PRE-SERVICE TRAINEES BASIC TRAINING PROGRAM Act Municipal Police Officers' Education and Training Commission For admission to the HACC Central Pennsylvania s Community College Police Academy, the following procedures are required: U. S. Citizenship is Required: ( Green Cards are NOT acceptable) 1. A $40.00 fee must be paid in order to take the required Nelson-Denny Reading Test ($15.00) and MPOETC Fitness Test ($25.00.) The fitness test is valid for 6 months. After 6 months, a physical exam and retest are required. In the event an individual does not attain qualifying scores on either or both of the tests, each time tests are retaken, additional fees will be charged, i.e. $15.00 for the Nelson-Denny Reading Test and $25.00 for the Physical Fitness Test. All fees charged are non-refundable. 2. Be a minimum of twenty-one (21) years of age at the conclusion of the training program. Applicants/Cadet must have a valid driver s license. 3. Attain a qualifying score on the Nelson-Denny Reading Test, which evaluates reading comprehension and vocabulary. If you fail Version H of the Nelson-Denny Reading Test, you may retest using Version G without a waiting period. If you fail both tests, there is a 3-month wait period to retest. 4. Attain qualifying scores on the MPOETC Fitness Standard Test. This test consists of: 300 meter timed run, bench press (weights), one minute sit-ups and a 1 1/2 mile timed run. 5. Report the day of scheduled testing as follows: a. must have photo identification b. possess the required MPOETC Physician Statement form in which the examining physician verifies the individual is able to participate in the MPOETC Fitness Standard Test and rigorous physical training is not prohibited. This MPOETC Physician Statement Form must be dated within 6 months of the start date of the Academy that you plan to attend. c. be attired in gym clothing to include good quality running shoes. Bring water. 6. Submit results of drug screening 7. Agree in writing on a form provided by the Senator Jeffrey E. Piccola Law Enforcement Complex (PLEC) to abide by all the rules and regulations established by the Complex. Sign and send in the Rules & Regulations form at the end of this document. 8. Show proof of medical insurance. The coverage must run for the duration of the training. 9. A letter of recommendation from the Chief of Police in the jurisdiction in which you reside is required. The recommendation is to be addressed to the Director of Law Enforcement Training, Senator Jeffrey E. Piccola Law Enforcement Complex and should include the following: a. A statement indicating the Chief is unaware of any arrest record for the applicant, which would preclude him/her from being employed as a Police Officer. b. Provide additional information the Chief deems relevant for the applicant s admission to the Police Academy. 10. Obtain a Criminal History Check through the PENNSYLVANIA STATE POLICE. For ONLINE application for the Criminal History Report (CHRI), go to: Please list yourself as the requestor. This must be dated within 6 months of the start date of the Academy that you plan to attend. 11. Obtain an FBI Criminal History Check: or Obtain a copy of the applicant s complete 10-year driving record from the PENNSYLVANIA

2 DEPARTMENT OF TRANSPORTATION. License Messenger Services are also authorized to conduct this check. For ONLINE application go to: This must be dated within 6 months of the start date of the Academy that you plan to attend. 13. Submit the following Information: a. An application for admission as provided by the Senator Jeffrey E. Piccola Law Enforcement Complex, HACC/Central Pennsylvania s Community College (PLEC-HACC). NOTE: There is an application fee of $25.00 to accompany your application. We accept cash, check or money order made out to HACC; Visa, MasterCard & Discover. b. Three (3) signed letters of reference from non-relatives. c. Three (3) signed letters of reference from former employers. If in the event you do not have three (3) former employers, you may use a personal/non-relative reference for each employer that you may lack. You must have a total of six (6) references. 14. Complete a Psychological Examination MMPI and a clinical interview with a Pennsylvania licensed psychologist with the written report to be submitted by the psychologist to the Director of Law Enforcement Training. This must be dated within 6 months of the start date of the Academy you plan to attend. 15. Show proof of graduation from high school or have a G.E.D. In addition, a copy of high school transcripts must be attached. 16. Submit a copy of military discharge (DD214), if applicable. 17. Submit copies of transcripts from all colleges, technical schools or other schools attended by the applicant. 18. Successful completion of an oral interview conducted by three members of the law enforcement community along with the Director and Education Specialist of Law Enforcement Training. Successful completion of the oral interview will have been accomplished if the members, by majority, vote to admit the candidate to the Police Academy. The oral interview will occur approximately three to four weeks prior to the Academy s starting date. The PLEC will schedule this interview and you will receive notification of the date and time by provided you have completed all application requirements. 19. Tuition for the January 2018 full-time and the part-time Academy will be $5000. Please be informed that every hour of the Academy is absolutely mandatory. While we understand that there are unavoidable situations that may arise, all missed hours must be made up at your expense at the rate of $35.00/Hour. 20. There are two full-time academies each year, one beginning in January and the other in July and one part-time Academy beginning in January and ending in December. 21. Proof of Citizenship is required. See information on page 7 of this document. NOTE: The MPOETC Fitness Standard Test and the Physician Form, psychological examination, criminal history check, FBI check and the driving record MUST be dated within 6 months of the start date of the Academy that you are planning to attend. NOTE: FULL-TIME PRE-SERVICE CADETS MAY NOT HOLD EMPLOYMENT WHILE ATTENDING THE ACADEMY. The full-time Academy is primarily scheduled Monday through Friday; however, it involves some evenings and some Saturdays and possible Sundays. The part-time Academy is primarily Tuesday, Wednesday, Thursday evenings 6:00pm 10:00pm and Saturdays 7:00am 5:00pm. Additional days and times may be scheduled in order to accommodate completion of required hours for the program. For additional information or questions, please call

Piccola Law Enforcement Complex at HACC Central Pennsylvania s Community College, I congratulate you on your appointment as a probationary police cadet. The Senator Jeffrey E. Piccola Law Enforcement Complex enjoys a long tradition of providing quality training to police in Pennsylvania. As a cadet in the HACC Police Academy, you will be charged and challenged with the responsibility to expand your knowledge and your commitment to excellence. The HACC Police Academy is the most important transition you will encounter as a recruit police cadet. During the Academy, you will acquire the basic knowledge and skills necessary to become a functional police officer, both physically and mentally. Second, you will become acclimated to the values and environment associated with police service. To assist you in the transition into the HACC Police Academy and to effectively function in a team effort or as an individual agent of an organization, standards of behavior are essential. Group and self-discipline are the ingredients of success both for the individual and their organization. To this end, stringent Rules and Regulations have been established and must be adhered to by all Academy members. Cadets are expected to familiarize themselves with these Rules and Regulations, to abide by them, and to insist that their fellow class members do so as well. PURPOSE II. POLICY A. The purpose of this policy is to establish a clear chain of command to be followed by cadets, instructors and staff for the purposes of providing authority, communication, instruction and discipline to the academy cadet. A. There shall be clear, defined lines of authority in an apparent command structure, so that decisions can be made and orders issued at the proper level. B. The chain of command will be strictly adhered to. All communication must go through the immediate supervisors before being submitted to a higher authority. In the event communication with your immediate supervisor is not possible or an issue is unresolved by that supervisor, communication will be made with the next higher authority with duplicate notice given to the immediate supervisor. III. DEFINITIONS IV. PROCEDURE A. The Academy Staff Chain of Command is as follows: 1. The MPOETC School Director. The Director is appointed by and responsible to the Commonwealth of Pennsylvania for the management and administration of the Police Academy and the development and delivery of all police training. 2. Law Enforcement Training Coordinator. The training coordinator(s) have the responsibility of providing a comprehensive training program and all instruction and academy activities are coordinated through these individuals. 10

11 3. Lead Instructor. The lead instructor is responsible for adhering to the learning objectives set forth by the MPOETC and communicating those objectives to the cadets in an effective manner. The lead instructor is also responsible for evaluating the cadets through written, practical or physical performance evaluations. Finally, the lead instructor is responsible for the assignments and responsibilities of any assistant instructors as well as the overall safety of the curriculum. 4. Assistant Instructors. The assistant instructor, role player or safety officer is responsible for carrying out duties assigned by either the Director, Training Coordinator or Lead Instructor within the academy curriculum. B. The Academy Cadet Chain of Command is as follows: 1. The Class Lieutenant. Each class shall have appointed, by the staff, a class lieutenant. Said appointment is for a period of time determined by the staff. The class lieutenant is responsible for control and coordination of the daily activities of the academy class. The cadet lieutenant will have assigned duties of responsibility to include organizing the class, taking direction from the staff or instructors and the actions and behavior of the cadets. The class lieutenant may delegate responsibilities to those cadets appointed to positions of lesser rank. 2. Other class rank. This will be determined by the staff based on the size and structure of the class. Normally a cadet sergeant will be appointed to assist in the class leadership duties. C. Elected Officers. No later than the beginning of the sixth week for the full time class and the twelfth week for the part time class, there will be elected by the class a president, vicepresident, treasurer and historian. These positions are not part of the chain of command but serve the class in several functions. The purposes of which are: 1. Class President. The class president should be chosen because of strong leadership and character qualities. The class president will address the audience at graduation and organize events for the class such as a banquet, fund raising, class tee shirts or a class plaque. 2. Class Vice-President. Assist the class president with suggested duties and makes comments at graduation should the class president not be able to do so. 3. Class Treasurer. Responsible for any monies collected through donations for fund raising for class projects such as a banquet or class tee shirts. 4. Class Historian. The duties of the historian are to document via photographs and videos, the memorable occasions of the academy experience. Dedicated cameras may only be used by the historian. The use of a cell phone is prohibited. 11

Academy Rules and Regulations Section 1.11, 5.1, 5.2 and 5.3 V. PURPOSE VI. POLICY A. The purpose of this policy is to provide guidance to the class lieutenant and other subordinate rank appointments designed to perform administrative and organizational functions for the class as well as provide a way to pass information to and from the staff to the class in an efficient manner. A. As soon as practical in the first week of the academy the staff will appoint a class lieutenant. That cadet will be chosen based on past experiences including but not limited to prior military or law enforcement skills. B. Cadets appointed to serve in this position will remain for a length of time to be determined by the Director and can vary based on the strength of leadership demonstrated by the current appointed cadet and that of others that can serve in that capacity. C. Other subordinate ranks will be established to assist the lieutenant in performing the daily duties. D. Subordinate ranks may be promoted to the next higher rank when the appointment term has expired. E. Class Lieutenants should act as role models and are a part of their class. They do not have authority to discipline the Cadets. That is the sole responsibility of the staff. F. Class Lieutenants are responsible for reporting issues with Cadets that are ongoing and/or Cadets that are not conforming to the rules and regulations of this academy and refusing to adhere to the class ranks advise. 12

13 G. The Class Lieutenant may delegate responsibility to any appointed subordinate or cadet but accountability is never delegated and shall remain with the Class Lieutenant. VII. VIII. DEFINITIONS PROCEDURE A. Cadet Lieutenant responsibilities shall include daily: 1. Account for a full class muster at the beginning of each day and report immediately to the Training Coordinator, Director or other staff member, the absence of any cadet. Cadets absent or late will be documented on side 2 of the Daily Report Sign-In Log. 2. Check the Cadet Pick Up Bin for any staff correspondence before and after class. (this should be done at each break.) 3. Form the class up for roll call or inspection 4. Conduct roll call and or inspection if a staff member or instructor is not present at the time. 5. Document any uniform or grooming deficiencies on side 1 of the Daily Report Sign- In Log. 6. Prepare an Instructor Attendance Form and the appropriate number of Instructor Payroll Forms. Those forms should either be on the podium for classroom instruction or carried on a clip board, by the Class Lieutenant, to any training venue outside of the classroom. 7. Call the class to attention when appropriate to do so. 8. Conduct the Pledge of Allegiance and Officer Down Memorial immediately following the first call to attention. 9. Document, on the Daily Attendance Roster, each cadet s attendance on the hour. This should not be done for more than one hour at a time and only after the hour is attended. 10. Document any cadet leaving the academy, the time they leave and the time they return. This is done on side 2 of the Daily Report Sign-in Log. 11. Turn in all forms at the end of each day by placing them in the Cadet Drop Off Bin. 12. Advise staff of cadets requesting an appointment to speak with them. 13. Assign housekeeping duties as necessary. 14. Dismiss the class at the end of the day once the instructor or staff person turns the class over to you. 13

PURPOSE X. POLICY A. The purpose of this policy is to set standards and provide guidance for the cadets not only while on HACC property but during academy events off property as well as during off duty hours. A. Cadets enrolled in the HACC s municipal police academy shall maintain an exemplary standard of personal integrity and ethical conduct in their relationships with other cadets, academy staff, instructors, and the community. This conduct will be maintained both on and off campus. B. Cadets are future law enforcement professionals therefore it is expected that all laws, rules and regulations be followed at all times. Cadets found to be in violation of any federal, state, local law or ordinance or any college or academy rule or policy is subject to discipline up to and including dismissal. XI. DEFINITIONS XII.PROCEDURE 1. Cadets will sign these policies acknowledging receipt and understanding of the content therein. 2. All cadets will be referred to as Cadet (Last Name). 3. Cadets will address anyone other than another cadet with their appropriate rank or title and his or her respective last name. If the person is unknown to the cadet the cadet shall use sir or ma am. 14

15 4. Any interaction between a cadet and a law enforcement person or agency shall be reported immediately to the Director or Training Coordinator. 5. Providing false or misleading information to gain acceptance into the academy or to remain in the academy may subject the cadet to dismissal. 6. The Academy/College will not tolerate harassment of any kind and the college s policy will be followed in the event that an allegation is made. The college defines harassment as any behavior verbal or physical which creates an intimidating, hostile or offensive work or learning environment especially if the behavior is repeated or if the behavior continues after the offending party is informed of the objectionable behavior. Harassment is behavior that is based on individual or group characteristics including but not limited to race, ethnicity, gender, age, disability, religion, political belief or affiliation, marital status, ancestry, veteran status or sexual orientation. 7. Any course of conduct by a cadet indicating that little or no regard or respect for their peers, staff, instructors or the public will result in disciplinary action up to and including dismissal. 8. Fighting, abusive language or profanity is prohibited. 9. Cadets found to be in possession of illegal drugs or medications prescribed to another is subject to dismissal and arrest. 10. The use of intoxicants either on campus or activities off campus is prohibited. The odor of alcohol is considered use. 11. The use or possession of tobacco products is prohibited on campus. 12. Chewing gum is prohibited. 13. Cadets in the full time academy are prohibited from being a student in any other program other than the police academy or an employee except with a sponsoring police agency. 14. Classroom a. When an instructor, staff member or visitor enters the classroom, unless the lecture has begun, cadets will be called to attention immediately. This procedure will be followed every time the instructor, staff member or visitor re-enters unless lecture is in progress. The exception to this is the Director; the class will be called to attention whenever the Director enters the room regardless of what is taking place. b. Any cadet entering the room after the class is called to attention is considered late and the class sergeant or lieutenant shall document that on the daily attendance form. c. There is no sleeping in the classroom or at any other time during academy hours. 15

16 d. Cadets will raise their hands and wait to be acknowledged before speaking in class. 15. Hallways and Public Areas a. Cadets are expected to hold doors for any instructor, staff or visitor that is entering or exiting the building. b. Cadets are to remain quiet while in the hallways or lobby areas and are prohibited from gathering in the hallway during breaks. c. Cadets will come to attention along the wall or edge of the sidewalk or parking lot when passing an instructor, staff member or visitor. The cadet(s) will greet the person(s) as they pass and remain at attention until dismissed. d. All cadets will enter the building through the main doors by the administrative offices. e. When moving as a class in whole or part the class will enter the building through the main doors by the administrative offices and exit through the doors nearest the female locker room. f. Cadets needing to do business with the administrative support person(s) may do so at any time. Cadets that are ordered to come to the office shall do so immediately or at the time designated by the person with whom they are to meet. Cadets wishing to speak to the Director or another staff member shall do the following: (1) Advise the Cadet Lieutenant or their designee. (2) The Cadet Lieutenant will then advise the staff member That a cadet wishes to speak with them. (3) The staff member will then set an appointed time to meet with the cadet. g. All cadets shall only enter and exit the administrative offices through the door nearest the main entrance and wait to be acknowledged by staff. h. Cadets shall not enter the Coordinator s or Director s office without first knocking and getting permission to enter. 16

The purpose of this policy is to set standards and provide guidance for the possession of firearms on HACC property and to maintain safety during firearms training for the cadet, instructor and others. XIV. POLICY A. Cadets enrolled in the HACC s municipal police academy will take part in firearms training at either the indoor range at the Piccola Law Enforcement or the Small Arms Training Range (SATR) located on the east side of North Hall. Because of this, cadets will at times, have to be in possession of firearms and other related weapons on HACC s property. HACC s Shared Governance Policies specifically allow students at the Public Safety Center to be in possession of these, otherwise prohibited items. The firearms training requires the use of live ammunition which will take place on a MPOETC approved range. The possession of live ammunition in classrooms, break areas and weapon cleaning areas is prohibited. This policy designates procedures to ensure compliance with MPOETC, HACC and Public Safety Center guidelines as well as maintaining a safe environment for students, instructors and staff. XV. DEFINITIONS A. MPOETC: The Municipal Police Officer s Education and Training Commission B. Range Master: The range master is a full time employee of HACC and is responsible for all range operations including the enforcement of policies and procedures of both the indoor and outdoor range. C. Lead Firearms Instructor: The lead firearms instructor for the police academy is responsible for teaching the academy firearms curriculum in accordance with the MPOETC lesson plan and directing the assistant instructors as necessary. D. Assistant Firearms Instructor: An instructor responsible for coaching the academy cadets at the direction of the lead instructor. 17

18 E. Safe Cleaning Area: The designated area for weapon cleaning that shall be free of live ammunition. XVI. PROCEDURE 1. All cadets shall not possess any pistol, revolver, shotgun or rifle that is loaded while in the building either during or outside of academy training. When required to have weapons on school property for the purposes of firearms training, cadets shall have all weapons unloaded until directed otherwise under the direction of the lead firearms instructor. 2. Cadets that are also sworn law enforcement (i.e. deputy sheriff) may enter the building with a loaded weapon but must immediately clear any weapon in an approved weapon clearing barrel located outside the indoor range door or any other safe area designated by the range master. The cadet must then securely store the firearm in accordance with this policy. 3. All firearms must be stored and transported in the box supplied by the manufacturer or other range/firearm bag or container. 4. Cadets using Academy owned firearms shall not take them out of the range for any reason without express permission from the range master, lead firearms instructor or school director. 5. Any other weapon, not being used for academy training including but not limited to explosives, dangerous chemicals, edged weapons or any instrument defined as a prohibited offensive weapon in the PA Crimes Code is prohibited on HACC property. 6. Cadets hired by a Law Enforcement Agency will use only weapons approved and or assigned by their respective agency. 7. Food and drink is prohibited in the range areas. All cadets will either eat or drink in designated break areas and on designated breaks. 8. All cadets shall wash their hands with soap and water prior to leaving the range for any reason. 9. All cadets will report immediately, to the lead firearms instructor, any injury or damage to any property including department issued or personally owned property. 10. Cadet Range Crew a. A cadet range crew will be assigned prior to the first day of range training by academy staff. b. The range crew is responsible for: (1) Posting targets prior to the start of range training. (2) Dispose of and replace target backers as necessary. (3) Drawing ammunition from the Range Armory and placing it in the designated live ammunition area. 18

19 (4) The consolidation of ammunition at the completion of range training. (5) Ensuring academy owned pistols are placed back into the armory at the completion of range training. (6) Providing the amount of ammunition used per cadet to the lead firearms instructor at the completion of range training. (7) Check with the lead firearms instructor as to what targets should be posted at the beginning of the next range training day. (8) Monitor range supplies such as binder clips, masking tape, targets and target backer and report needs to the lead firearms instructor or range master. 11. Range Cleaning. At the conclusion of range training all cadets will be responsible for cleaning the range. a. Remove all targets and dispose of in the purple dumpsters b. Remove any severely worn cardboard backers, dispose of in purple dumpsters and replace with new backers c. Collect all spent brass and deposit in 55 gallon drums. d. Collect all shotgun hulls and wadding and deposit in shotgun box located near dumpsters. e. Separate all ammo boxes into cardboard and plastic and deposit in purple dumpsters. f. Deposit any other trash into appropriate trash container. g. Secure all academy owned equipment in the appropriate locations. h. Wash hands prior to leaving the range. 12. Required Items a. Pre-service cadets may use personally owned firearms or Academy owned firearms. All personally owned weapons, holsters, magazines and magazine pouches must be approved by the lead firearms instructor or range master. All personally owned pistols will have no less than three (3) magazines. b. All cadets will have, prior to the first day of range training, their own eye and ear protection. With the exception of prescription eye wear, all eye protection must have an ANSI or NIOSH rating for impact resistance. All hearing protection must be externally worn muffs and electronic hearing protection is recommended. c. All cadets are required to have an all plastic training pistol that is an exact replica of the pistol they are using for range training. This training pistol will be worn in the holster at all times when not participating in live firearms training. 19

20 d. Holsters are to be worn on the cadet s strong side of the body and secured with no less than two belt keepers on either side of the holster. e. All pre-service cadets will wear a magazine pouch mounted on the support side of the duty belt in a vertical position. In-service cadets will wear their magazine pouch in accordance with their department policy and if no guidelines exist then on the support side in the vertical position. f. All cadets will wear their academy cap at all times in accordance with the uniform policy. g. All cadets are required to have cleaning equipment which should include at a minimum: (1) A bore brush matching the caliber of their pistol (2) Cleaning patches (3) Cleaner (4) Lubricant (5) Cleaning brush (6) Towel or rag 13. Lead Instructor Responsibilities a. Daily Range Briefing: prior to the start of each range training day the lead instructor or his designee will conduct a range safety briefing with all students and instructors present. At a minimum the range safety briefing will include (1) A review of the range safety rules (2) A review of the emergency medical action plan (3) Instructor introductions b. Complete firearms range report to include lanes used, number of rounds fired and any damage or other area of concern. c. Complete Cadet Firearms Skills Checklist and submit to the Academy Director at the completion of firearms training. d. Complete Cadet qualification score sheets and submit to the Academy Director at the completion of firearms training. e. Assign, schedule and monitor any remedial training necessary for any cadet that fails a qualification course or mandatory skill on the skills checklist. f. Provide any written report regarding remedial training or counseling documentation to the Academy Director. Counseling reports should be done with cadets that fail to follow proper range safety or other procedures once sufficient training and verbal direction has been done. Written counseling 20

21 reports should include recommendations to the Academy Director as to whether the cadets should remain in the firearms program. 14. Instructor requirements a. All instructors must wear eye and hearing protection at all times during live fire training. b. All instructors must wear an all red shirt, sweatshirt or jacket while participating in range instruction. An orange safety vest may be worn in lieu of the red shirt or jacket. c. All instructors must wear an all red ball cap during live fire training. d. Conduct group or individual instruction at the discretion and assignment of the lead instructor. e. If assigned to remedial training, submit a written ( is sufficient) report to the lead instructor which is to be forwarded to the Academy Director detailing the amount of time, the skills trained and any recommendation for either additional training or second or subsequent qualification. f. All instructors are encouraged to either open or conceal carry a handgun in accordance with their status as current or retired law enforcement officers. 21

The purpose of this policy is to set standards and provide guidance for grooming and general appearance of the police cadet. XVIII. POLICY A. Cadets attending the HACC Municipal Police Academy are required to follow the grooming and appearance standards at all times during academy hours which include arriving and leaving from the academy property as well as training conducted at off campus locations. An officer s appearance is one of the first things that is seen by the public and is not only a reflection on you and your attitude toward your profession, but also on all of Law Enforcement. Therefore, cadets will maintain a professional appearance while attending the academy. Grooming and uniform standards also require at times an effort beyond what the individual cadet can maintain therefore it is required of all cadets to police one another in an effort to meet these standards. XIX. DEFINITIONS A. High and tight: the high and tight hair style is defined as hair cut to the skin along the sides of the head up to the crown and then no longer than 3/8 of an inch on the top of the head. B. Jewelry: objects of personal adornment worn on or attached to the body. This includes wrist watches, necklaces, rings, bracelets, earrings, nose rings or other piercing type objects. C. Make up: Any cosmetic or other covering worn on or around the face for enhancing appearance. XX. PROCEDURE A. Male hair standards 1. All male cadets will maintain a high and tight hair style at all times. 2. All males will shave prior to the start of class each day. The face must be shaved on the sides from middle of the ear and lower. (No sideburns) 22

23 3. Facial hair of any kind is prohibited. B. Female hair standards C. Jewelry 1. Hair will be neatly groomed and will be worn in a manner so that it does not extend beyond the bottom of the collar or fall over the eyebrows. 2. Ponytails and braids are prohibited. 3. Hair must be worn to allow the cadet ball cap to be worn. 1. Except listed below all wearing of jewelry is prohibited: 2. Wristwatches a. Watches may be worn by all cadets except during defensive tactics training/ground fighting and PT. b. Only certified paramedics or emergency medical technicians are permitted to wear watches during PT c. All cadets are prohibited from wearing watches during defensive tactics/ground fighting training. 3. Wedding/Engagement rings a. Wedding bands that don t contain gems or stones may be worn at all times. (It is highly recommended for safety reasons to remove bands/rings during any physical activities) b. Engagement rings that contain gems or stones may be worn except during defensive tactics or ground fighting training. (same as 3 a.) 4. Religious symbols and medical alert emblems are permitted D. Cadet Standard Uniforms: 1. BDU uniforms must be kept clean and pressed at all times. 2. Blousing strings must be removed or at least not visible from the cuff of the pant. 3. Only the nametag and handcuff key should be visible on the uniform shirt. 4. If the uniform shirt is worn on the body to and from the academy it shall be worn buttoned and tucked in. 5. The white crew neck short sleeved tee shirt worn underneath the uniform shirt shall be clean and free of damage and stains at all times. (No v- necks or sleeveless tee shirts permitted) 6. Black lace shoes or boots, plain toe uniform style shall be kept polished and clean at all times. 23

24 7. Hats will be carried at all times and not hung on any part of the cadet duty belt. 8. Black leather belt for BDU s to be worn underneath duty belt 9. Duty belts and associated gear will be worn at all times and equipment kept in working order and free from defect or damage. This belt may be plain nylon rather than leather E. Cadet PT Uniform 1. All cadets will have a complete PT uniform in their locker at all times once received by the vendor. 2. The PT uniform will be free of damage or defect. 3. The PT uniform will be kept clean and free of stains. 4. All undergarments such as compression shorts or pants shall be white or grey in color. No exceptions. 5. All socks shall be white crew length and free of damage or stain. 6. Athletic shoes/sneakers (suitable for running distances) 7. Hats and gloves, if worn shall be Navy or black. 8. The outermost garment must be the cadet tee or sweatshirt 9. Swimsuit (Females: one piece) 10. The cadet s last name shall be stenciled on the PT tee shirt and sweatshirt in the following manner: a. Using a black permanent marker b. Using academy supplied stencils c. Center-justified on both the front and the back of the shirt d. One inch below the collar seam e. Level across in relation to the garment. F. Orientation, Graduation and Certification Test Required Dress 1. Orientation dress will be business formal attire (coat and tie for males) 2. Graduation dress for Cadets employed by dept. will be their dress uniform or whatever the department requires. 3. Pre service Cadets are required to wear dark colored suits or formal wear. 4. PURPOSE A. The purpose of this policy is to ensure, through communication and documentation, that cadet injuries and illnesses are monitored and if necessary assessed by medical professionals and further participation in academy activities are done in accordance with a physician s restrictions. XXII. POLICY A. All cadets are required to report any and all injuries and illnesses whether they occur during academy hours or outside of academy hours. In-service cadets are also required to report any injury or an illness that results in missed instruction to their respective agency. B. An injury or illness that requires a limitation of participation of any academy activity shall be supported by a written physician s order and return to full activity shall also be supported by a written physician s order. XXIII. DEFINITIONS XXIV. PROCEDURE A. Any change in physical or psychological status shall be reported to the Training Coordinator or Director immediately. B. Cadets will be required to seek medical treatment or assessment and if reasonable to do so be transported by another person under the following circumstances: 1. Any request from a cadet to be evaluated by a medical professional for any illness or injury. 2. Any illness or injury that the staff, instructor or another cadet believe should be medically assessed. 3. Any illness or injury that EMS personnel believe should be assessed by a higher trained medical professional. 4. Any chief of police or their designee requests that their cadet employee should be seen by a medical professional. 25

26 C. Documentation 1. Injuries, however slight, need to be documented on both a MPOETC Academy Injury Report Form as well as a memo. Both documents need to be completed with a narrative explaining what the cadet was doing when the injury occurred and submitted to the Training Coordinator 2. Illnesses need only be documented on a memo and submitted to the Training Coordinator. D. Activity Restrictions. A restriction on certain activities may be implemented by either the Training Coordinators, the Director or a physician or other medical professional. 1. Staff restrictions are limited to restricting specific activity in an attempt to rest a certain body part but the cadet may still participate in the overall activity and thereby receive credit for participation. 2. Physician s restrictions shall be followed implicitly therefore the completion of a training block may be affected. It is important that a cadet seeing a medical professional for an injury have a copy of the physician s letter. This letter explains the categories of activities in the academy so any restrictions can be as specific as possible. A restriction that reads, no physical activity will result in the cadet not doing anything but sitting in the classroom for however long the restriction is in place and the cadet will have to make up time missed or be recycled into another academy class. E. Injury make up procedures. If a cadet has an injury or illness and restricted to the point of not being able to complete the program the cadet will have to make up any uncompleted block of instruction either with another class or through a one on one instruction. 1. The cadet has two years from the start date of the original academy class to successfully complete all blocks of instruction. Failure to do so will result in having to repeat the full academy course. 2. Cadets that complete the physical fitness block but are unable to take the final assessment will be given 90 days while under a physician s care. If the final assessment cannot be completed within the 90 days then the entire block of PT instruction must be repeated. 3. Once cleared by the doctor to fully participate the cadet will have to get a new physical from a doctor other than the one seen for the injury or illness that caused the restriction. 4. Cadets having to repeat physical fitness training will have to pass the entrance physical fitness test prior to starting the PT program. 5. One on one instruction will need to be approved by the Director and possibly the MPOETC. 6. Cadets that are participating in either a one on one or group instruction with another academy class are required to follow all the policies and procedures of this academy including the cadet chain of command and the requirement to have medical insurance. Failure to do so may result in disciplinary action up to and including dismissal. 26
