there is a cost to having that connection. Gen Ashenhurst said it would be good publicity if the activity in the business, speeches and reports, could be seen while they are going on. John said they will continue to improve the App. COL Fleming asked if there could be some kind of closed site that is specific for the Board members only. Capt Fesler said the CGO s already use that method to communicate. 12 Generate state buy in Develop programs to target Awareness Recruitment Retention Laura said the retention impact is important. eweb will allow people to pay their dues on line - no paper forms will be needed. It will also allow members to update their information. AMS update: NGAUS has agreed to pay the initial annual fee that the states will be charged for AMS. This system will allow online payments and updates. This is the state participation to date: Full - Alaska, Iowa, Alabama, Arizona, Connecticut, Delaware, Guam, Kansas, Louisiana, Nebraska, New Hampshire, New Jersey, North Dakota, Rhode Island, DC, Michigan, Ohio, Pennsylvania, West Virginia (19) Partial Colorado, Florida, Idaho, Illinois, Indiana, Mississippi, North Carolina, Oklahoma, South Carolina (9) None - Arkansas, California, Georgia, Hawaii, Kentucky, Minnesota, New York, Oregon, South Dakota, Tennessee, Texas, Utah, Vermont, Wisconsin, Washington (15) Pending - Maryland, Puerto Rico, Nevada, New Mexico, Virgin Islands, Virginia, Missouri, Massachusetts, Maine, Wyoming, Montana Gen Hargett said there is a deadline approaching and the pending 11 states have to make a decision fast or they will be left behind. Mr. Sturm commented that he has heard from some states they are having performance issues. He said they need a good update on how to increase performance. Gen Hargett said the cost was briefed at NGEDA and they need to know about the performance issues. Much discussion followed on the pros and cons of the AMS system. Laura said the system is not designed to take anything away from anyone. She said the auto renewal portion is pending. Gen Robinson said he does not think we are gaining anything by giving the total responsibility of membership to the states. He thinks this system will decrease membership and we are going the wrong way. Gen Hargett said in the states where the leadership is involved, membership is good but in those states where the leadership is absent, membership decreases. Laura said the membership committee will focus on those states who are struggling with their membership. 12

13 Laura reminded the members that the University of Phoenix scholarship application process will close on Wednesday. Industry Update Kathleen Cyphert Kathleen is focusing on articulating customer service, member value and fostering positive relations. Industry Day 2015 was the largest attendance (to date) with 221 attendees. Representative Bredenstine was the speaker. Kathleen will send invitations for speakers to get on their calendars early. 138 th General Conference: Kathleen said there are 191 booths reserved. The conference center has 23,000 square feet and is about 45% committed. The total revenue to date is $1.3M. Kathleen said some of our large companies have had to cancel while some others have merged. She said AM General is one of the largest partners who have cancelled. Kathleen said she is exploring other potential partners like the food, transportation and housing, since defense related companies/businesses are becoming financially tight. Some upcoming events are: Industry Day Workshop - December 12 th National Guard Birthday - December 13 th on the Hill (location TBD) CAP Update - Jim Lenoir Mr. Lenoir thanked the members for having the CAP as a part of the meeting. They had a meeting in January at NGEDA and will have another meeting at NGAUS to elect new members. This is a busy year and there will be a large turnover during the elections at the conference. Mr. Lenoir said they sent the CAP newsletter out last week He asked to not forget to include the CAP in any discussion that occur on the changes to the TAG Reception name/process. NGEDA Update Mike Sturm Mike said the NGEDA meeting was held in Baltimore in January to prepare for the upcoming NGAUS conference. He said 49 states attended. The NGEDA focus is on business practices and the membership issue. They also would like to use the seasoned ED s as mentors for some on the newer ones. They did a survey after the NGAUS conference that only receive 6 responses. 13

14 Mr. Sturm discussed a letter (from the Chief) to address the membership issue. He said membership issues needs a concerted marketing effort to get this turned-around. Mr. Sturm said that everyone is competing with each other for the same dollars. He said that affects how the states raise funds for conferences. NGEDA will focus on improving the hotel lottery system to make it equitable for all states. NGEDA will meet at NGAUS Conference in September. They will have their 139 th General Conference meeting in Louisville, KY January 17-19, 2017 at the Gaul House. Discussion followed on the hotel lottery system. Gen Robinson said there is much frustration with the current hotel lottery system. He said a new system is needed. Gen Hargett agreed that the current system does not work. Discussion followed with Executive Directors: Col DeJesus commented that some states do not have full time executive directors and some do not have office space. Mr. Sturm said states depend on their insurance programs to pay the salary for the executive director. Gen Robinson commented there are few self-ministered insurances programs left. He said the ED s have washed their hands of the insurance business and turned them over to third party collected. Mr. Strum said a lot of states have turned their insurance business over to American Equity. Gen Robinson said some states might want to wash their hands of collecting membership as well. Maj Brownell said Nevada has no funds to pay an ED. Gen Robinson said some small states may never have and ED. Major Brownell said leadership in the states are so afraid of getting IG complaints, that they will not promote membership. Mr. Sturm said they will have a NGEDA breakfast at the Conference. AGAUS Update - MG Augustus Collins (Army perspective) There are several AGAUS groups working on the Commission recommendations. One issue is to promote one and two stars to three stars. He thinks the Commission recommendations are fair. Aviation is generally favorable and they will have more pilots. Gen Collins said the Apache decision has not been made yet. 14

15 Gen Collins expressed his views on 12304B. He said he recommends the issue needs quick attention, more study and it is not the Army s to fix. Gen Collins recommends increase in rotation of NTC/JRTC rotation and increased training. He said Gen Grass is wants recommendations of how to proceed with this. AGAUS Update - Maj Gen Bohac (Air perspective) Gen Holmes reached out to Gen Edwards on the F-35, C-130 s and others. They have completed four white papers and are working on the fifth. Gen Holmes has worked directly with the TAGS. He said there is a lot going on right now. Gen Collins said General Milley needs us (the Guard) as a partner. He said there is a lack of R&D funding, as compared to five years ago. He said there is a need to modernize the fleet. Audit Committee: Gen Hamrick said COL Jimmie Cole has agreed to resign from the committee and LTC Eric Leckel will take his place.
